There is no harbor nearby. Food is not served on plates. The "chips" are wholesale manufactured. And there are no choices in what kind of fish you get. Yet, something about the place is cool in a nostalgic kind of way. Moreover, I loved being the youngest patron in the restaurant because everybody else inside during lunchtime were locals that likely resided in the nearby senior apartment complexes along South Bascom Avenue. At Harbor Fish & Chips, I was served by two older Asian American guys wearing aprons that fry your food to order. The restaurant consists of an eclectic and retro 1950s/1960s décor with random British stuff and mounted fish that oddly gave the place a bit of charm. And of course, I loved how they were blasting oldies music from the 1950s and 1960s because nothing beats listening to Brenda Lee as you chow down on fried goodies. A dum dum a deedely dum uh huh huh a dum dum a deedely dum oh yeah! Now the menu is pretty simple: fried everything. Fried fish, fried shrimp, fried scallops, fried oysters, fried zucchini, fried onion rings, fried artichoke, and of course French fries. They also serve clam chowder and a fish sandwich, but I ended up just ordering the Combo. The Combo ($9.85) consists of one fried piece of "mystery" fish, three fried shrimp, and three fried onion rings served atop a bed of chips - the British term for French fries. You know, since the British bloody hate the Frenchies. The batter was a bit thicker than I would have liked and it sadly lacked any flavor... and after eating a quarter of the Combo I began stripping the food because I felt like I was going to need triple bypass surgery if I did not. I tried their various sauces. While their tartar sauce was a little bland, when I mixed it with their "house" seafood cocktail sauce that had a heavy dose of horseradish, it was dangerously the dog's bollocks. Seriously, this sauce is bloody ace. However, that was the only positive part of my meal... if only they could have seasoned the batter and fish the way they made the cocktail sauce! I hate to knock a family-run business, but with all the tastier fish and chips places in Northern California, I thought Harbor was just A-OK. I didn't get the memo.... but as I live near here so I saw the "coming soon" sign in front of the door :) Today we stopped by around 7:30 and this place was POPULAR! Customer coming in one after another, most of them seemed to be the former regulars at their old location, and the owner recognized most of them. Good sign :) We ordered 10 shrimp and chips dish, and 3 fish and chips... hot off the fryer. Hmm... yum. Shrimp were pretty big, and the fish were pretty meaty too. You know those fish and chips place that you take a bite and inside is hollow? Not this place. From edge to edge they were stuffed with fish and shrimp. I enjoyed their sauces too - spicy cocktail sauce and tartar sauce. Cocktail sauce was pretty tasty by itself and it went well with the shrimps. There were, of course, the usual suspects - ketchup and molt vinegar for the chips. I'd like to come back to try other tasty looking items on the menu -fried clams, scallops, oysters, fried zucchini and fried veggie skewers etc. Granted, fish & chips are not the healthiest food, but if you are looking for a tasty F&Cs, try this place out. I have finally found a fish and chips spot I love! You ever order something and then been disappointed with what you're served? Yeah that's been me at other joints that serve fish and chips. The fish is rubbery, the fries(chips) are soggy, the sauce tastes like mayo... Yeahhh I'm good off of that. But thank the lord I found Harbor because it ain't none of that! Their combo(1 fish, 3 shrimps, 3 onion rings, and chips) was the first thing I order here and it was great! For $10 and some change I left incredibly full with plenty of leftovers! You can seriously share a combo or spilt two for someone who's extra hungry and wants to help you out which my company usually does for my fries and fish! I don't care for fries much so the following times I've been here I've order the fried zucchini and 5 shrimp al a carte and yum! The breading was crispy and surprisingly wasn't too greasy at all! Fish is flakey but meaty. Zucchini are perfectly soft in the middle but still have a great bite to them. Oh! And the shrimp are more like prawns and it goes perfect with tartar or cocktail sauce! They give you squeeze bottles of tartar, ketchup, and cocktail sauce when your order is ready. Pepper, salt, malt vinegar, extra paper trays, and utensils are to the side of the register to help suit your meal. The woman running this joint is super friendly to and always welcomes me and company with a sweet hello. The restaurant itself could use a little facelift and sometimes a little dirty from previous guest but not too much a napkin to a table before you grub could help. This is the worst experience I've had at a fish and chips shop, and I've been to a lot of them. Like the other posters have pointed out, it looks like it's run by a father and son team. When I walked in it was empty and the father was sitting in a chair sipping coffee and the son nowhere to be found. After he took my order he called for his son to come out and start cooking my order. About 10 minutes or so some guy comes in to pick up an order. The father and son exchange a few words and what I surmise is the son didn't know about the pickup order and gave him my order. I know that because after the customer left the son went to the refrigerator and pulled out a single piece of fish, started to cook it and the place was still empty. I only got a one piece fish order instead of my normal 2 piece since this was a new place to me. After waiting another 15 minutes for the fish to cook and my fries and mushrooms getting soggy under the heat lamp I finally got my order. No condiments were offered, I had to ask for ketchup, tartar sauce and vinegar. But the worse was no napkins were put in the bag. I discovered that after I left. Luckily I keep a bunch in my glove compartment. Now the food- I've never seen fish served in the shape of cigar. The batter was crunchy and the fish cooked but tasted OVERLY fishy. Old maybe? The tiny portion of fries were a joke, frozen crinkle cut potatoes. It looked more like something you'd get if you ordered the fish and chips platter at a coffee shop or diner. The mushrooms were undercooked on the outside and the mushrooms were surrounded by gooey uncooked batter on the inside. Overall I'd give the whole meal a 2 on a scale of 10. I will drive the extra mile from my other fish n chips locations for Harbor Fish and Chips! I know race street is super delicious too and they have poultry, but this, has better fried fish/seafood. It's clean, not busy, and open on Sundays!! We placed a to-go order for the onion rings, fish and chips, calamari, and shrimp for six people so I tried pretty much the main dishes! Satisfaction guaranteed, hits the spot, and leftovers for the following day. it was about $60 for all that if you like to gauge the pricing. They have a signature ginger beer there but I've never tried because gingers not that appealing but it seems like a good refreshment when eating oily, deep fried things. As we walked up someone walked out of the cannabis store and a cloud of stank followed. gross! We arrived a little after noon and the place was totally empty. Not one person eating here on a Friday afternoon? Hmm concerning. We ordered a two piece fish and chips each and picked a booth by the window. Table was absolutely gross. It was so sticky that my napkin literally stuck to the table. My mom and I gave eachother a raised right eyebrow look. Hmmmm our order was ready and I picked it up and brought it back to the table. It was a good portion of fish that looked perfectly cooked. Fries were very obviously frozen which was disappointing. I broke my fish in half and the meat looked juicy not over cooked. Okay! This is gonna be great! My fellow Yelpers couldn't possibly mislead me.... WRONG!! Absolutely no flavor. None none at all. The batter was crisp but greasy and lacked any flavor what so ever. The fish also was completely unseasoned. Yes not under seasoned ... UNSEASONED. Totally disappointed. And not one customer came in to eat while we're were there. Not even stoned customers of the cannabis club who had the munchies! I couldn't stomach the second piece of fish so I tossed it. Before leaving I used the restroom. It was very clean however PUT THE SEAT DOWN!! There's a urinal next to the toilet so obviously whoever cleaned the restroom left the seat up. Basic Combo $9.85 "1 fish, 3 shrimp, chips, 3 onion rings" 2a. Fish: The batter is perfect. Crunchy and thick, like wrappted in a biagass potato chip. Huge too, like 10" long. The fish is pretty juicy in parts, though maybe not overall the most juiciest I've ever had, but hey, it's still very good. 8/10 2b. Onion Rings: Perfect batter. However, they did make one mistake as one of the onions had the inedible outer surface--couldn't chew it. Some of the onions were bitter too. If only they used good onions cause that batter is awesome... 6/10 2c. Shrimp: Huge shrimp. Really the biggest shrimp I've ever seen in this price range. Alas, maybe slightly overcooked, but not bad. 8/10 2d. "Chips" (fries): Standard. 5/10 3. Calamari $7.45: Has a different batter than the other stuff here surprisingly, but still crunchy. I have been wanting to try this place for a couple years since I moved in the area, and finally got to go with a friend that vouched for this place. On a Sunday afternoon, it was fairly empty and we ordered two combo specials. A piece of fish, 3 shrimp, fries, and onion rings for close to $10. Cash for anything under $10. Everything is fried to order, and I like how they provide us with our own bottle of tartar sauce. Hot sauce and vinegar available too. Fresh fried food, I could feel the pimples forming as I took bites. Fish is really good, great quality, and shrimp is good too. Enjoyed the onion rings over the fries, and everything was consistently good...but really oily and greasy. Granted fried food is not meant to be not oily and greasy, but I felt it was way too much for me. Very heavy. Good food, but just be prepared for some clogged pores after! read more

So much to say!! The second I walked inside Harbor's I felt a sense of comfort. There were regulars everywhere, plenty of seating, great customer service, orders being called out on time, etc. I observed everything. There's a man named Michael who was going around cleaning the sauce bottles on the cart, wiping down tables, picking up little trash on the ground, and just making sure the lobby and condiment cart is clean & tidy. The family and employees work as a team here. Everyone is playing their part so good is brought out fresh, hot, and on time. Prices are perfect and if you think it's a bit too expensive, think again! You can go ahead and try any other place in the Bay Area for their fish n chips and I guarantee your experience will not be the same nor will their actual fish n chips/entrees will be as huge and have amazing taste like Harbor's. Their fish n chips are golden, crispy with every bite, and it's the size of my arm! When these come out fresh from the fry, your eyes will be amazed. The fries are even crispy and have a perfect texture rather than oily & soggy. The fish that they use has more meat and has a thicker body. So far the best type of fish I've ever had for fish n chips. Forget the cod! Lol Their calamari is great tasting too with their fresh bottles of cocktail sauce, their recipe for their clam chowder is a hit and has a creamy texture, the coleslaw pairs perfect with their fish n chips! It's fresh and creamy. I also recommend Michelle's favorite, the shrimps! It's tossed in a batter which gives them a golden shell and a crispy bite! Their shrimp is full of meat and is truly fresh. I can tell by the bite because the meat is thick and had that shrimp snap to it. Overall, I fell in love with Harbor's. They are not only family friendly but they are also professional in every way. I've never seen a mom & pap shop be so coordinated. Their food is amazing. The best fish n chips in the Bay Area and so far better than Seattle's places that I've been to. This is a statement. Absolutely adore the food. The batter is light and crisp. Their cole slaw is tasty. I would definitely recommend the fried vegetables (mushrooms & zucchini & artichoke hearts, oh my). They have bottled beer and comfortable tables if you want to eat there. They're very considerate about packing up extra sauces for takeout. So, why wasn't it 5? The way they skewer the shrimp (which are tasty, but it's really hard to get them off the skewer to eat them with the batter on. Usually the crust pulls right off, or the shrimp splits), and the way they serve when you eat in. The fish is served on top of the chips, and there's really no easy way to eat them both. I wanted to put the fish on another plate, and they offered it, if you ask. But you know, it's a niggly picky thing, and I admit it freely :-) I just wish it were a little easier to serve. The first time we ate there, we did takeout, and the chips weren't fried long enough. They needed another minute or two. But they NAILED the fish, and the shrimp AND the onion rings. Light and super crispy. Then there are the chips. This is the best chip shop on this side of the valley. They have a really great selection of combos, and everything is really tasty. The portions are generous and well made. It's a little more pricey than other fast food, but it is soooo much better than the big chain fish and chip/chicken place on latimer. Totally worth it. (It's even better than the local "british" pubs. as far as food goes) My only issue that I have ever had there is last time we went the restroom reeked hardcore of disinfectant, and it was kind of filling the shop with the smell. I have just recently started going back and I must say it is as good as I remember. The selection is large with several combo plates that my wife and I can share. We got the combo and clam strips, both with chips. Can't have enough chips. The combo came with a huge piece of fish, shrimp, onion rings and more chips. Everything was very good with just the right amount is breading/batter and although it was all fried, of course, nothing seemed too greasy. We also ordered some cole slaw which was very good. This place is pretty popular. There were lots of customers in the restaurant and the phone kept ringing with orders. The pieces are actually much larger than what the pictures on the menu lead you to believe. I think this place is family owned and ran by a father and son... the son took my order looked like he just rolled out of bed put on an apron and said "Puuurfect" *double pistols*! After he took my order he left and started deep frying my fish. The dad came out after it was cooked and handed it to me, pretty much "tag you're it" with the son. Son disappeared and the dad just sat there in his chair behind the soda machine. Kind of awkward because he kept on yawning and clearing his throat, like a parking lot attendant.
