We have been ordering take out for years. Salt and pepper chicken wings are still our favorite. Honey walnut shrimp has changed. Way too much breading. Not sure why they are doing this now. Perhaps making up for the size of the shrimp? It's ruining it for us and we will no longer order this dish unless they go back to it where it was just right. Why change a good thing? For all our corporate and business functions, this has easily become one of my favorite go-tos for all our luncheons in the area. This is located in a smaller plaza across from the community college so on a good day, there is usually parking. I ordered lunch for my staff member's going away and they easily provided it within 15 mins! The salt and pepper wings are always a must. Considering we are NOT in national city, this is very much a good backup if you're not wanting to leave the Eastlake area for some really good, crunchy salt and pepper wings. We always ordered house noodles or their rice - both are good options! And the beef and broccoli has more beef than broccoli on a good day. Their portions are huge, the flavor is perfect, and it deceivingly always has more than I anticipate. I've also eaten here in the past and there are plenty of tables. Called in for a takeout order. Restaurant staff that picked up the phone was friendly. Parking in this location kind of sucks. There is a 7eleven and Dollar Tree, so it's usually packed. Restaurant was inviting, I got greeted immediately. Pepper and salted chicken wings are the best and my usual go to. Stay away from the lemon chicken, it is always super dry and crunchy. The man that asked me what I wanted to order yelled at me after my request, that they were out of the item, then with an angry hand gesture he waved me off to leave the premises. I was just stunned. Love this place, but nothing is worst than seeing them close early for no apparent reason. Online it says they close at 9pm, on the door it says they close at 8:45, but when I get here at 7:50pm they were closed. People were still inside eating. Very disappointing. read more

I consider Otay Mandarin the Royal Mandarin of Chula Vista. This is a solid option if you're in the area. The quality and quantity of food is comparable to the best of Chinese food establishments. On a side note, I can't believe how all Chinese restaurants have raised their prices to about an average of $18.00 a plate. Inflation sucks! On this particular visit, I only ordered the salt and pepper chicken wings and Mongolian Beef. The chicken is on point. Great crispiness and spice. They don't skimp on the garlic, red pepper and crispy goodness. I really liked the Mongolian Beef as well. A must for every order. Tender beef with onion and green onion...delicious. Both dishes were filled to the rim. I love how they give you your moneys worth. I was eyeing some of the dishes being served in the restaurant as I was picking up my to-go order. Customer service here is very fast and don't wait to long for food even if they are busy. It's not a long wait and you get the food on the table within the 10 minutes. I called in my order: 1) Salt and pepper wings- comes with side of plain or fried rice 2) large egg drop soup - comes w/ fried wonton chips My order came out to $24.XX I was able to place my order right away and pick it up in 10 minutes but it's also a weekday lunch time. The restaurant is located across from southwestern college, a couple doors down from the dollar tree. You can only enter at the door and then they blocked the restaurant off with tables, so I don't know if they allow patrons to use the bathroom while waiting. There's a big parking lot. Sorry forgot to talk about the food. I appreciate that the chicken comes with a side of rice with our choice of plain or fried. I thought it was a good size service and I always like the extra fried garlic and peppers because I'll scoop it up and top that on my rice for extra goodness. My mil thought there was a lot of msg. I don't know, probably??? The egg drop soup is my daughters fave, she used to not like this restaurant egg drop soup because it comes with extra veggies like corn or carrot. Thankfully she's grown out of that and didn't complain about it today. The fried wontons were good too. (Side note: I've gone to their competitor restaurant before and the wonton chips had mold on it. So always check!!!) also the wonton chips were complimentary. This place is so good that it is well worth the drive down south to get it. On the way to visit family, we stopped by at 3:45p to order a full tray of Salted Pepper Chicken Wings (the best in town) and a half tray of steamed rice. We asked for a 5p pickup time. We had a death in the family and were feeding family members stopping by. The woman who took my order was super friendly and she said that it would be ready. This place used to have decent Americanized Chinese food but sadly the quality and taste has really gone down lately. The Orange chicken I had today was disgusting, soggy with dry flavorless chicken, the chicken tasted weird and was a hard rubbery texture. Clone chicken?? Lab grown chicken? Even the steamed rice was gloppy and balled up together. The beef in the beef chop suy was a weird light color, had no taste and was chewy.
