You order at the counter and they deliver the food table side. No frills on the service, which is why it's affordable. We ordered: pork XLB, pan fried pork and shrimp dumplings, scallion pancakes, steamed pork buns, and suan tsai spicy beef noodles. The suan tsai spicy beef noodles with pickled greens stole the show. WOW. Perfect amount of heat in a flavorful broth. The pickled greens really balanced out the heat in the perfect way. I could eat this every day and be happy. Noodles were thick and perfectly cooked. I was inhaling the soup and scallion pancakes (also incredible) and left the XLB sitting too long. By the time I got to them, the slightly thicker wrapping had absorbed all the soup. Still good flavor though! The pan fried dumplings were also good, but just overshadowed by the soup in my opinion. I didn't try the steamed buns (not typically my jam), and my husband said the bun itself was great, but the meat needed some flavor. Nothing to photograph as we ate almost everything! And as an appetizer at that lol . But way to prove me wrong because these were nice and hearty. The wrapper itself was a bit thicker than others I've tried and the protein inside was nice and hearty. There wasn't as much soup in all of the Dumplings but I feel ordering to go might have not done it justice. Flavor was rich and serving size was just right.

The bowl itself came loaded with meat--they definitely weren't skimping to save money here. It wasn't quite as clear or light as I personally prefer, leaning toward a fattier, milkier undertone that almost reminded me of a Vietnamese pho take on tonkotsu. The flavor itself was undeniably very good, but the richness may have been a bit too much for me personally. One way I usually judge how much I love a pho broth is whether I want to sip the bowl down to the very end, and this one wasn't quite light enough for me to want to do that. I've had richer and deeper pho flavors elsewhere, but I still appreciated the flavor profile here and could absolutely see why this place is so popular. It feels hearty, comforting, and satisfying in a way that clearly resonates with many people. Despite how packed the restaurant was, the atmosphere ended up being surprisingly pleasant. Service moved very quickly, which honestly impressed me given how busy everything felt. Even with the crowd, I didn't dislike the spacing or setup at all--the restaurant still felt comfortable, and the sound of people enjoying their food all around added to the lively, welcoming energy rather than making it feel overwhelming. Overall, Pho Phong Lưu ended up being one of those places where I completely understood the hype, even if it didn't become my personal favorite pho spot. While the broth leaned richer than my preference, I still enjoyed the experience and definitely look forward to trying other dishes next time.

I put my name down in the wait list and sat next door in the tea shop. They are connected. It's a decent size location and a bit noisy, but the food makes you forget how loud it is. Once we were seated, our server approached us right away. They are all attentive. We ordered the egg rolls and pho. Both were delicious. Soup is flavorful and they are generous with their steak and tendon portions. We will be back to try some more items on the menu.
