It's definitely better to have a spot on the ground level where there's more foot traffic. Seems like a lot of people know about this food hall. It is fairly crowded. Many of the restaurants looked interesting, so we made 2 rounds to look at all the offerings before deciding what to get. We picked up Shrimp Udon from the Seoul New York (located way at the back; they offer a discount for paying by cash), and also a Potato Korean Hot Dog from Sweet Churros (located at the front as the first restaurant on the right side after walking through the front door).
