I've had to deal with PCM property Management Company for roughly 3 to 3.5 years, until our board of directors decided to switch management companies. Here is my experience with them: Quick Summary: Avoid using them if you can. It's a bunch of brainless clowns running this organization that are functionally useless. Pros: The people are friendly when you talk to them. Cons: The people and their processes smell of unprofessionalism and incompetence. Experiences: 1. I had a pipe leak in the wall that goes to my hose bib on the outside. PCM claimed it was homeowner's responsibility for the water leak was on the outside. The plumber reported it was on the inside. I fought them, they were stubborn ... and I was out a bit of money for the plumber. In addition to the money aspect, this happened when my wife was home. She frantically called PCM to get someone out. PCM would not send someone out because she was not on the 'approved list'. I never heard of the approved list until then - so that leak ended up flooding my living room because PCM sat on their rear-ends and was more concerned about a name on a list. 2. Pipe leak in my bathroom causing major damage to my living room. This incident started out good. PCM was quick, they sent out guys to remove/dry the walls, have the inspections, and so on. Then it started to turn to a negative experience: They moved way too quickly. They would schedule contractors without notifying us. When the contractors would arrive and no one was home to let them in, PCM threaten to start charging us. They held a board meeting with us and that walking lobotomy Sue Evans to discuss this matter. That meeting went well for us. After that meeting, the contractors all of a sudden couldn't speak English and did a very poor quality job. I later found out the contractors have strong ties to PCM because one of the executives is married to the owner of the contracting company. I've considered suing for the incomplete and low quality job they did. They put the floors in as a pattern when they should have been staggered, broke baseboard molding, etc. 3. I've missed a few hoa payments (travel, busy schedule, etc). I was never behind 2 months or more and I always paid in full. PCM's online system is designed to maximize getting your late fees. If you have a payment that is due on the 1st, and you pay on the 30th, you will get charged a late fee because there is a 3 day processing latency. This really burns me, because it's not legal for credit card companies to do this if your mail is posted dated before the bill was due. This is something that I always thought a class action lawsuit would settle quickly. After I made a payment for 2 months to catch up, I received a letter saying they are going to put a lien on my house. I was seriously baffled because I paid a week ago, the letter was written 4 days after I paid. I've never hated anything as much as I hated PCM. I had to call and explain the situation to their accounting department (very slowly so he could understand). They wiped all the "additional" charges and expected me to be grateful 4. Redoing the pavement in common streets. Any resident here would say that a blind toddler could have done a better job. They contracted slurry seal to patch only certain areas. Now our street looks like patchwork adams. 5. I've received complaint letters for someone parking in front of a neighbor's garage. I have no idea why they keep sending me letters saying that I am parking in front of someone's garage with the threat to fine me (which I wouldn't pay anyways). I shot them back an email letting them know they can sit in my front yard and watch because I don't have Guests Park in front of other driveways - and that I would like solid proof that the car parked in front of someone's garage was my guest - other than listening to a neighbor that has nothing better to do. I know these complaints come back from my neighbor who is a selfish jerk and PCM is just doing their job at reporting this - but I won't stand for bull- unless they actually investigate this. They even came once and knocked on my door to ask me about a car parked in front of a garage. I had no idea whose car it was, so I hope PCM got that message loud and clear. If you're a board considering a management company, avoid PCM if you want to keep your residents happy. read more

I was amazed how quickly the issue was resolved since I posted my review on 12/2/16. Ms Skye Anderson stepped in . . . She asked me to forward the relevant document and previous record for her to investigate. Ms Anderson was so dedicated and efficient to deal with all the parties related. In the process, she called and e-mailed me several times to keep me posted. On 12/15/16 I received the dry wall reimbursement check which had delayed couple of months before. It only took Ms Anderson 10 days from investigating, verifying, cutting the check and delivering to my hand . . . .WHAT A BIG DIFFERENCE!!! Ms Skye Anderson's customer service deserves 5 stars. Beware! Fees charged erroneously are impossible to get refunded. Lived in the Woodwinds community. Fee was assessed several month ago and was told it would be removed from my account. Later sold home and erroneous fee was paid through escrow. Now no one will even return calls or emails regarding refunding the fee. Poor poor service and inconsiderate treatment from Associa who appears to have merged or taken over PCM communities. read more

Our previous management company was Keystone and I don't recall any issues with them during their many years of management. About two years ago, our board of directors gave the contract to PCM. I believe the move was made to cut costs, rather than due to any quality issues with Keystone. Earlier this summer, I contacted PCM about two separate issues: 1. The front walk traversing community property was uneven (1" difference between two adjoining slabs) and someone had fallen and broken a leg. No legal action taken, but obviously the situation needed to be remedied. The cause was a large tree with surface roots (removed 2005) and subsequent soil settling. Initial request sent mid-July via their website mail system. 2. I requested permission to change the original aluminum framed single pane windows with like-for-like thin profile vinyl double-pane windows. Request sent late-July via snail mail, per HOA requirements. I initially received a receipt that my communication re: issue #1 was received by PCM, but no communication after that. When I called in late August to follow up, neither the manager nor the assistant manager were aware of the problem, nor did they recall ever having received any communication about it. Yes, I had an e-mail receipt featuring one of their names, but I digress. After biweekly dunning e-mails about issue #2, I received an e-mail scan of a letter, stating that my window request was denied by both the board of directors and the architectural review committee. This was a month after the initial submission. When I called to ask what further documentation was needed (i.e. what did I do wrong?), I was told that actually my request had never reached either committee and that "it's just a form letter we use". Aside from the issue of sending a blatantly false letter, I asked that my application actually be submitted to the architecture commitee. Two weeks later, the same rejection (form) letter arrived, unchanged from the first form letter, except for the date. Apparently that form letter is utilized rather frequently. After reading other reviews here at Yelp.com, I decided that the only remedy left was to write the CEO (Mr Donnie Disbro), as others here have done. I sent the letter just before Labor Day weekened. I did not hear directly from him, but yesterday I received a call from a Bill Scales, who apparently supervises the managers of my HOA. He promised to put in a work order to fix the concrete, and also promised to get back to me today regarding the windows. In his view, neither issue should have required BOD or Architecture approval. Mr. Scales' response was reasonable and satisfactory, though he confirmed during our conversation that my letter to the CEO was the reason for his call. I had used stationery with my professional credentials (M.D.) for the CEO letter---and I wonder whether someone else without such postnominal initials would have received the same deferential treatment (note: I never used "M.D." in any of the earlier communications with PCM, only when I wrote to the CEO). The letter to the CEO seems to have achieved its goal, assuming that Mr. Scales calls back about the windows today as promised, but the question remains as to why the middle management (at the community level) just sat on things for over a month, caused unnecessary delays, and in one case sent me communication containing blatantly/knowingly false information. It is a sad commentary when a letter to the CEO is necessary to get anything done. I would award zero stars if I were rating the middle management only, but am awarding two stars because of Mr. Scales' response. UPDATE: no call today from Mr Scales as promised. Instead, a call came from the association manager, and we are back to square one on the windows: a stalemate. With respect to the uneven walkway, Mr Scales was supposed to call today to confirm this, so who knows? 1/15/15 Addendum: windows were finally approved in late Sept 2013, ten weeks after application. Concrete work approved shortly after Mr Scales contacted me. Our HOA dropped PCM 12/31/14 and moved back to Keystone. Hopefully our Keystone manager will be as competent as our previous Keystone managers. read more

Update 12/28/2012 - Debra did contact me and resolved...or so I thought. I received another late fee on my January statement after having to stop payment on the check and route a new check that they then cashed. I'm not sure what the issue is in crediting my account with my payments, but things have not improved much. Funny, when you're paying for the right to live in your community, you would think they would make it easier to give them your money. read more

Do not hire this company. They will waste your time and money to the detriment of your community's resources. We gave them a full year to get their act together. We had three different managers, all of which were too overwhelmed to get the work done that was needed. When we finally terminated our contract, they fired our community manager, stopped returning phone calls, and cut us off from our own website, all while taking our last month of fees. why is there no "zero stars" option?! because when it comes to a property management company, PCM deserves just that... in fact, this company is SO bad, that i would suggest that people pass on buying a condo in the complex that is managed by PCM... and if i ever sell my place, i would consider listing them as a nuisance, even to a detriment of the final price on my condo. Leading up to this "beef" of mine: 1. records that do not get updated / checks that do not get cashed (this is going back to my escrow in 2008... got dinged with extra fees for unpaid HOAs, that were actually PAID by my escrow, but the check was sitting on someone's desk there for over 45 days... // also, got dinged with fees for some misc bullshit like wrong colour door on my balcony, since they didn't update their records with the new own name and kept sending the notifications to the old owner, who had their mail forwarded elsewhere)... in both instances, MY time was wasted to get this fixed. 2. i wonder if any ONE person works at PCM for more than 3 months? every time i had contact with them, it was somebody completely new... and useless. i think that the personnel turn over, might just be a HUGE hint at the type of company you are getting involved with. 3. if you want something resolved (like find out who keyed your car), MAKE SURE YOU HAVE 2 MONTHS to get the answer... even if that answer is, "i'm sorry, we cannot help you..." because god forbid, they would actually, have to do their job and check the security footage at your complex. apparently, you need to give them the EXACT time of the violation, in order for them to look it up... because, looking at 48 hrs worth of footage is way too long... UHM, it would be if the survaliance was still on VHS (otherwise, you are looking at 5 mins of research, IF THAT!!!) anyway... crappiest property management company offering the crappiest services EVER!!!!! p.s. and forget asking for the supervisor... I created a yelp account just to warn everybody about this company. I would really try to avoid this company at all costs if you want to keep your residents happy. They are extremely unorganized, don't return phone calls, and have the least accessible business hours. My fiancé and I went to their office on 3 separate occasions trying to pick up our community keys, but were unsuccessful all 3 times - still not sure why. On my 3rd trip there, I was fed up and asked them just to mail me the keys. Seeing that I only live 1 city over in Irvine, I figured I would receive the keys in the mail in a couple days, 3 days max. The woman I talked to ensured me they would mail out the keys that same day. After religiously checking my mail for 3 days I decided to give them a call. After being on hold for 10 minutes I was told the keys had just been mailed out that day...extremely aggravated, I was a little at ease thinking they would come in the mail in the next couple days...wrong. Over a week has passed since the phone call and still no keys, over 2 weeks since our first attempt. Over 2 weeks to mail a set of keys to the next city over??? Ridiculous read more

It appears that PCM's Account Property Managers are overburdened with multiple assigned accounts resulting in overall poor service. Subsequently, the turnover rate for assigned property managers is quite high which, requires a continual effort to acquaint the new property manager with the assigned community business practices and service requirements. During the primary property manager's absence, their assigned assistant managers seem non-existent and issues brought to their attention were generally postponed until the assigned Account Property Manager returned. Consequently, when a resident and/or board member submitted an issue for action, it most likely got postponed and/or required a call back to determine the status. Obviously, matters dealing with resident and/or board member issues were not handled in a timely fashion. Board meeting action items were not always executed as discussed or in a timely fashion. Far too many times than not, the Account Property Manager did not always pursue the assigned direction of action, but rather direct their actions to what they think they heard and should do. In summary, if PCM becomes a choice in your selection list of property management companies, you should consider the aforementioned feedback in your decision. read more

This company manages my HOA. I had contacted them a few times regarding billing questions. Every time I had to hold for over 10 minutes. Then the person who answers the phone would listen to part of my question, cut me off and transfer me to someone else. That someone else is guaranteed not at his/her desk, I had to leave a message. No call back. When I try again, same, get transferred to someone (usually a different person than the last try), leave message, no call back. I don't know what kind of company manages their customer service this way. And recently I was selling my house. They charged me $600 to transfer HOA documents. Now about one month after escrow closed, they are still sending me the HOA bill. With $600, they cannot even move the account to the new owner in a month. It's amazing that this kind of consistently careless company is still staying in business. read more

They want to charge me over $3k due to a single missed payment 7y ago with penalties and late fees attached (not taken to court in interim because the judge would never award) despite fact their employee told me years ago that it was waived & account corrected due to my history of timely auto payments AND a meeting with the Board nearly 2y ago where they were specifically asked and affirmed no such problem was pending - not to mention discriminatory enforcement of CCRs where neighbors palms left untrimmed the entire time, cars left beyond garages/driveways everywhere, neighbors allowed to trespass on to & altering my property without notice or approval because the Board approved some architectural proposal they made & worst of all, a long time Board member, who never even introduced herself despite close proximity making it clear I was unwelcome, made scandalous unfounded accusations of a criminal nature for which she was told to cease and desist immediately while she maintains authority to abuse and harass in retaliation against me - they make what should be a lovely place to live absolutely miserable and I regret moving here read more

What a difference a day makes. It appears that another of my property's HOA is being managed by this same company. Yesterday I had to call PCM again because of this. I spoke with Rep SAM FRAGA. The conversation did not start off well but it quickly took a turn for the better with Sam providing helpful information that resulted in resolving the issues. I was given accurate steps to take to properly re-set up the ACH and resolve fees and other charges. I then quickly received an acknowledgement from EDWARD LEOS that my email had been received. And, shortly after that I received an email from DONNA MACIEL confirming resolution of the issues I had on the account. All three of these people Sam, Edward and Donna were polite and professional which I appreciate greatly. read more

I ended up having to file a complaint against PCM-Associa with the BBB in order to receive a substantive response from PCM-Associa. While I appreciated the fact that a senior officer ultimately became involved to resolve this issue (and we did reach a satisfactory resolution, shortly after she became involved), quite frankly it never should have come to this. Associa-PCM needs to revisit its customer service practices, procedures, and/or whom is responsible for handling customer inquires. read more

As a past elected director, I had the opportunity to work with management and staff, and truly appreciate their dedication to our members. For a brief period, our association left PCM and then returned to their service, so I have the unique perspective of a side-by-side comparison. I was just informed that funds from my HOA account were transferred w/o my knowledge to an escrow company who handled my home purchase last Oct. I was never informed by the escrow company or Associa PCM of this transfer. I find this type of performance totally unacceptable since PCM is supposed to be the management company in charge of managing my HOA account, . No one should allow funds from your account to be released w/o your authorization or notice. I think this demonstrates a clear case of mismanagement and incompetence on the part of the company since they do not seem to even acknowledge or understand what they've done is improper. Shout out to Ms. Anderson who took care of my concerns right away. I kept calling the office and finally got someone who told me they were passing me off to their "executive escalations" person who turned out to be Ms, Skye Anderson. I had been calling on behalf of an elderly client who was getting the run around about work orders and misapplied assessment payments. Ms. Anderson listened carefully and made sure the right department got the work orders put through and my client's assessment payments were applied right. PCM did the right thing in having an absolute star of an employee like Ms. Anderson. I would advise anyone posting negative reviews to stop wasting your time calling the office and getting the run-around. Just ask for Ms. Anderson cuz she get's things done! read more

A lot of people were losing their homes in the community so to keep their profits where they wanted, they raised the rates on everyone remaining, added special assessments (aka we want some more money for no reason so give us $200 extra). I was so thankful to John Ramirez for his fast and over-the-top customer service. I am a home owner of one of the properties Associa PCM manages. I was in the middle of having major plumbing work completed when I found out the city needed my HOA approval to provide permits. John not only provided me with the necessary HOA approval, he offered to have a someone he knew who worked for the city to walk it over to where my plumber was. Trying to get ahold of someone was impossible and finding answers was nuts. Then John got our account and now I actually have someone who has a brain that calls me back and makes logical decisions. Totally non-responsive. They send form letters but if you try to talk with anyone, all you get is voice mail to leave a message; with no call back. They reference incorrect of misleading laws and/or exceptions. But at least, despite a recession, they substantially raise fees each year. read more

The lapse in response time is atrocious, no matter what the issue. Their account property managers provide overall a low level of service. In many cases, a submitted resident and/or board member issue, requires multiple follow ups to determine status. And usually there is no update, lack of follow up or it is impossible to get any kind of response. The turnover rate for assigned property managers is quite high, which subsequently requires a continual effort to acquaint the new property manager with the assigned community business practices and service requirements. ( At least this is the excuse given most frequently). The bottom line: PCM lags in everything they do- they are NOT proactive. They are NOT responsive. They are NOT concerned about their clients (HOA members or entire communities) and they do NOT deserve to manage HOAs. Boards of Directors should find other companies that will surely do a better job than PCM. read more

They added more fees. My attorney is now involved. What is WRONG with the people at PCM and the Board members of the Oaks Homeowners Association? Are they just so out of tune with what's going on in America today that they think everyone can afford an extra $3000 on an already inflated bill. We pay $105 a month to them, plus another $75 to the Lake. It's nuts. Do these decision-makers live in great wealth? Or are they all retired and out of touch with younger homeowners? Our approx. 300 single family home Irvine HOA is almost 40 years old with private streets, landscaping and recreation facilities (pool, park, tennis courts & tot lot). PCM has served as our association management company for more than a decade. As a Board member for about the last 8 years, I have regularly interfaced with our PCM account representatives/senior management. During this time PCM has provided our Board with a wealth of knowledge/advice about HOA legal matters/civil code compliance, reserve funding challenges relating to our aging infrastructure as well as suggestions on best serving our membership's needs. As with almost any professional vendor relationship, not everything is perfect, but when we have run into problems our association manager (John Muller) promptly responds to address the matter, and in more serious situations, PCM's senior management will take appropriate action to address our community's and/or Board's concerns. In reading some of the reviews posted below there seems to be a deep misunderstanding of an HOA management company's role with a planned community. While management might compile financial reports, communicate community rules/architectural violations to homeowners and serve as the customer service arm of the Board, it does so at the direction of the HOA Board. As such, it's critical that a HOA Board provide managerial control over its management company, outline performance expectations and encourage homeowners to notify the Board of any management/customer service problems so the Board can take appropriate corrective measures and in more serious situations request a new manager from the management company and/or consider termination of its existing management contract and moving to the new provider. Thankfully, for our HOA, PCM has served as an insightful and responsible management partner for over a decade which has allowed our HOA to "age gracefully" with little internal member strife and quality vendor performance. read more

If I knew the property management was going to be this horrible, I honestly wouldn't have moved into my property. I only gave them 1 star because I cannot enter 0. I purchased a property in a community managed by PCM and it is like pulling teeth to get them to do ANYTHING. To close escrow they wanted an extra ~$500 to expedite docs. It turns out that they just emailed me a link to retrieve the documents and the docs were out of date. In the months since things haven't gotten any better. I called and emailed at least a dozen times (each) to try and get my assessment bill. When I finally received it on April 15th (nearly 2 months after purchase) the bill was postmarked on April 13th and due that day. I still have not been able to get my parking code that will allow me to safelist a vehicle. I wonder what they even do, because I cant get them to do their jobs. This company is the worse of all property management companies I have ever seen! They are irresponsible and rude. They do not care and never reply to emails. I had a billing issue which took few months and lots of time on the phone (not to mention multiple emails) to resolve. At the end, I was able to get them to remove the extra charges but the representative showed attitude as if they were doing me a favor. They need to apologize for their lack of follow up and wasting client's time. I feel a lot of us have had similar experiences and this company definitely deserves a big ZERO on their rating. I will lobby my HOA board to get ride of the and get a new company to manage our HOA. read more

I have always had great experience with PCM. I believe that this rating does not do them justice because of the nature of property/community management. Unfortunately, people only feel inclined to comment when they are upset. PCM is very responsive and most importantly have a wonderful team. WORST property management company ever! You can't reach a live person - the receptionist says she doesn't know who is in the office. Phone messages go unreturned. They promise to make an appointment for repair but don't. I attempted to contact a higher manager to complain and they at least called back but only to tell me (incorrectly) that they don't manage the property. Unbelievable - they don't even know which properties they manage! No follow through with repairs. I've tried for 4 months/10 phone calls to get rain gutters repaired with no success. So frustrating. Don't let your HOA sign with these guys. read more
