There were at least 10 other cars and a group of men right behind us that he completely ignored. He kept circling back and lingering near us specifically. When my friend got out of the car to confront him, all he said was it was "for work." No further explanation. He did not photograph any other vehicle the entire time. Friday nights are when most people are out, so if you are planning a late night here with your girls, just be aware. He appeared to be Hispanic with slightly dark skin and long dark hair up to his chest, patrolling on a golf cart.
