We tried Phil's Restaurant tonight! Started with a cocktail. Amazing! We discovered they have a Happy Hour, even on the weekend. We tried a few appetizers and then the herb chicken dinner. Amazing ambiance! Not only does it have great vibes, but the food and drinks were great. Perfect for a girls night or date! I've been here a handful of times, usually we sit in the bar. The drinks are good, the food is better! They have a decent happy hour, but it starts early and is usually packed by 5pm. The Mac n cheese is delicious, the clam chowder has a little too much pepper for my taste, but not so much that I don't still order it sometimes ‍ The wedge is perfect when you just want something light and my friend always gets the cheeseburger sliders. Honestly I don't think any of my friends have been disappointed when eating there. Phil is always present, you'll notice him by his hairstyle, and he generally tries to come by and make sure everyone is happy. Highly recommended for going out with friends or a nice dinner date. read more

Kinda disappointed. We went in for dinner last night at 6:45pm, we were a party of 3. We sat down and had an older woman as our server. She takes our drink order and then a few min later a younger woman comes to our table, tells us she's going to be our server and asks for our drink order. I said "oh the other woman just took our drink order". The young girl looked confused, as were we and then walked away. Through out the service it seems as though both of the ladies were splitting our table and working together, great! However the service was slooooooowwww and met with attitude (from the older woman) anytime I asked for something. Which was a side of ranch (which didn't taste like ranch when she brought it to the table so we didn't eat it) and then when I asked for water refill for my daughter (it was the only beverage she was drinking). She literally rolled her eyes because I said excuse me and raised my hand. She was in the middle of a conversation with a fellow male employee, leaning against the wall. I guess my simple request was disrupting her conversation. Which was reality odd because the place was DEAD! We we're literally only 1 of 2 tables in there. As a former server, bartender and GM of restaurants, this is unacceptable behavior and unprofessional. I think it might be time for ole girl to retire, she's definitely lost what it means to take pride in her work. We have been here five or six times. The first few times were wonderful. The place is very loud. Certainly a vibrant crowd at the bar. The bartender was delightful. We ate at the bar the first few times we were there and it was a wonderful meal. Very loud but yummy. The stroganoff was sensational. We went back and sat in the dining room hoping it would not be as loud. It wasn't as loud as the bar area, but still very loud. We sat for 35 minutes before our drinks arrived at the table. Our server came out to our table letting us know that our martinis would be out soon. We didn't order martinis. We decided to try the fried pickles as an appetizer. They were a bit soggy and not as tasty as we had hoped. They were a little on the salty side. since we loved the stroganoff, we decided to order it again. Not a great idea. The stroganoff was quite watery and not as tasty as it had been. The meat was difficult to chew and seem to be not as flavorful as the last few times we had tried this dish. A few things happened during our meal that I won't go into, but it was surprising to say the least. The owner, Phil, ended up comping the meal. We had been there for more than two hours. I hope that this was just a once in million kind of meal at Phils. This restaurant has potential, but I don't know that we will be back soon. We wish him all the best read more

This is my second visit to Phil's. Both times the food was unbelievably delicious. The atmosphere is awesome, the wait staff is wonderful, and Phil is a hands-on owner who is highly accommodating and visible to the patrons. I'm visiting from NJ and will definitely be back on my next trip to California! read more

Then stop reading and head over to Phil's now! Great vibe. Excellent service. Extremely nice staff and delicious food. All from NYC transplant Phil who brings his A game to this reinvented spot on TO Blvd across from the Post Office. I found Phil's while looking for a new place for happy hour. We didn't make it in for happy hour but came in for dinner with a friend from out of town. The wait staff were great, the food was delicious as were the cocktails,and we felt extra special because Phil came over to greet us and check in on our meal. Very nice!We had the brussel sprouts & fried, pickles as appetizers and I very much enjoyed my meatball sandwich with baby green salad for dinner. Completely impressed by this place on my first visit! Absolutely delicious meatballs that are homemade and in the most amazing lemoncello Brulé. Great new spot! We got the Cobb salad (which was HUGE), the Cubano sandwich, the tomato bisque and bubbas chicken soup and everything was delicious. All the staff and Phil were so kind and attentive. Also, we didn't even realize until halfway through dinner that in the back area there is a cool bar! I just thought it was the restaurant in the front. First off, I read all these grand reviews about owner greeting customers ect! Well the owner just ignored us when we walked in and stared as we sat and waited for our food. The meatball sandwich was just ok. The chicken ranch wrap was not great by any means. Our server was nice enough, but we couldn't get refills on our drinks until the end of our lunch. Mind you, we were the only ones in the place. Very disappointed, felt like I waisted my money. read more

I loved this place! I went for the first time yesterday and was impressed by not only the Caesar, but the atmosphere. The design is very attractive with white linen tablecloths and black linen napkins. All the windows open up for an outdoor feel. I was greeted by Phil himself who seated me. The waitress was attentive in just the right measure. Phil's hair is so much fun, it is styled...well, go see it yourself. It matches the upbeat feel of the place. Do yourself a favor and try it out. He arranged 2 wonderful tables with our waitress Gina ready to get drinks and apps going as soon as we sat. Phil's is absolutely fantastic. I met three buddies here for lunch and the food and service were really great. We started lunch at 12:00 noon and it's now 4:25p.m. and we are still here. Xaleese and Michelle have been our servers and both are really nice and very attentive. This is actually my first time here it I was able to meet owner Phil who is a really cool guy. The food we had was Italian salad, Bronzino, Milanese Chicken and Don's Chicken. All were very good as were four hours worth of cocktails. All I can say is when in Thousand Oaks try Phil's out. Stopped by chance as we were too early for dinner for the place we were heading after an afternoon matinee at the theater. I had heard great things and place was ALWAYs busy so a 4:30 dinner seemed doable. After chatting with the very nice hostess and server to hear their favorites, we shared an order of delicious meatballs as a starter. My friend ordered the pappardelle with sausage in a pink sauce. He said it was amazing and it was a really large portion. I had the Branzino which was served in a piccata style sauce over angel hair with some summer squash on the side. The fish was cooked perfectly. We ordered two different desserts - the limoncello brûlée with blueberry compote and the apple cobbler. Both were yummy. We look forward to returning to try different things as we had a hard time deciding what to have tonight since so many things sounded yummy. Service was excellent and everyone was super friendly. Other reviews spoke of it being noisy - we were one of three tables in the front so no noise to speak of. Several people seemed to be enjoying the bar area and happy hour.
