I've heard so much about how good their chicken wings are. Yes, the texture is great--super crunchy, and they maintain their crunchiness after sitting out a bit. However, I didn't detect much flavor. They were pretty bland. Maybe it was an off day or a day off from the regular chef. We also ordered the oxtails with bean curd (foo jook) which was flavorful. They cut some of the larger oxtails, which results in some bone shards in the stew. The tofu with mushrooms was good. Portions were not generous but adequate. Service is pretty quick. This place is a very casual restaurant and being located in Chinatown, it has limited street parking. Portsmouth Square Garage on Kearny would be easier than searching for street parking.

What a fun way to start the day off with a day trip to SF! Capital is tried and true. Even with the change in ownership quite a few years ago, this place is consistently delicious and reasonably priced. This is a no-frills, traditional Chinese restaurant with average service. 10 of us stopped here for lunch and my kids convinced me to order four orders of the salt and pepper chicken wings. Fast forward to the end of our meal, we got another order! We also got salt and pepper shrimp, dry fried beef chow fun, tomato beef HK style chow mein, Chinese broccoli chicken HK style chow mein, pork/preserved vegetable and fried tofu, and blackbean spareribs string beans rice. Everything was delicious and the tab came out to be around $226 with tax and tip. For 10 people and enough food for leftovers, this is a great deal. Kids weren't wrong, the wings served piping hot and crispy there is definitely 1000 times better than taking it to go.

BEST SALT & PEPPER WINGS IN THE CITY... My partner and I have always gone here since we were children and remembering all the photos on the walls. My go-to order is always going to be the Salt & Pepper Fried Chicken ($13.75), Salted Fish & Chicken Fried Rice ($13.75), Mustard Greens with Garlic ($9.95) or Pea Shoots ($13.95). It's the perfect amount of food for two people. If you're feeling greedy, order some wings to-go but tell the waiter before paying the check. Salt & Pepper Fried Chicken ($13.75) - The chicken wings are super delicious, crispy and tender on the inside. They're always piping hot when they arrive at the table. If you're sensitive to salted foods..maybe avoid? but it's literally in the name.. Salted Fish & Chicken Fried Rice ($13.75) - It's hard to come by since salted fish alone can be expensive. A great sizeable portion with bits and pieces of salted fish and chicken. It's great to pair with the crispy chicken skin

Cantonese style cooking that seems very popular amongst locals. My favorite was the salt and pepper spareribs. Right among of salt and crispiness. The prawns were good but the walnuts were not well presented. Overall this is one of those hole in the wall spot. Would come to try what other locals recommend

Capital is a true San Francisco staple and I have been coming here since high school. It is an authentic Chinese restaurant that never misses the mark. We visited on a Friday night for dinner and it was pretty busy. However, we were seated right away and the service was still very quick and friendly. They are famous for their salt and hot pepper chicken wings, which are an absolute must. The wings were so crispy and good that we ended up ordering a second plate for the table. Since everything is served family style, it is a great place to bring a group. Even with the Friday night rush, the staff kept things moving efficiently. It remains one of my favorite spots in Chinatown for a reliable and delicious meal.

Ive gone many times and like a lot of their dishes This is definitely a group meal restaurant since i dont prefer their lunch special concept. I always get a bowl of rice here and eat primarily meat and vegetable dishes. Ive ordered: Best: Salt and pepper chicken wings Fukien style egg tofu Beef with mixed vegetables Honey Walnut shrimp Mongolian beef Alright: Beef chow fun Chinese Broccoli Bad: Egg soup Chow mein Their combo dishes Salt and pepper chicken wings are the best when eaten with rice because of how salty the wings are. The salt and pepper work so well with a crispy skin, making this dish addicting. (you know its popular when you walk in and see to go boxes of only chicken wings) Fukien style egg tofu is my favorite dish on the menu with a seafood sauce and soft egg tofu. One of the ingredients is mushroom which I understand people would avoid due to the strength of the specific mushroom they use but I love it. It tastes best again with a bowl of rice. Beef with mixed vegetables is the most balanced dish and simple with a tender beef and good portion of greens. Honey walnut shrimp is great and simple with nothing special compared to other places that make this dish Mongolian beef is tender and saucy and is a good addition to a meal. There are however still more mongolian beef dishes out there that beat capitals. Beef chow fun was saucy and oily and had tender beef in it. Chinese Broccoli was simple and seasoned with salt Egg soup didn't have much flavor nor egg Chow mein has a mix of meat within the noodles but the noodles aren't good compared to other chow mein restaurants Reasoning for the combo dishes is that I feel the portions they provide with carbs and protein isn't enough compared to buying a single meat dish and a bowl of rice. Its much more worth in price and flavor to do the latter.

Made a quick stop by Capital and ordered two orders of the salt and pepper chicken wings. It took me around an hour to get home, so I reheated the wings in the air fryer. They were still lightly crispy and had the perfect puffed up texture, with a lightly briny and spicy flavor from the jalapeños. Absolutely devoured them

Came here with friends for lunch and thought it was just ok. They're known for their fried chicken wings, lightly seasoned with salt, pepper, and jalapenos. They were very crispy but too dry and bland for me. The beef chow fun was the best thing we ordered. It had a nice wok hei flavor, wasn't too oily, and the beef was tender.

My buddies and I came here last Sunday after an intense BP tournament nearby, and they've never had a chance to come to this place and I was pretty shocked. I've had there food here for a while, but also have not been bad recently, so we decided to come here around 7 pm that Sunday. The Ambiance was as expected of this place, EXTREMELY busy as there is a lot of hype on the fried chicken, and don't get me wrong, Its still one of the best in the city. The service itself was a bit slow that night, but I can't really blame them, it looked like they had a large family gathering with a preset meal already happening so I'd imagine they had to get those out, our food took a bit longer then we'd had hoped, about 20-30 minutes, but when they came out, I'd say it was well worth it, The Fishmaw soup came out first and we devoured it pretty quick, honestly really good; I added a bit of hot sauce to give it a bit of heat, but the soup didn't need it. The Capital fried chicken came out about 15 minutes, and wooooo were they hot, flavor was there, crunch was there, and the 3 of us couldn't resist eating it up. The Mongolian beef came right after and we asked for a few bowls of rice to complement it, which came out quickly. I must say, this is up there as one of the best Mongolian beefs I've had in the SF, not too oily, great flavor, great portion, great taste and meat extremely tender. If Capitals were closer I may go between here and my favorite place, but its a bit out of my current location. We had Singaporean noodles, which I forgot to take a photo of, and thought it was okay, not my favorite item to get but my friend wanted it. He did enjoy it! Overall, a must for their fried Chicken and I would say to try some other items out as well (especially the Mongolian beef if you like it!)

This place is known for their chicken wings - salt and pepper style, crispy skin, not very spicy which is perfect for me and no sauce needed. It's very flavorful. Of course we ordered it - 11 wings for $14,75 Depending on what time you go, it gets very busy - especially on the weekend. We were there a little after 5pm and had to wait and ended up sitting at the counter which is fine for the 2 of us. The phone was constantly ringing for take out orders too. If it's very busy, sometimes people share a table if needed just so they can seat as many people as possible. Since we sat at the counter, we can see the take-out orders pile up waiting to get picked up and not surprisingly, many orders were chicken wings. We also ordered Hung Tao Yee Foo Won Ton which is fried won top in sea food soup. That hit the spot. Not all chinese restaurants offer this on their menu. This costs $15.75 (about 10 won tons) One surprising thing is there are NO PRICES on the menu so you have no clue how much each item is. This is the only restaurant I know of that has no prices posted. I guess it doesn't bother people and everyone just order whatever they want and pay the bill when they get it. Most items will be in the $13 - 19 range. Service was good considering how busy they get. They definitely have a following as I heard one wait staff tell some customers as they were leaving - "See you next week."

    Katy W.

Diner style vibes Chinese restaurant. I came here mainly for their chicken wings and also ordered the vegetable seafood and shrimp fried rice. The fried chicken was very crispy and a good size. The vegetable seafood was soft and had a lot of umami flavor. The shrimp fried rice was disappointing because it looked flavor. I'm assuming they didn't add any sauce to the fried rice so the customers can control the seasoning and flavor profile. Service was fast paced

Capital Restaurant Reviews in Other Languages

Ask the Community - Capital Restaurant

Is a restaurant close for the whole week?

They have been closed for almost a month now. They are on vacation. Should open towards end of the month or first thing Nov. I forgot what the exact date was when I walked by.

    Do they take credit cards?

Yes! Not all types but they do accept some.

    Are the chicken wings good?

Capital Restaurant's salt & pepper chicken wings are wonderfully spiced, perfectly fried, and the oil is left in the pan in the kitchen where it should be.

We ordered the kumquat umeshu highball and the lemon oolong highball and really enjoyed, quite refreshing. We ended up getting the small squab, lamb skewer, Mapo spaghetti, and eggplant. I liked that they had a small squab option which was perfect for two people. The meal started with complimentary cucumbers and peanuts snacks perfect paired with a drink. Everything was delicious but if I pick a favorite, I think it would be the eggplant. The lamb was very tender and flavorful. It's a small restaurant so I would probably only come with 2-4 people. I think you can walk in but the wait seemed quite long so I'd try to get a res. I wish it was easier to get one or I'd be back more often :)

Read about a lot of hype about this restaurant and my friend secured a coveted Friday night dinner…read morereservation here, so we decided to give it a try. It's kind of a tiny hold-in-the-wall space at the edge of Chinatown, removed on the outskirts of the very busy central shopping & market districts, and I would not have even noticed it had I been casually walking around not looking for it. Underneath a learning center and with only a faint front facade, inside is a world of good food in a tight tiny space, bustling positive energy & vibes, and a uniquely Hong Kong dining experience that's a lot cleaner than the surrounding Chinese restaurants. At first glance of the menu, I didn't think that there would be much for us to eat here. I mostly stick to vegetarian & lighter fares, especially when dining before weekend concert or entertainment adventures. Once inside, we were greeted by a very cordial hostess and many friendly waitstaff. They proceeded to guide us through the menu and were very patient & attentive with our indecisiveness & slow speed to order. Once we figured out our selections, they were very happy to place our order and quickly brought out our selections. Every dish was well-presented. Portions can be a bit tiny, but we prefer small portions anyways, to sample as much we can without filling up and feeling weighed down. After sampling the free seasoned peanuts & marinated cucumbers, we started with the Kumquat ume-shu & osmanthus Lemon highballs. They were very tasty & refreshing, small-ish in size/quantity, but quite good & a good balance of flavorful mixers along with alcohol. The diner next to us encouraged us to also try the Chinese almond milk highball, which is not made from almond extract, but true almond milk that was carefully extracted & infused. All of the drinks were good, but I'd have to say that the Kumquat ume-shu was the winner and I'd drink it again. We ordered mostly small vegetarian bites. Sichauan cabbage, snap peas in tofu dressing, Sichauan potatoes, and olive green beans. The dishes were very good, but I wasn't a fan of the heavy sauces & flavoring used. The Sichauan tasted a bit more sour & bitter than I expected, although the vegetables with it were cooked well enough to retain some "crunch," and tasted fresh and clean. The sauces were a bit overpowering and abundant and I felt like the vegetables were drowning in them. We watched as other diners ordered more adventurous carnivore & pescatarian dishes and were amazed at the portion sizes, presentation, and appeal of such things as crab, squab, clams, jellyfish, escargot, scallops, lamb, steak, chicken, and pig head. Almost made me feel like I was missing out by being a vegetarian in a traditional Chinese restaurant, everything looked so good! But, they also looked really heavy & were smothered in sauce & seasoning too, and I like my food light, delicate, fresh, and clean. We were satiated & satisfied with our meal when they unexpected brought out a free round of the vegetarian chow mein. It was huge, and we barely even made a dent in it after eating our courses of vegetables & cocktails. I have to say, the chow mein that i did eat was great. It was perfectly oily, tasty, slippery, and salty as good chow mein should be. It was buried under a mound of vegetable toppings, but the noodles underneath were divine and some of the best that I've ever had. The restaurant is very busy, it's loud, it's bustling, it's crowded, it's fun, and its friendly. Staff constantly monitoring the room & checking in/up with diners. Lots of authentic Chinese pop culture decorations such as posters, pictures, memorabilia, trinkets, and furnishings to look at on the walls & shelves. The bar is tiny, narrow and constantly packed elbow-to-elbow. It has some smaller 2-seat cafe tables, a few larger tables for bigger parties, a narrow corridor, and a good view of the kitchen to watch the chefs create their dishes. Faint background Chinese pop music was literally drowned out by the noise of many diners having conversation but it added to the authentic HK dining experience. I liked Four Kings. It was a great dining experience with good food & excellent service. I would probably stick with highball cocktails & some lighter vegetarian fare if I came back here again. I'd probably avoid the Sichauan sauced dishes, as I wasn't a fan of the sour/bitter flavors. But the snap peas, green beans, and chow mein were my favorites. We had fun dining here, and I feel lucky to have tried a place so popular & in demand. It had a younger, upbeat, youthful feel to it, reflecting the waitstaff & demographics of its diners. I was very clean, organized, efficient, friendly, fun, and tasty, and everyone here had good vibes. Would come back here again knowing what I like now, and look forward to trying maybe some eggplant, spinach, or rice dishes next time. And I can honestly feel that there will be a next time soon!

Stopped by Palette Tea House with The Kid after FoodieLand thinking we were just coming for tea... and ended up having a full experience. We sat at the communal high-top table in the center of the restaurant, which has a small pond built into it with little goldfish and even a tiny rubber duck sitting on the rock formation -- such a cute detail and definitely adds to the ambiance. Our server Ken was fantastic and incredibly knowledgeable about the menu. He recommended the Iron Goddess tea, which ended up being excellent. The Kid ordered the Milk Aroma Oolong, which surprisingly tasted almost like milk tea even though it's just brewed tea. Each tea comes with its own kettle, and Ken even came back to refill the hot water for us. For food, we ordered the Wagyu Beef Fried Rice, which was a huge portion and easily shareable. Very flavorful and well prepared. We also tried the Sichuan Seafood Dumplings and the Iberico Pork Dumplings, both of which were delicious. One order is definitely enough to share. The dumplings come with several dipping sauces including soy sauce, vinegar, chili oil, hot mustard, and a cilantro-based sauce that had a slightly sweet, horseradish-like flavor that really stood out. Service throughout the meal was amazing. Even without a reservation, we were seated immediately. As a Michelin-recognized restaurant for 2025, it definitely felt like a special treat and lived up to the experience.

She comes back later and points out that the noodle soup has soy - much apperciated because people sometimes share, etc. And I said it was just for my partner. -- The chicken wings were plump, crispy, the first two were 'heathly', didn't taste the salt, and the rest were packed with flavor. If you're looking for consistency there is a #1 spot in Chinatown for chicken wings which I will not disclose in this review. But, otherwise, for flavor - I like it here. My partner said he didn't find the ones here oily but I said the bottom ones were a little and I did enjoy it. Had soup dumplings, pork and shrimp sui mai and lastly Szechuan boiled beef in flaming chili oil. All were pretty good. Really liked the soup as it was the real deal with peppercorns and all. Would go back and try more things off the menu next time in town. Just was a light lunch so didn't experiment too much.

The reason why I am only giving 1 star was because I experienced one of the most egregious and coercive tipping behavior from a waitress that I have ever witnessed in all my years of dining out and tipping. I went with a party of 10 and decided to pay the entire bill. When the waitress brought the iPad over, the minimum recommended tip was 20%. I was thinking of tipping somewhere between 15-18% so I went to manually input a tip number. As I was doing this, the waitress pulled back the iPad and cleared my input. I first thought something was wrong with the iPad or software which she had to fix, so I did not think much of it. When I went to manually input a tip the second time, SHE PULLED BACK THE IPAD AND CLEARED MY INPUT AGAIN. At this point I was actually in shock as this was unprecedented behavior. This kind of behavior was so egregious I did not even think it was possible for a waitress to act this way. I was so shocked that I was not thinking straight. In that moment, I did not want to make a scene in front of all my friends, so I went ahead and very regrettably tipped 20%. Like I said, the food is not bad. But this was extremely inappropriate and entitled behavior and the epitome of the excessive tipping culture in the US. I will not be coming back.

Busy for dim sum Sunday mornings, every table was full but the workers were very efficient. Almost everything was very tasty and high quality. The bbq sugar pork buns were so good, worth the hype that we saw about them online. The shrimp rice crepes were a bit disappointing - the shrimps inside were really overcooked and some of the pieces still had shrimp tail on them. The soup dumpling were quite small and barely had any soup in them. But the other dishes we got were great.

Having heard many positive reviews and knowing it earned Michelin recognition in 2025, we were excited to sample a variety of dishes from the menu. Overall, the food was good, though we found the flavors to be quite simple. One thing that stood out was how balanced the seasoning was; the dishes were noticeably less salty compared to many other Cantonese restaurants, which may be one of the reasons so many people enjoy dining here. While the food didn't particularly wow us, the overall experience was pleasant, and we're glad we finally had the chance to try it.
