I'm shocked that Associa went from one star to two. They have my account so screwed up. We provided copies of all of our canceled checks, paid timely each and every month. They promised to fix it. We are about to close escrow and the accounting, weeks after promising to correct it, is still off by over $1000. Why our homeowner's association went from the lovely people they used to use (who by the way, were not 25 miles away from us), to this train wreck, is beyond me. read more

This management company is neglectful. If you are considering purchasing a condo in one of their communities, think again, Specifically Seagate Colony., Aliso Viejo They mismanage HOA DUES, they use vendors that destroy homes then don't take responsibility for fixing the damage. They use unethical, abusive attorneys. They ignore CC&R's. Their vendors caused 20k in damages to my kitchen and they walked away from it and I'm still trying to fight with them to get it fixed. read more

My original review was negative but in fairness, they (PCM VP/ Customer Service & Onsite Manager) contacted me and are helping to resolve some things I needed help with. OK, I am upping my rating to 4 Stars. They have tried hard to do many positive things. Its not easy and I do report and ask about many things that I believe need attention. Rebekah the Community Onsite Manager and has been helpful and that does matter and count to me........... Again, its not easy running a huge Association and making everyone happy BUT TRYING DOES COUNT A LOT. . REQUEST FOR RESERVED PARKING because of walking disability (Terrible Arthritis) is now done and complete. YES, Fair Housing was involved but they (PCM) did make it easier as opposed to harder and again that counts. Rebekah got a proper sign (CA Complainant) Storage Room issues and locks addressed and done. Bike parking being addressed and handled. Pool and Gate locks fixed. BUT WE DO NEED PROPER AND COMPLIANT SIGNAGE TO KEEP RENTERS, HOME OWNERS AND GUESTS INFORMED OF RULES AND HOURS. Same with a Parking Policy............. Its needs updating and addressing but again the Board and PCM are aware and trying and that is what counts (To Me) I have used YELP for about 1 year and can say they are a good resource to use as a guideline. But we also have to report positive as we do for negative actions. So, while few things in life are perfect one must recognize that awareness and trying count for a lot (To Me) and PCM sure has (To Me) tried to hear, act, help. read more

I caution any Board to use better judgment before enlisting PCMs assistance with your community! The upper management has had massive defections and the property managers are overloaded with too many accounts. They treat homeowners with contempt like they are a nuisance not the customer. One such manager to avoid is Gavin Kuehn. PCM has had a few decent managers but overall it has been a disaster. Beware of them trying to upsell you on services you do not need. read more

I have been a volunteer board member for 15 years and have dealt with the ups and downs of PCM. I can say that their management staff has always been responsive and efficient. The financial side, the back of the house, counts as much if not more than the customer service side, and in that department, there is none better in the industry. Yes the homeowner must get a timely response as well, so possibly the portfolio managers need a bit more assistance in handling calls, but overall PCM is a top notch property management company. read more

I think that some of these reviewers may not understand who or what PCM actually does. I see a lot of people referring to them as their HOA. PCM is your HOA's management company. They do not write the CC&Rs or the Rules or the late payment policies. They simply apply the fees accordingly to the accounts per the HOAs instructions. Many management companies are at the mercy of the Board of Director's instructions and they cannot deviate from those instructions because it would cost the HOA money. The management company has absolutely nothing to do with fees getting raised. That is the association itself. I do not live in an HOA managed by PCM but as an Escrow Officer, I do quite a bit of business with them. I have to say that while sometimes the request for documents can take a little while, the people working at PCM (at least in the Escrow department) are very honest and polite. I can tell that they are working diligently and make every effort to process my requests as soon as possible. There have been a few times when I placed more than one order for lenders and some items cannot be paid as rush. I called and spoke with a clerk (I think her name was Kara) and she has processed my other orders with my rush order. And yes, their fees are quite high but so is every other management company's fee in the area. Some are even higher. All in all, the department that I deal with most at PCM has always provided exceptional customer service. Just because there are a few bad apples, doesn't mean there aren't some genuine people that care about how they treat customers and homeowners. read more

From my experience today (3 09 2016) with this PCM they would have to improve to get to worse. Voice prompts led me to push a number to speak to the on-call representative. That resulted in no representative available to take the call; call forwarding nor the option to leave a voice message. The next attempt was to push another number for the operator and there was none so the phone call was automatically disconnected. Had to speak with Donna in billing just to get an address of where to send a form necessary for architectural development to my property. Thanks to Donna but about accountability???? PCM is a very rude management company. Their goal is not to help the property owners but pocket the money. We had a special assessment about 7 years ago do to poor PCM management. We had the offer to pay PCM monthly special assessment fees. After about seven (7) years I asked for a statement several times to determine what we owed on the balance and what has been paid. They ignored my request completely. We stopped making payment 2 months ago until we received a statement which I also need for IRS filing. Now they send me a certified letter with all types of extra cost for late fees, interest and property lien filing. All they had to do was send me a statement. My next step is legal. A work oder was sent online and no message received at all (you don't even know if you successfully submit or not). 10 days after, I had to submit a 2nd one. Now they emailed me I already did for the 1st one (so, it is my fault to push you?). All I got is that we will fixed it soon. Another 20 days after, nothing happened, and I had to email again and contact their customer service, then they replied by saying that it will be fixed in next week? They could have told us in the 1st feedback by saying your repaired is scheduled on xx/xx/xxxx. This company is full of attitude and make it sound like our fault to keep pushing them. I believe that what this company does is fraudulent. Even if you pay your HOA dues on time they charge you a late fee. I used to pay the late fee thinking it was my bank or the post office. I've paid unnecessary legal fees in the past just to clean up the account. A few years ago my mom moved into the Sundance Community in Beaumont California. Having thought it was me this whole time, I soon discovered that my mom was having issues, the exact same issue as I was. My mom is retired and so she decided to start HAND DELIVERING our payments into the office in Riverside to avoid the late fees. Guess what, they still were charging late fees even with a hand written receipt from their office proving that the payment was made on time. I have given them two sets of paperwork that I am the POA for the owner of this property and have given them proof of all of my payments and two people were supposed to "take care of it" this has been going on for months and since my mom went in and paid my bill in person (She's moved out of the community) she was told that I believe his name is Richard would look into it after Irene was supposed to have looked into it three months ago by Gloria. I was supposed to be getting a phone call back from this gentleman and instead I get a notice that they're filing a lien against the property unless I pay them $400 dollars in 30 days. I have receipts for all of my payments. How many other homeowners are being overcharged I wonder? read more

PCM is a poorly managed company with very poor customer service. I have had an enormous run around with Lori the property manager for an Aliso Viejo property. They claim they have been paying the property's water bill for years and have not sent one notice to the homeowner to alert them of an outstanding bill/payment. Now they are charging hundreds of dollars in late fees and a large bill for the last several years. In dealing with PCM we keep being told to contact the energy management company and they send us back to PCM. The property manager is not kind or courteous and takes no responsibility in the matter. In 2008 I noticed standing water at the base of a tree in the common area, approx. 12 feet from my front door. I contacted PCM to investigate. They sent a gardener to put mulch on the water. I made many phone calls and sent letters, one time telling them a "band-aid does not fix a heart attack". I told them the water is "compromising the integrity of my foundation", they continued to ignore my requests and putting mulch down. Finally, as I knew would happen, the water main broke, it took over 8 hours to repair and the entire complex was without water the entire time. Now I have a painter at my home and he just told me "The foundation in the kitchen is sinking, but very slowly. The cracks will return within a month or so. The problem is very chronic, there is probably damage to the footing in 2 or more places. The building is compromised, cracks run along a load bearing wall." PCM does not have any regard for the residents of the property they manage. They are greedy, inconsiderate and disrespectful. Birds are now nesting in our roof. I had to have professional roofers come to inspect the terrible job the hoa did several years back. Not only not to code, missing area where insects and birds nesting. The structure under the tar and shingle also the tile areas have wood rot underneath. Leading to more roof damage and rotting wood trapped and sealed in. All the wood is ask to have replaced was just painted. Never replaced. So rotting and cracking has only become worse. The president/ manager of hoa Mr. Fraker has done no investigating or repairs since last post. My opinion, if not a board member, they don't take care of your property. 3 years of emails and requests. No resolution. Terrible service read more

Professional Community Mgnt... Professional? I think not. I'll try my best to stick to just the facts and not let pure emotion take over in this review. Morning of July 27th- my son had a swim lesson in the morning at Woodbury East pool. I get there and the swim instructor tells me that the water tasted bitter. The girl that was taking lessons at the time said he stomach was starting to hurt. I called the 24 hour emergency hotline right away. I left a message and in about an hour someone calls me back. The lady was a bit rude on the phone and said that our property manager would call me back on Monday. We move to the smaller pool to take our lessons. Monday, no call from Deborah. Tuesday, no call from Deborah. So Wednesday, I decide to send her an email. In my email I described the events that occurred on Sunday. Well, it is not almost two weeks later and still no call or no email response back to me. Today Aug 10th we had lessons scheduled again. My instructor calls to let me know that this morning he found fecal matter floating around in the pool while he was giving lessons (it was floating in the pool this morning). I know another resident had called as soon as the fecal matter was discovered and left a message on the emergency hotline. I actually know that they eventually spoke to someone from PCM. HELLO????? then come and close down the pool ASAP!!!!!!! The instructor put up 6 signs to let the residents know about this (obviously not his responsibility, but wanted to responsible about health and safety) We then decided to go to the other pool again for our lesson. I swing by the main pool about four hours later just because I had a funny feeling that the pool would be open. The instructor thought that might happen as well. And sure enough, the pool was open with a bunch of people swimming inside. The Safe Swim monitor had his chair and umbrella up, but he was not at his station. All the signs were taken down and fecal matter was not in the pool. So those are the facts. Now my personal notes/thoughts: -Why has Deborah our property manager not contacted me when I called and emailed two weeks ago? -I believe health codes state that a pool with either fecal matter or vomit needs to be shut down for a MINIMUM of 24 hours. Why is it re opened within 4 hours? This is not enough time to filter out a pool as large as ours. And to my recollection, I don't think I've ever seen this pool closed for more than a few hours. At this point, it probably should be drained. Why are you not following health code guidelines?? And is there any sort of protocol in place for situations like this? -If PCM has a 24hr emergency hotline, shouldn't someone from their emergency team come out and shut the pool down with locks so that people cannot go in even if they've got a key fob? What is an emergency line for anyways? If fecal matter in a pool is not one, then I don't know what is? -What's it going to take???? 100 kids catching a virus from the pool? I sure hope not. I've spoken to other residents about PCM and the general sentiment seems to be the same amongst the different homeowners...That is they do not respond. It takes several calls/emails before someone actually acknowledges you. How are you in the service industry and not responding back to people in a timely manner? read more

I read a lot of these reviews and it seems to be that a lot of people are confused about what the job of a Property Management is. You can not get angry at the management company for the decision the Board of Directors make or for them following the CC&Rs. Board of Directors are residents who basically represent the entire community. The Property Management company has to listen to the Board of Directors just like every other resident in the community. I think PCM is fine. They're polite and have a pretty quick response time. Can't complain. read more

As a homeowner of a new community in Irvine managed by PCM, we are very frustrated with dealing with landscaping approval/completion committee. Our landscape contractor submitted plan with inaccurate measurement by mistake. However, the DRC reviewed it and approved the plan. After the completion of landscaping work, we have to submit the completion of work,which was rejected due to noncompliance of approved plan. However, we have tried to communicate the issue with community manager and submitted to application of variance. However it was also denied. The issue that our landscape is just 6" short to the guideline. It has nothing to do with safety of neighborhood. Why DRC won't let us to pass the variance application?? They also denied their responsibility of due diligence during review process and push all the responsibilities to homeowners. The DRC and property managers are not consider the best interest of homeowners. They don't deserve our monthly HOA fees, which pays their salary too. Meanwhile, we got charges of fees due to not submitting the completion of landscape. In reality, our completion was rejected the DRC and we are in process of negotiate and clarify the issue. The fee is unreasonable and unfair. We talked to our several neighbors, who also have complains on the landscape approval/completion process. Many of them have to pay for additional application fee for variance from original plan. We strongly recommend the top management to review these complains, and review the landscaping review process, which caused headaches for many homeowners in the community. We pay HOA each month for superior community services instead of unreasonable guidelines and redundant approval process. read more

My HOA has been represented by PCM for several years. Our previous manager was unbelievably inept, derelict and actually deceitful. It is a welcome improvement to have JOHN MULLER as our Property Manager. He is intelligent, informed and committed to bringing our community up to its former high standards. He has helped us to build our reserves back from the bleak days of the recession. He knows California Code and he has reputable resources for referral for work. He provides support and advice that we desperately need as we face the difficult tasks of Capital Improvement and the continuation of building our reserves. I feel lucky that we have someone of JOHN MULLER'S caliber in our corner. read more

This would rate NO STARS but I was forced to put one. PCM has not processed my resale package and now escrow is held up. I have called repeatedly but have only gotten the script response of "I'm sorry for the frustration but we are inundated with requests". The operator repeated that line several times but did nothing to help me. I had to request this package twice because they did not process the first order almost six weeks ago. I asked for a 9-32 business hour turn around and they still have not processed. I've paid almost five hundred dollars and still nothing. I was given the managers phone number but it goes straight to voicemail with no callback. If your HOA is thinking about having PCM managing your HOA vote NO! I'm filing a complaint with the better business bureau today. The sale of my property is now on hold because they are not processing my order. Hopefully I do not lose this sale due to their incompetency. read more

Read article in Texas Tribune on former Texas senator Carona and his company Associa that owns PCM. Enlightening. He has the power and connections to protect business practices of getting thousands of dollars from homeowners for making a single late payment. Didn't receive quarterly invoice (guessing it was misdelivered by postal service as I seem to get mail that belongs to other addresses all the time) The next thing you know I get notice of late payment plus administrative fees in the hundreds of dollars. Mind you the quarterly AVCA payment is like $75. The admin fee includes payment for legal services to begin lien processing on your property (legal services company owned by same person from Texas - he's paying himself to initiate foreclosure on you -what a scam!) Warning to anyone whose property management company is under the umbrella of Associa. I have been house hunting in Palm Desert area & they do many communities out there. Told realtor that I refuse to buy any property Associa/PCM oversees due to their predatory practices. I think I heard that Leisure World here in OC terminated their relationship with Associa-related company for that reason. read more

Primarily the receive a one star rating due to their negligence and irresponsibility. I made multiple attempts to make payments and was given the run around all the way from the branch property manager down to customer service. Hopefully our HOA BOD gets rid of this company and gets a legitimate property management company. As a follow up, I did respond to the email provided by Associa above with great details about our situation. On 1-18-17, I received a reply from Associa (Claire) who asked me to provide the name of our city and community so that she could forward my information to the associated local branch. Well, the local branch is the very branch I complained about in the first place--the one that ignores and neglects. Lo and behold, it is now 1-27-17 and I have NOT RECEIVED A RESPONSE from them. Thank you, Associa, for wasting my time, and redirecting the issue to the same incompetent people who do nothing and should all be fired at this point. From my experience the past months, it seems PCM is incompetent and they bill ME for it. Feels like extortion. I made my payment of $80. on time, Oct. 5, but they claimed it was lost in the mail. In Nov. I received a late notice with late fees, etc. I made a second payment on Dec. 1 to cover the first check, after speaking and emailing explaining the situation and leaving messages. Next couple days I get a notice to lien on my property with an additional $300 in fees. REALLY?! On Dec. 11 I called again and spoke to Mark, what a surprise, my first check dated Oct. 5 was miraculously posted to my account. Today, Dec. 26, I get another bill with the same late fees of almost $300. Still they have not posted my second check from Dec. 1. All my checks written before and after their checks have been posted, why are only the PCM checks "lost in the mail"?...I think they are lost on someone's desk....Is someone not doing their job at PCM? Why should I pay for their incompetency? I will NOT! I have a perfect payment history in the 15 years I've lived here, never late once. If this is not resolved my next letter will be to the BBB then I will go to media then attorney. VERY disappointed and feeling fear. read more

Our HoA decided to take another management company and had problems recovering accounting information and balances from PCM Associa. After a letter to their local President we were put in touch with Skye Anderson, a director of Associa, who proved to be quite remarkably efficient and effective, getting our funds transferred, our year end accounting and detailed files required for audit purposes, all in short order. This company does not seem concerned with customer service of any kind. Community Managers do not answer their phones nor return emails.....even in a time of urgency (like a plumbing problem). Most of the employees are on vacation constantly or away from their desks for hours on end. Voicemail messages are neither listened to nor replied to with a call. Community Managers and associate managers seem to change every 3-4 months for my HOA community. Best part is that there is not a top level boss/PCM Executive to appeal to or speak with. Don't what happened to the old PCM but the new PCM-Associa is just not the same. The level of service went from 4-5 stars to "ZERO" star (I would give it a zero if available). If I could leave negative stars I would!!! PCM hired a plumber to fix a water main leak (within the structural walls - their responsibility!) in our home and hired a contractor whom they knew never pulled any permits. When we requested that PCM provide a permit before we would allow the contractor back into our home they said we were the problem and they would not proceed until WE COOPERATED!! They are supposed to be protecting the home owner and they defended this contractor saying they have used them for years and never pulled permits and things were fine. Come to find out they have been sued for the very same issue we had found ourselves in and lost more than 3 times and yet continued to use the SAME contractor! When we would not budge on getting permits and an inspection, they drug a 2 day job out over 9 months and displaced our family from our home and would not pay expenses it cost for us to have to be out of our own home, saying we were difficult. All we wanted was the repair to be done competently and inspected upon completion, apparently this was asking too much of PCM. PCM stands for "PIECE of CRAP MANAGEMENT"!!!! Will never buy another property if we find out they are managed by PCM, they are rude, ignorant and are not at all in favor of actually helping anybody but themselves and their own bottom line. read more

This company is terrible to deal with. I was a little late with a payment and they sent me a letter to lien my house-WTF! The payments crossed in the mail and they sent me a lien. I asked the association to take it off but never heard back from them and put a $200 later fee-WTF!!! Want to do payments but they don't respond. Time to work on getting them removed as the management company and just have no association. Associations are outdated and nobody wants them anymore!!! read more
