This has been a long time coming. If you are reading other reviews and thinking "should I" take this as your most recent note of information. DO NOT LIVE IN ANY PROPERTIES OWNED BY PPM. This company has been the absolute worst property management company to be a tenant at. I was living in one of their rental properties in the bay area. The only thing keeping me staying here was the relatively "affordable" price. Otherwise, the cost of hassle, lack of communication, disrespectful attitude and lack of leadership was NOT worth it. A few examples: - We had to do our own maintenance. Although they have a very competent and kind maintenance man, getting them out here was a bother. I would have to send multiple emails, phone calls and texts to get someone to come fix something as simple as a sink. And as life dangerous as a fence that was basically broken down and could have fallen on our neighbors' children. The bigger issue being, when it came down to it, we ended up having to jimmy rig or fix things on our own because they would not bother coming out to help. - Joan Latu is incompetent. Her leadership was and is lacking, there were many moments where I had grace, and thought that she would get better. But 8 years with this situation Joan was consistently and conveniently "losing" my rent check (which is crazy that they have yet to transition to an online payment option), "losing" my contact information although I have transmissions of emails to her back and forth. She would consistently blame myself and roommates for "not answering" when she was calling a nonexistent number and not responding to any email thread we started. - During COVID they shut their doors to any maintenance or help (relatively understandable) given the circumstances, we can deal with a few minor issues. We had put in a work order for our fences since now two sides were caving in. No communication whatsoever, they would send maintenance technicians to our home without notice during working from home hours, without masks. This happened multiple times where they would send someone and not let us know they are coming, sounds like an invasion of privacy but the response was "well you wanted them to come right?" no Joan. I wanted you to communicate a time that wouldn't effect our work days.. **Update, they did not fix the fence until after we moved out. (that would be a total of 6 years of a work order that did not happen) There are many property management companies that work with their tenants and serve them well, this isn't one of them. read more

Parkview Property Management has been managing our single family home since Dec 2012. We are very pleased with their service. If there is any issue, we are informed immediately. All I need to do is making a decision and problem gets resolved quickly. There was a break in while tenants were away. As soon as break in was discovered, they arrived at the property, contacted tenants and glass company to board up broken glass door area before repair could be done. Then informed us what had occurred. Communication with Parkview Property Management is very good. read more

I would give zero stars if I could. I lived at a property managed by PPM for approximately 7 years with 3 roommates. In that time, they "lost" all of our phone numbers and email addresses, and said they couldn't contact us, even though we had previous email threads and the same phone numbers. They also "lost" our rent check several times, and failed to communicate certain HOA rules to us and then would say they tried to contact us about it but couldn't so then they tried to fine us. The HOA complained that we left out trash cans out for too long, and PPM received those letters for 3 months before informing us, and then told us they would fine us because we didn't take care of it for 3 months. We fixed it immediately upon finding out. It was also strange because half the people in our neighborhood left their trash cans out for days. Additionally, our fence was broken and falling over, due to no fault of our own it was just old. For YEARS it was left falling over because they just didn't prioritize fixing it. We had email threads asking for a work order to replace the fence going back years. We did so much maintenance on our rental, we took care of it as if we owned it and paid rent in full before it was due every month, and received no assistance from PPM. They took ages to get the garbage disposal fixed, garage door, etc. They consistently lacked professionalism and care for their business. read more

I lived in an apartment complex that was owned by an independent landlord, who did a satisfactory job self-managing the building. Three years into our lease, they subcontracted out management to Parkview and referred all tenants with issues like maintenance to deal with Parkview. We'd been satisfied with management, but the minute Parkview took over, we had immediate problems. Heat: I called Parkview at the end of June 2016 to ask why the building's heat was still on. The heat in our building was a centralized steam boiler that was turned on and off by management. It was 90 degrees out, and the heat was at full blast. Whoever answered the phone said to me in a really rude tone, "Is the heat not USUALLY on this time of year? What do you want me to do about it?" Repair: In August 2016, our kitchen sink started seriously leaking, causing a large mess in the kitchen. I called Parkview to report it. Whoever answered the phone screamed at me, "That's your responsibility, it's your responsibility to catch the water! You're responsible for making sure there's no water damage!" At this point, I specifically requested a plumber. She said they would send a plumber and asked if I was at home. I told them no, I am at work, no one will be home until this evening. The person on the phone called me back half an hour later, screaming at me that she'd sent the plumber and how dare I not be home! I gave this person directions on when we'd be home next. At this point, we did not hear from Parkview again. Thankfully, the building manager who worked for the owners was still in the building and was able to repair our sink. He said the drain was very old, had fully rusted out, and should have been repaired earlier. Had he not been able to repair the sink, we would have had no sink. Reference: We moved out of this apartment in Summer 2017, to move to the East Coast. After we applied for our apartment on a short visit to our new city, our new (current) management company called us several times to say they were unable to complete our rental application because our management company would not answer the phone, hung up on her, etc., during multiple calls. I had to contact the property owners to compel Parkview to complete the reference check so we could get our apartment: it ended up taking an extra 2 weeks due to their disorganization. This was very frustrating on a long-distance move, because it risked us not having a place to live in our new city. Move out: Moving out was a hassle. They sent us a long cleaning checklist, listing a series of deep cleaning tasks which are not legal to request as per California law on the issue (photo attached). Some of the things they were asking for included scrubbing exterior windows and shampooing carpets. We were also supposed to get a pre-moveout walkthrough, explaining to us all of the things we'd need to fix in order to get our security deposit back. When I called to schedule this, I was told that they could not schedule this until the apartment was completely empty and we had completely moved into our new place. According to the law, the walkthrough is to be done several weeks before moveout, to allow tenants to remedy any issues before vacating the unit. I asked if this could be done after our stuff had left, and they said that the required the tenant to be fully moved out and then return to the apartment for the walkthrough. I then specified that we were moving cross country, the moving truck was taking the bulk of our furniture 10 days ahead of time, and we would be unable to come back after we moved out because we were moving so far away. I was told that then I had forfeited my right to a walkthrough, which is neither true nor legal. Security Deposit: Even though the moveout checklist wasn't legal, my husband and I felt it was necessary to obey it to get our security deposit back. We spent a full day deep-scrubbing the apartment. All of the grout was scrubbed. The windows were washed. The walls were washed. The floor was mopped and polished. Every corner of every crevice was cleaned. And yet, they still withheld $180 of our initial deposit, with "for cleaning" in the check memo. California law does not permit security deposits to be withheld for routine cleaning between tenants: this is a routine part of the landlord's job. California also requires an itemized list, including receipts, of what the withheld money was used for: we did not receive this. The deposit must also be returned within 21 days of move out: we got ours back well past that point. I sent a certified letter to Parkview explaining this, but they did not return the funds or answer my letter. I am certain they illegally withheld this money taking advantage of the fact that we would be unable to file legal action to recover it from across the country. Security deposit disputes have to be settled in person at Small Claims Court: $180 is half a plane ticket. They knew this, and used it to steal our money. Avoid. read more

Joan Latu is not just incompetent she is also a bully. She has "managed" my property for maybe a year out of the 13 I've been here. My rent gets sent certified mail which she wasn't aware you could do. I had proof they received it. Proof that they cashed it and she; despite this proof, filed a 3 day notice against me with a Proof of Service that was perjured. She has harassed me for the last month. First she wanted a copy of the canceled check which I did. Then she complained she couldn't read the back but the bank says they didn't properly stamp the endorsement .(not my problem). Then she said if I could just get the account number the money went into which I did with a trace. She keeps asking for more including accusing me of, after I've paid rent on time my entire tenancy, that no offense but I may have forged the check and she wants the actual paper copy. I told her that was offensive. It's more likely that is is embezzling. She asked for the actual check which according to Regulation E Check 21 is not available. But I don't know what I'm doing and my lawyer doesn't either. Yah thats what it is. Nothing to do with her not knowing what she is doing and acting like a 12 year old bully when proven wrong. I have blocked her. Her unprofessional manner is preventing the peaceful tenancy I am allowed. I have overlooked *so many* things during my tenancy here. My file is 6" thick and that isn't including what I have on my computer .I just want to pay rent, have heat, get repairs done not only in a timely fashion but one and done (not 3 estimates, 3 no-shows, and a waste of my time), and BE LEFT ALONE. I miss Mrs. Maltzer who owned the place when I moved in. She was the best. I'm glad she isn't here to see her humility replaced by greed and incompetence. I have filed an official report of harassment. I wasn't going to post as I still live here but I don't want anyone else to ever have to deal with this woman. I'm a tenant of a building that was recently sold and contracted with PPM. The folks have been friendly when I talk to them, but they are slow to respond, slow to alert tenants of issues (e.g. frantic early AM phone call that I need to move my car for sewer work RIGHT NOW, when the plumber said PPM were alerted more than a week prior), and they also did not follow state law of the proper amount of notice when they increased my rent by 25% overnight...which seems like something you should know if you are in this business. Right now I've been waiting a week for reply on fixing the broken washing machine--crickets... Needless to say, I'm looking for new housing. read more

Entirely unprofessional owners and very very poor management company that should be out of business. Do not maintain property very well. Incredibly poor communication to tenants via mail (with multiple misspellings and grammatical errors) or no communication at all. The owner, Joan, is blatantly unprofessional, rude, incoherent, incompetent, and has such abysmal customer service it's astounding. Fails to communicate or will cut off communication (hangs up on tenants) if she doesn't like your responses or gets frustrated. This women should be kept far away from any sort of service industry. The jist of this review is that Parkview Property Management waited nearly THREE weeks to let us know that we didn't get an apartment that we had applied for. A great place in Menlo Park that would have been perfect for our family. They have great properties, but I don't like the way that they handled our situation. There were lots of excuses as to why they didn't process our application for so long, ranging from people being out of town to "they'll get to it in a few days". Three weeks later, yeah. Suuuuuure. I guess if you have all the time in the world to wait and are patient with vagueness and lack of communication, then this is the place for you. Parkview property management company is a rip off, a scam, a sham and an out right scar on the name of property management companies.

FYI, Joan Latu, the owner of this company has a disciplinary history with the California Bureau of Real Estate (CALBRE) for FRAUD. She has acted in the capacity of a Real Estate Broker, when she is actually only a Real Estate Salesperson. Her "supervising broker" is her nephew and he has never, even once signed or overseen a single transaction in the negotiation, commencement, or execution of my lease. Unfortunately fraud is not the only issue with this company and its owner. I'll bullet point the worst offenses for you, so you don't waste your time or money on this company. - This company sends out an unlicensed "handy man" to repair issues that require a licensed professional to fix. The handy man is the owner's husband Fred. If he cannot fix an issue they may send another unlicensed "handy man" Francisco, to address the issue. Neither one is competent, licensed, or certified in any professional capacity. - They never respond to any maintainence issues promptly or without significant and consistent requests. Never. Regardless of how major or minor the issue is. - I was never given a complete set of keys for my unit. They withheld my parking permits as retaliation because of ongoing legal action I had commenced against them. - They have falsified and backdated paperwork on multiple occasions. The worst of which was falsified and signed under penalty of perjury. - Joan is a miserable, unprofessional, and unattentive Property Manager. She clearly struggles with significant anger management issues that transcend professional boundaries. She speaks to tenants in a manner that is disgusting, unacceptable, and outright harassment. - Andrea represents herself as a property manager (it is her title in her office signature) , but is actually an office admin. Although I respect the fact that clearly Andrea works very hard, and well beyond the scope of an office admin, she doesn't have any license or qualifications required for offsite property managers. - Two words: ILLEGAL ENTRY. Twice. Freightening and unacceptable. - The extreme amount of emotional distress this company has put me through is unparalled. - I am clearly only one off many deeply disappointed and outraged tenants/former tenants. I have lived in a property that is overseen by PPM since September 2019 and every time an issue pops up I will notify them and it is either fixed that day or within 24 hours. My refrigerator was acting funny, the next day I had a new one. My kitchen sink was leaking and the same day I notified them, a plumber was at my house fixing it. It's an older building so issues are expected to come up and when then do, Fred comes over and then does a great job at getting things fixed in a timely manner. read more

I wanted to update, in fairness to Parkview, that after I moved out, they did promptly return 100% of my security deposit. We kept the apt very clean and even patched all the walls too. They were apologetic that I was not happy with them, but nothing I wrote was inaccurate. This is the power of yelp! read more

The water heater was eventually replaced. Now the apartment complex has a new water heater that produces enough hot water reliably; after 6 months not having hot water twice a week... There are other issues that should not exist in an apartment complex in this neighborhood, but I am not going to go into any of these. I give up on this place... read more

It's obvious that the rental market is hot in the Menlo Park and Palo Alto area due to the high demand from students. But what's up with the almighty attitude of mostly all property management? I have never encountered such rudeness and disregard for customer service. Okay perhaps I'm taking my overall negative apartment hunt experience out on Parkview. So I'll just continue with my experience with Parkview. I called to see if they had any 1br/1ba. They said they did and I wanted to schedule an appointment. They called me back and said 2 days later was the earliest that they could show it. The man who showed it was very nice. So I rushed into the office and put in an application. Tip: Print out your own credit report to save the $25 credit check fee that they'll charge you. They got back to me later that evening to say that I could come in and sign the lease 3 days later. This entire time, I've told them that I was from out of town and that it would have been a hassle to drive back and forth, but I played that game because I was desperate for housing. Well it just so happened that within those 3 days, I found better housing for much less. So when I told them that I wouldn't be signing the lease, I was reprimanded because they weren't able to show the apartment during the weekend. I apologized, but she was still pissed. Well if they can accept multiple applications, then why can't I apply to multiple places? read more

Summary: They do not maintain their property, and raise rent as often as possible. They are terrible to work with and are uncompromising. I have been a good tenant for 3+ years in one of their managed properties, and have never missed a payment. Recently they raised my rent and I adjusted my online banking to address this increase. There must have been some sort of mistake with the bank and the bank reverted on the following month back to the previous amount. The difference was 50 dollars and threatened me a 100$ late fee. This would not be an issue, unfortunately I am on business travel for the week. I contacted them to work out a compromise. Late fees are illegal in California and any fees require burden of proof to be provided by the landlord in order to justify the claim as worded as "damages." 50 dollars vrs a 100 dollar charge also accounts are usury. Repairs 1 Advertised dishwasher does not work. 2 Cockroaches eat the plant matter surrounding the premise -- responsibility of the gardeners per the lease. 3 The path approach to the front door has numerous gouges in the concrete and can break or roll ankles, esp. people wearing heels. Safety concern. 4 skylight does not open 5 rain gutter fell off of house 6+ month no repair yet 6 garage leaks 6+ month no repair yet 7 trees are growing into the fence, gradually destroying them. 8 front door swells when it rains and is difficult to close. 9 rear heater does not work. We have provided them this list for the duration of 8 months, with periodic reminders. We usually get a pat of the back and are told they will fix these issues. I have lived in 8-10 places before and Parkview Property Management is by far the worst management company I have ever dealt with. No work order is ever completed within a timely manner- think months rather than days. And that is if you are lucky. Regardless of how busy they are or their demeanor, this is simply a business arrangement and they do not offer you the respect of being a paying customer. Parkview Property Management? Here's an opinion: If you rent or own rental property, find a good company.

Let me start by saying I pay my rent on time or before every month. I pay 3200 for a house. I would fully expect that with the amount of rent I am paying and the diligence with which I pay it - that I would get the least bit of respect. They do not return phone calls or emails for needed repairs. They sent out a nice Christmas Card to tenants though - but the insert was horrible. It was a long letter outlining how busy they are every month processing rent checks and that we had better pay our rent on time or they will charge a late fee. What?!? Maybe they are trying to be nice whilst maintaining a stern hand - they are in business after all. I hope they read this post and realize that they don't need to be that way. Professionalism does not in any way overlap with the attitude they take with their tenants. Combining empathy and understanding along with strict adherence to the rental contracts is the way to go and it is easy to do without being total jerks. What's sad is - now that I have sold my property in another state I am ready to buy my own rental property (after I buy my own of course) - who will I choose to help manage it - not this place. read more

I am very disappointed with the quality of management and the condition of the apartments. The apartment was turned over to me in filthy condition. In my check-out meeting I was told that there would be no deductions and they would contact me if the carpet needed to be cleaned. When my deposit was returned, $200 was deducted without any communication. The management refuses to acknowledge their mistake of lack of communication and refuses to work with me. I WOULD NEVER RENT AN APARTMENT MANAGED BY JOAN OR PARKVIEW PROPERTY MANAGEMENT! read more

I have had a great experience with the management & maintenance man for over 3 years. I think they they do a great job.

Worst management company I've dealt with in 13+ years of renting (and we've been dealing with them for over 3 years). Responsive to small issues, but fix them poorly (like they are broken again in a day or two as they use the wrong parts, etc), and if your apartment has any big issues (ongoing plumbing problems, expired fire extinguishers, etc), forget it. The front office staff is nice but the higher-ups are just plain rude and juvenile. They also have frequently lied to us about what they have done or are going to do, even when it is obvious they are lying. Weird. I will avoid them in the future. read more

i was looking for a place to rent and i was asking some of my friends if they knew of any good property management companies that they would recomend and at least 2 of them gave me advise not to use parkview. they told me they were rude and by looking at some of their riviews i came to the same conclusion. word of mouth is the best form of advertising and i am a true believer of that. i did took my friens advise and stayed away from this company. read more

I wish I could give this place zero stars! My roommates and I tried to rent a house from them and I cannot believe how poorly we were treated. We are all working professionals with good incomes and I believe that we were discriminated against based on age or that the company is accepting payoffs to put certain people in their houses. Either way they do not act in good faith and it is honestly not worth the stress or hassle dealing with this company. My roommates and I had all of our paperwork turned in and have great credit scores. For over a week and a half we were calling them almost daily to make sure they received all of our documents and to ask when we could sign the lease (the owner of the house had given us his blessing and wanted us to live in his home). They wouldn't return calls and kept giving us excuses. The first time we heard from them was when they told us they signed a lease with someone else. I cannot say enough bad things about the management and would tell anyone not to work with them! This company is dishonest and acts unethically. read more

If you can do anything to avoid this management company, do your self a HUGE favor and steer clear. We have had rats die 4 or 5 times directly under the back right bedroom, which of course leaves the room completely unlivable because the smell of decaying flesh is just overwhelming. We have not been able to use the back room for a total of roughly 50-60 days! On top of this they don't let the pest control people do what is actually recommended. So they just kept poisoning the rats and they without fail always die in the same place because of the heat from the hot water pipes. I had to get the county Vector Control involved and even seek the advice of a lawyer. Don't expect them to do anything in a timely manner either. I am sitting here right now on the 2nd day of our latest dead rat episode and they have still not contacted me in regards to pest control coming out. This is typical in my experience with every situation I have had with them. I always have to call them back and stay on top of them. And this without fail is always the case. Also, like someone else mentioned, their repairs need repairs and more repairs. They waste money by not doing fixes the right way the first time. I will also mention that our neighbors had a professional mold inspection company come out and inspect both the inside of their apartment and within the underneath crawl space. They ordered this and paid out of their own pockets and it turns out there was a very lengthy report specifying more than enough toxic molds to question the safety of living there. Soon after that we found out that pipes had been leaking for who knows how long under that apartment. I could go on.. read more
