Tasty Viet- Chinese restaurant. Stopped by here for dinner to catch up with a friend. The restaurant is standalone with plenty of parking. We walked in and sat wherever you'd like. The chairs and tables were the type you'd expect at a Vietnamese restaurant; iykyk. The guy was prompt and brought our menus which was pretty slim being a double sided landscaped. More a Chinese restaurant than Viet, but it did have a section for Bun and Pho. Entree: Kung Pao Chicken It was tasty, the brown sauce was fairly generic, but in a good way. Like you'd want the consistency in a neighborhood restaurant, but you wouldn't drive out your way to get it. The chicken could use a bit more quality control since there were some grizzly pieces, but not enough to ruin the meal. The vegetables had a good crunch and were expected in a kung pao dish; carrots, onion, celery, peanuts. The portion was generous enough for leftovers or one very hungry adult male. read more

I LOVED Ha Long Bay for YEARS! Best Pho I've ever had. Told my whole family about them and they became regular customers as well. I ordered food online from them recently (administered thru GrubHub) and when I went to pick it up, there was a sign saying they were closed due to a sudden family emergency. I sincerely hope all is well for them. However, I didn't receive any food on a $55 order. As it was over the weekend, my wife called on Monday asking for a refund as we had given them a decent amount of money for us, but received nothing in return. The person she spoke to told us there was no manager who had access to the GrubHub account, but took our information and promised to resolve it. No answer as of today (Thursday) so I stopped in in-person. I was initially offered a cash refund. Until the person on duty spoke to the manager by phone. He told her it was a GrubHub problem and they couldn't refund money on a credit card purchase. So that was it. thanks for the money, now go away, not our problem. I reached out to GrubHub by chat and was told they couldn't find my order and therefore, wouldn't be offering a refund either. (that's a whole other story.) GrubHub later called back and said, still no refund, but the merchant was willing to offer a 10% discount on my next order. Huh?! I just gave you $55 you refused to give me back for giving me nothing! there isn't going to BE a next order from me, and likely the remainder of my family. I realize it's two entirely different groups saying it's the other one's problem. but Ha Long Bay ALWAYS had the option of doing right by their customers, regardless of who was at fault technically. But they chose not to. And when I called Ha Long Bay 45 minutes before their stated close time to give them one more chance, it went to voice mail. So, I guess I'm looking for a new place for great Pho. read more

Definitely not what I remembered from pre pandemic and their location in the adjacent strip mall. I was super excited when my husband said, " Do you want Chinese?" because he NEVER wants Chinese! We went back and forth as to which restaurant we wanted to order from. I hadn't been in so long and I was really craving their fresh spring roll and Pad Thai. We were so hungry I didn't even get pictures! The one posted is about 1/4 eaten Pad Thai. The food looked amazing as I anticipated my first nibble at the spring roll. I was in heaven. Then after a few bites more, my euphoria waned. The chicken in the spring roll tasted like it was on its last day before it should have been tossed in the trash. Not fresh - at all. The peanut sauce could only cover up so much. My mind fast forwards to Kitchen Nightmares with Gordon Ramsey. I can't even imagine what their pantry looks like. Nor do i want to I move on to the Pad Thai. It's cilantro, peanuts and noodles with sprout crunchiness! Then I get to the chicken. Again, tasted old...and then COLD. What the heck?! At least the cream cheese wontons scored? Sadly, I won't chance spending $60 for old chicken again. So disappointed. read more

Stopped in for an early evening meal and enjoyed it very much. It's a tidy neat place..the service was excellent and very quick. I tried the fresh shrimp spring rolls for an appetizer. They were fresh and the sauce was the best I've ever had, with lots of flavor. For the main course I tried the Pad Thai with pork. Spice level of 7/10.. spicy but not over bearing. The noodles were cooked perfectly and there were plenty of carrots and beans sprouts. I really enjoyed the entire meal and highly recommend this place. read more

We have been coming here for over 10 years. We love the egg rolls, chicken fried rice, pad thai, and chow mein. The drive- thru is very convenient. I know the inside was closed for a few years due to covid but, think they opened up again. Very good food! I recently noticed that the outside of the property and garbage area seems to be in disarray and it just does not look clean or well kept. There was lots of garbage and old junk near the dumpster. Maybe they are remodeling or it's a temporary thing? Not sure, but just hope they clean things up outside and around the property because I think that could be a big turn off to customers. read more

This is my go-to Vietnamese restaurant. Love it! The menu is complete and the food is fresh and made to order. In my experience, the staff are always fast and courteous. My favorites include the black pepper stir fry, curry sauce stir fry, Pad Thai, and Hu Tieu (think Pho but with chicken broth). And I never skip ordering an egg roll or fresh spring roll...well, just because. The only downside is I wish they maintained the outside of their property, especially the parking lot and landscaping. If I didn't know the food was so good I would take a look at this former Taco Bell with overgrown weeds, untrimmed bushes and trees and sad looking building and would just keep driving. That being said this is a great neighborhood Vietnamese restaurant. I highly recommend. read more

Would give ZERO STARS if allowed! First time, never coming back. Host/waitress had an attitude. We asked if their DTP bowl was a larger, bigger bowl due to pricing and description. Host/waitress said, yes. The bowl came out and it was literally the size of a regular size bowl. We asked if they offer just plain noodles and broth, she replied with I DON'T KNOW but then continued to write that order down. I asked her to ask prior to charging us. She gave me an attitude, SO YOU WANT ME TO ASK FIRST? I withdrew the order and told her, forget it. One dish was sent out to another table, set down, and walked away. A few minutes passed, she realized it was the wrong table, walked over there, and brought it over to our table. I asked for a new bowl because she placed it over there and I don't know if they had already touched it. She said, no the customers did not touch it. Uhhh how do you know?! Anyways, I asked for a new bowl but requested that she leave the old bowl at my table to ensure that I actually get a new one. She gave me an attitude like it was my fault she had to do extra work. The drive through window adds a nice touch to the already convenient process of ordering take out by phone. My order, dinner for 6 adults, was ready when I arrived at the window and very nicely packed, with plenty of sauce packets to go around. The drive home took no more than 15 minutes , and all of the food was still warm enough to eat. The cream cheese wontons were fried to perfection, and the chicken and beef entrees were savory and satisfying, however the egg rolls were dripping in oil, which would ordinarily be disappointing, but we all walked away from the table having eaten more than enough. I think I found a Chinese/Vietnamese restaurant in White Bear Lake that I'll look forward to having again soon. read more

I've been going to this restaurant for 9 years and the food and service is excellent. The prices are also excellent. They can accommodate soy allergies if you ask. Lunch specials include one of multiple entrees, egg roll or cream cheese wontons and white or fried rice. I ordered Vietnamese pork egg rolls and chicken chowmein for take out. The egg rolls were very greasy and had a bitter grease aftertaste to them. Couldn't eat them. The chowmein consisted of big chunks of celery in a brown base, flavorless. With about 10 small pieces of thin sliced chicken on top. I tried this place about 4 months ago and was not impressed. I gave it another try. Wish I had not. $15 bucks out the window. Had I eaten in, i would of asked for compensation. Being take out and at home when I discovered the lack of quality, I could not. I have a quest to find the best Phò in the area. I liked the location. Very easy to find. It's a very casual style atmosphere. I like how they set up their menu. It gives you details of the different style of preparing both Chinese and Vietnamese dishes. Giving you choices. The Phó is served in a healthy size bowl. The broth is delicate (I prefer a more hearty style broth). Nevertheless, it was tasty. The best spring roll. Fresh, fresh, Fresh. Everything inside was fresh and wonderful. Great food for a really great price. I frequent Ha Long Bay whenever I'm in town, It's definitely my go to in the area when I'm craving Chinese. It doesn't have a humongous 8 page menu like other Chinese restaurants its simple and americanized. They have all the classics from sesame to sweet and sour chicken dishes. I believe you can substitute shrimp into most of them as well. I would recommend the black pepper chicken dish. The chicken tastes fresh and of good quality which is typically my main concern when I'm eating Chinese. The food comes out in big portions and is very flavorful. Each dish is distinguishable from the next, they aren't using the same 3 sauces for all the dishes. Their spring rolls are great and come with a delicious salty sauce on the side, and you can never go wrong ordering the cream cheese wontons. The best part about Ha Long Bay is the cheap bill at the end of the meal. The inside looks nice, they have put some work into updating it since it first arrived in town. Nice lights and decor but it still could be better. The service can really be hit or miss. They usually have just the one guy in there so if there is a lunch rush you definitely wont be getting the greatest service. As long as they get the food out that's all the matters. read more

My boyfriend and I stumbled in here on a very hangry (hungry + angry) trek for something to eat during lunch time. Good decision on our part! We've been coming here almost once a week since then. The same waiter is always working when we come in and he is very friendly and attentive. The lunch specials are a really good deal for the portion size you end up with + a small serving of appetizer. I love the Pho (beef stock) and H Tiu (chicken stock) - perfect for a rainy day and the portion is more than enough for one person. I especially enjoy the H Tiu because the celery is fragrant and very noticeable in the broth- making it an especially great soup for spring. I've also had their egg drop soup - parents of picky children be ware, it has onions and peas and carrots in it. It is still delicious, but as a former child picky eater I am obligated to warn parents prior to ordering. :) Pad Thai is very delicious and not a congealed glob of rice noodle and peanut sauce like I've, unfortunately, experienced at other quick-serve restaurants. Need a pick-me-up? Get the Vietnamese coffee! It is amazing! You'll be zipping through errands in no time. Vietnamese coffee is a small brewed portion of coffee mixed with sweetened condensed milk. But it is zippy for us occasional coffee drinkers. They serve theirs cold here in a tall glass of ice, but I am sure you could get it warm if you asked. Additionally, the server will ask you how spicy you want your food. I believe 1 to 10. 10 is very, very spicy. I have a very Scandinavian palate and 10 is way too much for me. 10, however, is not spicy enough for my habenero hot-sauce guzzling boyfriend who has vacationed in South America. So figure out where you fall on that scale, and happy eatings! read more

I decided to check this place out. It's close to Century College where I go to school. Restaurant atmosphere is really nice. The waiter/host knows what he is doing. He doesn't bother you too much but he keeps check every once in awhile in a timely manner. I love pho so I had the pho here. I'm a pho fanatic and I have tried pho from around the country and even at many Vietnamese friend's home. The pho was good for MN. The size of the pho wasnt too small or too big for the price which was about $9. I would give it an 8/10 for the pho. The Fried Dumplings on the other hand was amazing! One of the better fried dumplings I have tried around MN. The sauce with it was good also but the dumplings alone was very good! The price was a little high but it was worth it. 10/10 dumplings. The Vietnamese Iced Coffee was good and sweet also. A strong coffee taste like it should be but not straight black. I give it a 5/5 for my visit this time. Everything was good. Expect to use about $15-$20 for a single person if you are a big eater. read more

Our dinner was burned one night and we scrambled for a substitute and settled on Ha Long Bay since it's very close to our home. We'd never tried it before but I was curious. We ordered steamed dumplings, thai basil chicken and chicken pad thai to go. The steamed dumplings were good, we order them because our daughter likes them. The thai basil chicken was good but had an odd taste, like seaweed. I don't know if that's how thai basil tastes or if something was off. I probably wouldn't order that again. Chicken pad thai was standard, but only tasted good once you used the lime wedge and mixed up everything. The restaurant could use a good updating and cleaning but the staff is friendly and the food is decent. The oyster wings are meaty and crispy and come with a nice sweet sauce that is cut with the heat from the peppers. The chicken and rice dish is ok- kinda one note and nothing spectacular but not bad. The chicken had a light batter- not crispy which would provide a contrasting note so bit of a shame. The sauce could have been a bit more developed though which is a shame- I was expecting big bold flavors which is what I would expect from a southeastern Asian restaurant. The side salad of carrot and cucumber in the dish is both forgettable and unimaginative though and should be replaced or removed with something more creative. read more

The rice was all stuck together in one big clump and the egg rolls were burnt. The food wasn't fresh. Their cream cheese wantons were great, but the rest of the meal was a huge disappointment.
