We ordered summer rolls with no pork and 2 orders of the #3 Pho Suon Bo, beef short rib pho, with a side of meatballs. We waited about 45 minutes for a table. When we finally sat down, the table was still wet with crumbs soaked in the water and puddles left on the table. The little sauce dishes were dirty too, and we had to ask for clean ones. They were extremely busy, but customer service was basically nonexistent. The whole vibe was almost like, "Hey, you're lucky you got a table." Not even the crack of a smile. Everyone just looked disgruntled. The summer rolls came almost immediately with peanut sauce, but unfortunately they were terrible. Both ends were left completely open, so everything fell out as soon as you picked them up. They were mostly filled with wilted and browning lettuce, vermicelli noodles, and a measly half shrimp. Bland with basically no flavor. The pho came pretty quickly after that. The broth tasted like water. Incredibly bland. My short rib was so chewy and tough that I couldn't even pull the meat off the bone with a fork. I didn't eat it. I actually showed them how tough it was and that the meat wouldn't even tear away from the bone. Their response was basically, "Well, next time will be better." No problem. There won't be a next time. I'm genuinely confused how this place is so busy with food and service like this. I guess being open until 2 AM is a selling point, but at that hour I'm not sure this was much of an upgrade over McDonald's. The one thing we actually liked was the cute robot that brings drinks and some of the food to the tables. Honestly, the robot is the reason this review gets 2 stars instead of 1. Veggie pho is actually vegetable pho with either beef or chicken broth. No offer of veggie broth like a myriad of other places either in-person and/or Doordash. They did disclose this when we ordered, but the menu listed is not clear. It would also be unfortunate for true vegetarians to have to sit down and realize they cannot eat it at all. Thankfully, we were eating vegetarian temporarily per a Buddhism ritual period. It wasn't bad because we hungry. It is just confusing given that many other places I've ordered from have either this specific option, but they also offer noodles only with no meat but with beef/chicken broth (optional veggies add-on), and the same menu name "veggie pho" that is vegetarian broth and all. And if you look at their menu, it's deceptive because Pho 21's same name of "veggie pho" is literally listed under the Vegetarian section on the menu. This place always has a line to dine in. When we came, there was a 10-20 minute wait. When we left, there looked to be 30+ minute wait. The pho is really good here. 5/5 The last time I came, I tried the shaken beef rice plate. I wanted to try the Pasta Shaking Beef since I wasn't in the mood for pho. I've had Bo Luc Lac (Shaking Beef) before, just not with pasta. While I liked the sauce they used for the pasta noodles, I wasn't a fan of the pasta texture-wise. Rice would have been better, and there was way too much pasta. The ratio of pasta didn't match the amount of beef pieces. Some of the beef pieces I received were small as well. Although the beef was soft, I wasn't impressed with the quality of the meat. It was just ok. I don't see myself coming back, but it's probably best to get pho and not shaking beef. I didn't try the pho, but my parents seemed to like it. I've been here a couple of times with my friends in the past, and there's never an issue until this past Sunday. My boyfriend and I came in on a Sunday afternoon for some lunch, and we got a table after waiting about 2-3 minutes. It was pretty busy. We took our time looking at the menu, but not a single team member approached us asking if we were ready to order. I pressed the call server button two times and on the third time, I had to verbally called out someone that we were ready. It's understandable to a certain extent because the restaurant is busy, you'd need to run back and forth, take your time. However, they were sitting more customers down, and forgetting to check on the customers that already sat down. Also, it doesn't help the fact that we were sat in front of the kitchen and in front of the cashier where multiple servers were mostly standing around, so it's unacceptable that no one came to check on us after multiple calls. Fast forward, we ordered, we got our food. The food here is good, and it's actually one of my favorite pho spots in the area. The soup is good and Phở Đặc Biệt is always my go to. At the end, we were talking and eating still and a server just came up to us and dropped the bill without a single word. Not a "whenever you're ready," or anything. We felt disrespected. I've been a server before, and this is just not how you'd treat your customers. Unfortunately I will not be coming back and it's really sad that the food is good but the service is horrible. It's been quite some time since I've had to do a bad review. I've heard many reviews from friends both having good and bad experiences. For my personal own experience, yeahhh... it was bad. I did come in late at night to curb my craving and finally decided to give this place a shot. I semi regretted it after everything. Walked in, was quickly seated. However, while walking to my seat I almost slipped because the floor was wet and had water spills on the floor, I pointed it out but nothing was done about it. Secondly, order system was decent and quick but when it came to delivery and look of the food. It was sub par. My dish hardly any meat at all. It felt the proportions were 80% noodles and 20% protein. Like yea I get it, but not this. Additionally, the broth... I questioned where the flavor was. It lacked the depth and savory goodness at other Pho spots I've been to in San Jose. At this point, it was just a darker "flavor" water. That was it. Standard beef broth. Beefy flavor, but not heavy. Hu tieu with soup. I find that wide noodles don't really work well with dry (broth on the side) version-- noodles break too easily. The beef fried rice was really good. Great flavors, good portion and no complaints at all. We got it for the kids and it was a hit for them. As for the pho, we got 1 combo and 1 brisket. You get to pick what type of noodles and other customizations at little to no additional price. We stuck with the OG thin noodles. Portions were good. Meat was great. Soup was hot and stayed hot for a good amount of time. So why minus 1 star? The broth flavor itself tasted light. It wasnt as flavorful as I would have liked. Maybe for first time pho eaters sure, but it was obvious right off the bat from the first slurp. Which was surprising being in San Jose and Vietnamese food being a staple here. I came here to this quiet restaurant for breakfast after getting my car serviced down the street and I ordered a beef pho with tendons and sliced beef, it cost around $17.50 without taxes or tip. The drink and the side veggies for the pho were delivered by a cute, talking robot. I ordered a side dish for takeout to eat at home later. You will need to use your cell phone to look at the menu using the QR code on the table placad, so you need to put your order on the cell phone, and the actual meal (pho soup) was delivered by a real person. Stopped by Pho 21 while in San Jose and man -- this place hit the spot. I ordered the beef short rib pho and the stir-fried noodles, and both were on point. The short rib was tender, flavorful, and fell right off the bone. The broth had that deep, rich flavor that only comes from someone who actually knows what they're doing in the kitchen. I love to customize my pho, you can choose up to 4 meats, my go to is usually meatballs, fat brisket, brisket and tendon, all very unctuous and tender. My family also loves the shaken beef plates, some of the most tender, flavorful, garlicky steak bites you will ever have, you can't go wrong with either a side of macaroni or tomato rice, both are delicately flavored and slightly buttery. My mom also from time to time will pick the Cambodian soup, she loves the bits of seafood, liver and seasoning the egg noodles have, it comes dry with a bowl of soup on the side. We like to start our meal with their delicious pork and shrimp spring rolls. The peanut dipping sauce is a savory flavor bomb! I also love their coffee selections, the taro coffee is so creamy. Pho 21 is our go to pho place. They are always playing lively music and have quick service. When it is busy you place your name on the standing ipad or you can do it through yelp. Highly recommend to do it through yelp when it is busy. They are open until 2am which is great for after a night out. We always order the chicken pho and coconut shrimp with a mango green tea. read more

I've heard a lot about this place and yes, it 100% lived up to my expectations. There's a waitlist so easy to join on Yelp or when you get there. We went on a Friday around 11am and the wait was about 20 mins but it went by very quick. You scan a QR code to order but they do have call buttons at the table! We ordered the Short Rib Pho and the Special Combination Pho. These bowls are HUGE. My partner and I agreed that we could've shared just one and be full. The broth was SO GOOD and the flavor was perfect. Meat was tender and delicious. Not too chewy or tough. The veggies were fresh and they give you so much! Noodles were cooked just right. I came here with a friend for a late lunch on a Saturday and we waited about 10 minutes. It is very much self-service, you order from your table via QR code. There wasn't much interaction with the staff, no water refills and it was quite difficult flagging down a server. I had the pho tai, it was a generous portion with a good amount of meat. I got the side of pickled onions for $1 and that really helped balance out the broth which was on the sweeter side. The pho was good but this place likely wouldn't be my go-to unless I was looking for a late night option read more
