We decided to order the popcorn chicken with Thai basil, Gua Bao (now called Bao Buns on the or newest menu), spicy wontons, and green milk tea w/boba. While we were waiting, a group of Taiwanese customers entered the cafe and their conversation instantly warmed my heart. To hear Taiwanese mandarin like this was not something I had expected when I moved from SoCal to Phoenix 18 years ago. Onto the food: perfect popcorn chicken with DARK meat! Well seasoned, and not overly battered. The Gua Baos were the STARS of this visit. Soft and warm steamed bread encased perfectly braised thick pork belly slices. The addition of pickled veggies and sugared peanut powder told me the owners are DEFINITELY Taiwanese. Every bite was perfectly balanced with salty, sweety, umami flavors. The spicy wontons were good as well, although the skins seemed a little thicker than I am used to. The sauce was garlicky deliciousness. Their green milk tea was flavorful and perfect at 50% sweet, with light ice. The boba was on the larger side and probably had been sitting for a while, as they weren't as chewy they should be. Next time, will try their custard pudding add-on! I'm so happy to have stumbled upon a gathering place for Taiwanese nationals in Phoenix! So grateful for Owl Owl's presence and I hope they continue to expand their menu and keep their standards high. The only flaw there was one thing that went wrong, but I'm not even tripping. I ordered a Kung pow beef and I received the Kung pow shrimp. It's OK. It was so delicious, but I'm gonna have to come back and try that beef. I walked out feeling very satisfied. My stomach felt good. It felt like good ingredients and I only paid $14 and some change and I even got a Diet Coke. Definitely gonna come back for the lunch special because I love the spice. The flavor was really on point. One thing about me is that I love spice I go to specific spots just to eat the spice. I spent over $50 on food, and the quality was extremely disappointing. The General Tso's chicken was basically nothing but breaded chicken pieces -- no vegetables and barely any sauce. The Orange Chicken was also dry and lacked sauce, making both dishes bland and unappetizing. To make matters worse, each entrée is supposed to come with rice, yet only a very small portion was provided. At this point, it feels like this restaurant is cutting corners and poorly managed. I'm generally not someone who leaves negative reviews, but the lack of care, consistency, and food quality is impossible to ignore. This was my last time giving this establishment my hard-earned money. I'd rather spend it somewhere that values its customers and takes pride in the food they serve.

Even with this explanation and with obvious gauze sticking out of her mouth, the hostess declined our request and told us she had to pay the entire $45 buffet fee just to sit at the table. So my friend paid $45 just to sit among my eating family members only for the privilege of sitting at the table and not eating any food since it was impossible for her to eat after getting teeth pulled out. So our check was around $350- ish. They automatically added 20% gratuity for a group of 6 even though only 5 people actually ate AND we were charged for 6 people eating. So when you come here, please make sure that everybody in your group plans to eat. They will make ZERO exceptions. I wouldn't be surprised if you brought your baby child with no teeth and they end up charging you just for bringing your child with you despite the fact that your baby drinks from the bottle. Yes, this is one of those places. Also if you just had braces placed on your teeth and can't eat food that day, you will still be charged full price anyway just for hanging out with your family. On the flip side, the food is seriously good here. I really felt like giving them 2 stars due to force paying my non eating friend but the food quality is just superb.
