I wanted a second opinion hoping for a more affordable solution and a coworker recommended for me to ask Rocky at Napa Tire Experts for help. He was able to quickly identify that while the wheel was indeed cracked and could not be repaired, the tire was undamaged. In the end, they got me back on the road for less than half the cost of the dealership, and were honest about the fact that I didn't need to buy any tires. Rocky also took the time to explain to me what types of tires work well on electric cars so that I know what to look for when I need tires next time.

Turns out they just have no idea how to work on older cars or anything besides a rack and pinion steering. They tried to center the steering wheel by taking all the adjustment from the tie rods.
