Been here a couple times since I lived in the area. Korean Pho place, which is not too bad. Clean and simple menu. Food is decent for the price, just service is not the best if you do not speak Korean. Not sure what it is with some Korean joints, but it is a major disadvantage if you do not speak Korean, and this place is no different as most of the patrons are Korean. Had a couple run-ins with younger groups of Korean drunk kids at night who do not think kindly of Japanese (Americans 4th/5th Generation) people, and try to instigate fights while giving us a history lesson, so we stopped attending this place, sad as it is convenient decent food and open late. read more

I just went here yesterday and although most people have complained about poor customer service, the two ladies running the place seemed pretty nice to me. I mean, the service wasn't spectacular but it wasn't bad either. I got what I needed and they were polite enough. I'm not a pho specialist but it was pretty tasty to me. In fact, I'm going to order some pho to go from here for lunch today. Can't wait. If you're just looking for some good pho, this is the place to eat. When you dine-in they give you a pitcher of cold water which is nice because you don't have to sit around waiting for a drink. As for the cleanliness, I saw nothing out of the ordinary. Been a while since I had pho (especially considering the hot summer). However, sometimes you just want some hot broth. You need that soup to soothe you. I remembered that my last visit to the other place across the street was disappointing so I decided to come here. WOW. Everyone is sucking these days. Service was OK. Food.... although I finished my large bowl of pho tai (I usually finish anything in front of me), it wasn't really very good and a little skimpy on the meat (although not as sparse as the place across the street). Pho 21 is probably the best Pho restaurant that any Biola University student can ever ask for, especially when it's late at night and a paper is half done and everything else around the area is closed. I wouldn't expect any more from them. All the waitresses are very friendly and greets everyone with such kindness! Pho is pho around here. We went out to the club for my friend's birthday, after getting out of the club 3 in the morning we were craving for Pho. However all the pho places on the way home were close, so we had to go to Norms. Woke up next morning and we realized we were still craving for some Pho, so we went to Pho 21 which is one of my friend's spot. Hmm maybe my friend hyped this place up too much, but the Pho from here really doesn't impress me that much and the taste wasn't that good either. I think I ordered number 8, the one with everything in it. I finished a large bowl and I was pretty full, so that was good. Not really sure why I would come here again. I called ahead to see if they served banh mi. They stated that they did. Of course, when we got there, they didn't have it on their menu. Either way, since we we were already there, the boy and I decided to stay. I ordered pho tai with meat balls, the boy ordered a grilled chicken plate. The service was quick and the place is clean - or so I thought. Upon pulling my soup spoon and sauce dish out of the holder, I found a little gnat on the bowl. ICK. I let it go. The food was meh. The boyfriend said he wished he would have gotten pho instead of the chicken plate. The pho was salty and just ok. Nothing really special or yummy. Ive been to a lot of pho places here and I haven't really found a good one until now. In my opinion I think the pho here tastes soooo delicious! The prices are a little bit higher than others but you get your moneys worth. Believe me. Also I love the fact that this place doesn't close til 2am on the weekdays and on Friday and Saturday it closes at 4am. Great for those late night cravings. The only reason I gave it 4 stars and not 5 is because right after we paid, the korean lady in the front asked if we left a tip on the table. I just thought that was REALLY crazy and weird. What's the point of the waitlist sign in sheet this place provide if they let people just walk in and get seated without being on the list? When finally got seated & ordered, waited 50 mins and still haven't gotten our food yet. The place wasn't crowded, they only had 8 people inside besides us. Great place for some late night pho or to stop by if you're heading back to LA after leaving Disneyland at midnight. The pho is good enough for what it is but isn't anything compared to others in Westminster/Garden Grove. The egg rolls were delicious, however, stuffed with pork, veggies, and shrimp. The only thing I didn't like about them is that they don't really give you any lettuce to wrap the egg roll in and they give you sweet chili sauce as oppose to fish sauce. Okay so I've never been to Westminster or Garden Grove like everyone says is where you get *real* good pho, I'll have to try. But for the area I'm in, this is the best pho around! It's always piping hot. I usually just get pho ga and the chicken isn't too dry and I get a generous portion of noodles as well. Open Late. The food is great no matter what you order. You are greeted with warmth and sincerity as you walk through the door. Service is great! friendly atmosphere. If you're looking for pho, you're gonna get pho. I like this place because it's clean, affordable, and the food is decent. The broth is a little more beefy than others I've tried, but good nonetheless and I usually opt for the combination which has very generous portions of meat. The veggies are very fresh and the noodles are cooked well so I've nothing to complain about and for $5.95, it's quite a deal if you ask me. (50 cents more for large) Another plus: $1.75 for a single summer roll. Perfect if you're dining by yourself and you don't want to order too much. It's filled with lots of lettuce, noodles, and litte ittybitty pieces of shrimp, but it works as a nice little appetizer. The dipping sauce is good, but a little gooey.. They also have an assortment of other food items, not just pho and fried rice and the giant wall pictures should help you decide what to get. This place isn't great but close to pretty good. I had never experienced this before (I live in Garden Grove so all the pho places I've been at have been decisively Vietnamese) but I'm an open eater and I try their pho. Not bad! Decent flavor but nothing really spectacular. Portions are VERY generous and I love the Korean tradition of having a water carafe on the table. It's just more convenient. Spring rolls were okay, but I wish the peanut sauce had...well, more peanut flavor. It was too watery and a little too much acid going on. HUGE rolls though. Overall, not bad, especially since I hear this place is open late. The value is very good and you'd be satisfied with the quantity. Love this place! Always consistent since I'm boring with my Pho ( I always get Pho Thai) and it's open late. The small size is fairly large and only about $6. Soup is perfect without being too heavy and they're not stingy with the condiments. (Onion, sprouts, jalapenos, etc.) I know a lot of people complain about the service if they're not Korean but my advice to you? Just say the number of the dish you want. sorry, but i just have to. the first time i came here w/ my boyfriend, we let them know we were gonna eat there nd we sat outside. we waited for 10 minutes and nobody helped us out. we had to come walk in nd sit down so that they could see us nd we could order. i ate nd then realized there was a fly in my soup nd felt so gross. we got refunded for it. my 2nd time coming here, there was quite a lot of people inside dining nd we were told that it was a 50 minute wait just to eat. the lady said "there is a lot of orders" mind you they are open until 2am. how can you be open til 2am and not have enough help? the server even got impatient with us and even asked us to basically order for ourselves by writing on the notepad she uses. I was surprised by how good this place is especially since it seems to be owned by Koreans. We got Pho (of course! it was the no. 9) and the grilled pork with egg. The pork was good, pretty flavorful and tender, but the egg was overcooked and dried. The rice that came with the dish was also a little overcooked but not bad. The pho however was really good. I'm never too sure how to describe pho....I just know that it was not too salty and they are VERY generous with their portions. What can I say about Pho 21? Well first off, it seems to be a Korean operated Vietnamese owned pho joint. Which is probably why the soup tastes somewhat legit unlike other actual Korean owned pho places. The menu is simple. You have your pho, com tam, and some other specialty dishes. I've only had the pho so I can only comment on that, but it was pretty good. Price is decent for the amount of food you're getting. The regular here is the size of a large or super bowl anywhere else. The soup was okay, not amazing but decent. Overall quality of food was good as well. For a pho place in the Fullerton area I have to say it's probably one of the better ones. However, I've been spoiled by Vietnamese restaurants in Westminster so it just doesn't measure up. read more

This place is a Korean owned pho restaurant. If it was a Vietnamese owned pho restaurant I would give it 1-2 stars for taste. However, it is what it is. There is a Vietnamese chef, however, in the kitchen. My husband and I patronize this place because it is close to our home, and because the taste and quality is pretty consistent. It is a watered down version of Vietnamese pho. You won't taste a lot of the clove and the anise which gives it the rich flavor. It also lacks a lot of fat. Koreans generally did not eat pho - the flavors are completely different from what Koreans have in their dishes, and they don't really like cilantro. This restaurant caters to that market. For those who expect a pho restaurant similar to the ones in Westminster or Garden Grove - you will have to enjoy your pho there. If you want a quick fix, or are okay with a watered down version, you might be able to find what you need here. read more

I've been coming to pho 21 for the past 8 years and it's always consistent. Service has been getting better throughout my 8 years of coming here. I used to get the pho tai when I ate beef, but now I got the pho Kug thut; noodle and soup only which is still great. Overall, if your hungover, or it's a rainy day or you just want some pho.
