Run!!! Run as far away as you can from this management company! My community hired PCM over two years ago to manager our new community. Although this company looks good on paper, they did not have the best interest of our community in mind. The first rep from the company could not manage the HOA meetings, so after over a year, PCM sent another rep who in her attempt to try to keep the meeting structured, was rude to our board members and to homeowners. PCM also made three mistakes with the election ballots resulting in lots of confusion in the community with voting in a new board. I think the PCM representatives who attending our meetings understood how our homeowners felt about them since at some meetings we'd get the occasional "fire PCM" from the crowd. Unfortunately I live in a community managed by PCM. My PCM Property Manager is a bit rude, gets the information wrong frequently, and guess what? Takes days to return phone and emails if at all. Ok so there are a couple of times when he returns calls the same day. Usually its email and it still takes him forever. Our community bushes and shrubs are left to grow out and die. Contractors do half ass work. our HOA dues go up and up and up. In the past 5 years they ahve gone up 3 times. I just recently found out that one of the reasons for this is that 30% of our residents don't even pay their HOA dues! Our Property Manager says its 4.4% Take into consideration I live in a very nice neighborhood with one of the best school districts in Southern California. The worst association company ever.....My ceiling is leaking and I have been dealing with the assistant of the property manager and she is so rude and not helpful.... The $260 that we pay for association goes to the pockets of a bunch of rude people like her! She needs to realize that there is a reason why she has a job! It is because of the homeowners! This is legitimately the WORST property management company in Orange County. Every time I reach out about something, on average a few times a year, I get no reply until after I have sent no less than 3 emails and left no less than 2 voicemails. Our HOA dues were raised by $35 a month and we get zero communication and zero customer service. It's insane. I am looking forward to attending the next board meeting to submit a petition to replace Associa with a new property management company. My HOA has been a customer of PCM since 2005. Prior to PCM, we were in a situation that our reserves were almost depleted and needed maintenance was not being done for our aging community. PCM was well aware of our financial state and the condition of our community and assured us that under their program things would improve. Nine years later, our reserves are funded over 100%, the property looks better than ever, and repairs and maintenance is completed in a timely manner. As a board member and property owner, I am completely satisfied with the services provided by PCM, and the guidance and leadership provided by JOHN MULLER, our Community Manager. read more

Bunch of hacks. Webiste sucks, phone numbers on my billing for automated help go to fax machine, etc... When i first purchased my property they never mailed me an invoice to pay HOA. Never returned any of my calls or answered any of my emails. I just wanted to give them money and pay my HOA... After 3 months they finally sent me a bill with a bunch of late charges of course. And they refused to remove the charges because again they never returned any calls or emails. So i just ate the charges and moved on. You also can't pay your HOA online, if you call to pay they send you to a 3rd party payment processor that charge $23's for the honor of paying your hoa. Their website is slow and many of the links loop you back to the logon page. Overall just terrible. F*ck PCM & Associa up that ass! read more

1 stars only because Rick was polite and responded quickly. I feel that HOA can sometimes be quite intrusive on other peoples lives. They wrote us a letter saying that our dog needed a leash when she was peeing IN MY OWN PROPERTY IN THE FRONT YARD without a leash for 1 min. They wrote another complainig about our tree. We live with a crazy neighbor who always tries to complain or report anything he finds. Thus, I was appalled when I received a letter complaining about my little chihuahua. Like... Is it really a bother? People here really have nothing to do but worry about petty business. They say that they don't handle neighbor disputes, but they are hypocritical and respond to others. Very frustrating and unprofessional to deal with.The monthly HOA payments were being pulled twice from my account - one through an echeck and other through a Direct Deposit. At this point, there is a surplus of $1600+ in the account. Associa takes pride in providing unsurpassed management and lifestyle services to communities worldwide. Feedback like yours is extremely important to us because we grow through every experience and learn how to better serve our communities. We understand that your recent experience with Associa PCM regarding Garland Park was not pleasant and you wish to escalate. Upon looking into this matter further, I can assure you if we had a schematic diagram to distinguish which A/C unit belonged to which unit we would provide. Every community is established a little differently by the developer and in no way a reflection of Management service being lazy. The diagram mentioned would have been provided during the onboarding process, but it appears that no diagram was provided nor do we have proof that it was ever created. Our records indicate that the A/C unit is to be maintained by the homeowner therefore, due to liability reasons the Association is not required to become involved with issues related to areas maintained by homeowners. When the property was bought, typically the agent does a walkthrough of the property to indicate where items for the unit are located. This should have included A/C units location because it was to be maintained by owner. I would advise looking into those records and agent to see if they can assist. We understand your frustration, we will present this to the Board to see if they wish to hire a vendor to come out and determine all the A/C units location for each unit. It is important to note that the process that Morgan indicated would be the same process that the vendor would do to distinguish A/C units. If approved by the Board, this process will require special scheduling, time to be completed, and the full cooperation of the Garland Park residents. Additionally, the Board has the right to deny this request, and Associa PCM does not have the authority to take action on matters the Board denies or Association does not maintain. The solution that Morgan provided was the alternative resolution for an immediate result to aid in determining which unit belongs to your property. I will have management team follow up after they are provided an approval or denial from the Board regarding action to be taken to locate A/C condensers." * First, I have been doing A/C for 10 years. And my family owned a very successful construction business for many years before the 08' recession. It is DEFINITELY laziness. I know what I'm talking about. Any development where homeowners share walls or roofs, and the units are sectioned together... should be labeled or numbered. That's just common sense. No map or diagram? OMG. I don't even know where to start. Who developed this area? Mickey Mouse? * I wonder if I painted my condensing unit hot pink, how quick the HOA would work to find out who owned that unit then...? Hmm. Maybe test that out. * I discovered that the Ms. Vitali is no longer even employed with you. How long has THAT been the case? Was she even employed there when I was calling and leaving messages?? *At the very least, I appreciate the submission to the board. This should have been done long ago. This company is VERY DISHONEST. Double check your billing. They are the thugs of home owner associations. This company was garnishing wages and placing liens on properties, totally illegal. They will charge you or just plain not bill you then send all your bills at once like they did me. See the photo of the hillbilly thug letter I received. Even though I informed them I retained an attorney. Blankety lie about it too. My neighbors witnessed their shady dealings too when someone came to my home while I was out and they informed me of what they witnessed and documented it for me. I'm just waiting... I recorded the property manager Peggy Allen of the Dominguez Hills Village in Carson, Ca lying twice so shameless. A request for a federal inquiry has been made of this company as well as the board members. Also, There may be a class action against them. So if you're interested feel free to contact me. They believe in their minds they run a plantation not a property. Not one single document I've received has a breakdown of how they arrived at their fees, they just pulled it out of their backside and said pay up or else. There's nothing professional about them. The property manger is in cahoots with these repair people so they drive around the community late at night breaking things and billing it to the association. Very disappointing so far. Insure hope I will be able to improve my rating in the near future. I just bought a new home, and was blessed to have PCM as my management group. :( The problem is, they just don't seem to care. Since they are paid to maintain the exterior, I called them to fix some wood damage and needed painting. Their response is to wait for the next scheduled painting, next year! What am I paying them $260 a month for?? And that is just one of the few issues I already have after just moving in. I sure hope I can revise this rating really soon! read more

I recently bought a place in an association that uses this company as their management. In 2 months I have left 5 messages, and NONE have been returned or responded to. That's super disappointing, especially, when the information wasn't something I had access to myself. When a realtor has messaged her, the assigned representative, Ashley Coleman, responded to their messages. Truthfully, I almost didn't buy in the building because of this. This "community management" company is only about collecting and raising your fees. They care nothing about the residents and they will offer nothing for you. We have had several accounts of crime in the community. I had my apartment burglarized 2 months ago and when I tried to get my insurance deductible reimbursed from them, they said, "The Board rejected the reimbursement request as they concluded that the burglary to the unit was not the responsibility of the Association." WTF? They always change the "Community Manager" and I think they have high turnover. Edward Leos is the new "community manager" who responded to me and was just as callous and unfeeling as you could expect from a company who cares very little about the people who live in these communities. Our board recently brought on PCM to manage the community and it feels like a hostile takeover to many of us. I assume the association checked some references prior to signing, right? Apparently, we signed up a sweet agreement but none of the residents knew about it until it was too late. I have a feeling some drastic changes are coming including laying off much of the current staff and having our dues raised to offset the additional costs. Since the contract is still pretty new, I'll reserve further judgement. Will update this review in a few more months. For now, thumbs down. Recently bought a home in Mission Viejo. I have contacted PCM 5 days in a row trying to get a few simple questions answered. My rep Kim Kaylor wont return my phone calls or emails. What a terrible first impression and per the previous reviews I shouldn't be surprised. Very very difficult to work with and good luck proving you live in your own house so that you can get a permit to park without being towed.. Seems proof of dmv registration dmv license and copies of bills are not enough. But really can you just call me or write me or tell me what else i need? Is that too much to ask for? This review is for our individual manager, John Muller, who was a hands-on, well informed, and served as a positive influence within our battling, poorly-informed, and back-stabbing community. I was on the Board for several terms and was able to observe his interaction with some of our "stronger-willed" residents: he was effective in solving problems and dealt with all on a professional level. He also was able to let us know the updates on legal issues, dealt well with out vendors, and kept us from roaming too far into left field on many occasions. I can recommend John's services without reservation. Our complex looks better than it has in the 20+ years that I have lived here, and we are actually fully funded, all thanks to his gentle nudging and smooth work with the former Board who greatly appreciated his efforts. Thank you, John! However, for the business as a whole, their A/R division should be immediately replaced by the nearest kindergarten class which would generate the same, if not better, results: PCM's accounting department made multiple mistakes on several accounts that totaled several thousand dollars: not only on mine (which is still unresolved at this writing), but also another unit that had actually paid their HOA fees in full (PCM's A/R showed them as still owing, and it took a lawyer to straighten that mess out). We have been overcharged and have not received a refund for over 4 months. The company lied to us about sending us a check. They also failed to send proof of payment, copy of the check, screenshot of their system nor a receipt of certified mail. PCM has an enternal black whole that get's larger and larger day by day. The last six months we have received negligent and unresponsive service. They have deducted their heavy montly fee each month while ignoring the needs of our community. The board approves mutiple proposals at each monthly meeting yet nothing gets accomplished. We ordered pool furniture first few days of April,. Sent mutiple emailsk, asked at every meeting. We were lied to so many times. It was just ordered, which cost us 20% more. It was on sale when we purchased it. They have proven to our community they are all talk and NO ACTION. PCM took an ACH HOA payment from my bank, they failed to credit my HOA account and refuse to return the money. This is a pattern with this company - mismanage, fail to respond and shuffle a different manager to your location every 6 months. Why are HOA Boards hiring this company? I have lived in a community that has had PCM for years. I'm a fan, and Michelle is the point of contact. Any time I have an issue, I call or email her, and shes on top of it. I know people have had issues with the communities they live in, and vent on here, but a PM company is a tough job, and I've been in several other areas with PM companies that have been ignored issues, and wasted the budget. I have never experienced worse customer service. The individuals at Associa PCM are unresponsive and difficult to work with. If you need to speak with someone, the secretary/operator says the person you need to speak to is "unavailable," then you leave a voicemail for that person, and they never call you back. The people in the office are unknowledgeable and unwilling to get the information needed. Based on the similar reviews here, changes need to be made. read more

I wish I could have negative 5 stars here. I currently live in Three Vines Ct. in Ladera Ranch, and PCM has ran our community since we've lived here. Our community manager is Rita Tinoco. Rita is totally lack of passion and profession in her job. One of our neighbors help us find out her remarkable mistakes in the budget report, but she always tried to clear her responsibilities on everything. I even doubt if we really need her as our community manager. How difficult and unprofessional person she is ! By the way, as a person who should draft the budget report for our community, she couldn't even understand how to read reserve data analyst report (and to review or to examine it). Besides, she's also very difficult to communicate with. She hardly responds to our mails or phone calls, and sometimes tries to misleading information. If Rita Tinoco has any professional performance, I will say that she lies well. If your community is going to hire a new HOA company, I would suggest not to consider Associa PCM. I do hope Associa or PCM having a enough high standard to hire people working there, and hope we can have a better and more professional manager to help us maintain our home. read more

Lauren Ball of accocia pcm's Carlsbad office has my vote for this year's poster child of incompetence. I started trying to change association billing info in Sept. 2018...They still hadn't changed it by Nov. of 2018 when I closed the account the auto payment was pulled from and as of 1/27/2019 the account has still not been changed to my name. To top it off, their adding $25mo for the returned charge to a closed account, even though Lauren told me the charge would be waived. read more

This management company is awful. Trisha Garite is the current manager. She does not respond to emails or phone calls. She lies, gives misleading information, and instead of acting as an advocate for homeowners, she actively acted against us, doubling the time it took for us to get repairs on our home. When I spoke to Rick Zarski, her supervisor, I was told he would step in and fix the situation, but he didn't. In fact he allowed her to not do her job without any consequence. If I had any choice in the matter, I would never work with this company again. I've already attended a Board meeting and will again until my voice is heard and we can get these ineffective people out of these very important positions. Skye Anderson contacted me about the negative review I left on Yelp. She did nothing to solve the problem, wasted more of my time, sometimes took weeks to respond to me, and then ducked out of responsibility for the issue at hand by saying they no longer managed our community so we would have to talk to the new management team. The new management team is wonderful and has done nothing wrong, and they weren't in charge when the damage happened to our home. She didn't even talk to Trisha Garite and Rick Zarski about not doing their jobs. I guess it's anything goes for this company. They totally suck. Save yourselves if you and DO NOT HIRE this unprofessional company. I'd give them a lower score if I could. Team Property Management is our new company, and they are great! While I understand the association has a budget to work within, John was able to address my concerns in a timely manner, and I feel that he is truly an advocate for the home owners. This "Company" is the opposite of Professional. We had a slab leak in our house - standing water in our floors and they acted with no urgency so we had to take action ourselves. It has been six weeks since the initial leak and they have done next to nothing to help us restore our home. Our floors are ripped up with exposed concrete all over our house, our washer/dryer has been disconnected for six weeks and they generally take about 5 days to respond to an email or voicemail. We specifically have been working with Adam Boulter who seems to not be able to get anything done. Long story short this is something that can and should be handled in a week or two and it has been six weeks and we are totally in the dark on the go forward solution. Please stay away at all costs. Very one sided management company. They pretend to care about your situation in front of you or on the phone and then lie to the board of directors. They play both sides and manipulate the association board members. They rewrite CC&R's and change them as they please. They have corrupt attorneys that help them do this. We have had ongoing problems when selling our house , we need to get the documents for closing after paying almost 500 dollars for them to email the documents to our escrow company almost a month ago and we still dont have them. Our Escrow Company has tried a number of times and so have we and we are getting nothing back. Our house can not close without this information. read more
