Pho 400 is probably my go to spot in the Twin Cites, especially now since I moved to the suburbs and Pho 400 is so close. This place is nestled in a large rather plain and casual room in what appears to be a strip mall. However, don't let this unassuming appearance trick you, the food is excellent. I come here pretty much exclusively for pho as I assume that's their specialty and it's so good, I can't get myself to try anything else. It's super reasonably priced, the pho is always delicious, it is served to you almost instantly, and generally there is no wait. I have even come with large parties and they make it work immediately. In my opinion, this is by far the best overall bowl of Pho in Minnesota. Everything about it is perfection--from the texture of the noodles to the rich broth and high-quality cuts of meat. The drive is about 15-20 minutes outside of the cities, but it is absolutely worth it. Don't let the exterior fool you! Once you order, your food comes out incredibly fast and piping hot. The broth leans toward the sweeter side with a deep, savory beefiness. While I could have done without the oxtail, the meat in the 'special bowl' was impressive. Stopped here on a whim, having just seen the sign driving by. I love Pho and it was lunch time so why not? The sign on the door boasted that it was the best Pho in the Twin Cities - and they were right! I had the rare lean beef Pho and it was fantastic. Great portions. Great flavor. I would highly recommend it. I also ordered a side of the Vietnamese eggrolls. They were fresh out of the fryer but hadn't yet been drained. They were quite oily. I've been to many Pho spots in Minnesota, and this one has one of the best broths. Some broths are cloudy or include many impurities (little grey stuff floating around), but not this place. The broth is super clear. It's also full of flavor. You can tell they put a lot of time into the broth to ensure it's perfection. Everything is delicious, but the spicy oyster chicken wings was the best. I would recommend this place to everyone.

We came here on Sunday around 1:00pm. When we walked in the Hispanic man at the register told us to wait for them to clear a table, then the Asian waiter walked by and told us to sit at the table in the back by the booths. As we sat down we waited for a menu. We sat for a few minutes and the same waiter that told us to sit at the table just kept walking by us. There were more people coming in and they were seated, given a menu and a cup of water while we still had no menu. After the waiter was still ignoring us and no menu, we got up and left. This was our first time and will be our last time. I would say divine intervention. Place looks dingy, floor looks greasy, tables and chair are cheap. Parking lot has a lot of pot holes. My husband and I got their pho special and bahn mi. Pho was good. Generous meat amount. The banh mi was heavenly. The bred was perfectly crunchy in the outside and soft on the inside. Got takeout today from Pho 400 for the first time - some of the best egg rolls I've ever had! And the chicken wings were sooo crispy and perfectly cooked. The seafood pho lacked a bit of flavor, the broth seemed a bit watery and there was only 2 shrimp, 1 fish ball and mostly imitation crab. Will for sure need to add more stuff to it as it only came with 1 small packet of sriracha and hoisin. The sides was mostly sprouts. Would recommend checking this place out though! Yum! read more

I don't know what happened to my earlier review--maybe the name has changed in the last four years. I believe it was three stars. There has been a considerable decline since then. I went recently for lunch with a friend. He ordered pho. I know better than to expect good pho in a suburb, but he's an optimist. I ordered a couple pork egg rolls and the lemongrass chicken, spicy. The chicken came out first and was a grotesque disappointment. The common feature of lemongrass chicken is it is made with a caramel sauce that gives a faintly sweet bitter note. The other common feature is lemongrass. This seemed to have very little of either, being basically steamed chicken. And spicy it was not. Oh, and almost no onions. In fact, I make much better lemongrass chicken at home. We noticed that two groups that entered after us got their meals first--one of these were having pho and another egg rolls. And still no egg rolls. After another ten minutes my friend's pho came. He noticed immediately that it didn't have the ingredients he'd ordered, but being a nice guy he made the best of it. The noodles were grossly over cooked so you couldn't pick them up--they'd just fall apart. Finally when the server came by I asked if he'd forgotten my egg rolls. "No," he lied brightly, "just give me a minute." Five minutes later the egg rolls came, hot from the frier. Not cut in any way, so I got to do that with my butter knife. I'd eaten most of the chicken, since I was hungry, and thought at least the egg rolls would be good. Nope. The best part was they were hot. They came without nuoc cham, but instead puzzlingly were accompanied by a very small bowl of sweet-and-sour sauce. WTF? I tried a bite: salty salty salty. Maybe they had pork in them, I couldn't really tell. I ate one of them and left the rest. My companion noted he'd never seen me leave any egg rolls, much less half the order. On the plus side, the restaurant was air conditioned and they gave me plenty of water. And it seemed clean. Can't really find any other up side. read more

I came to Pho 400 with one of my friends on a whim. It was a Friday night and it was surprisingly busy. We found a parking spot with ease and got seated at a table for 2 very fast. I wanted to try different items from the menu so I ordered a few different appetizers. I got the cream cheese wontons, an order of veggie egg rolls, and an order of 2 spring rolls. My friend ordered the pho. She loved her pho and I really liked that they had all the sauces at the ready for customers. The egg rolls were the best I have EVER had. They were extra deep fried and so crispy. These were the best things I ordered. The cream cheese wontons had a lot of breading for me. I personally like a lighter cream cheese wonton with less breading. Lastly, the spring rolls were fresh but had lots of pork for me. That is my own preference which I understand but just be aware of you do not care for pork. The atmosphere of the restaurant was simple but the service was great! read more
