Welp, seems like you decided to start a fight in the comments today so bring on the popcorn!
I hate questions like these because everyone has different tastes. My "best" is not going to be your "best", and vice versa.
Phở 21 opened in 2017 but I never heard of them until last fall when TT/reels were constantly popping up for having the "best" ______ (several dishes). It's hard to trust socials but you gotta try things for yourself. Plus, you can rarely go wrong with Viet food in E Man Jose.
Phở 21 offers takeout, delivery, indoor seating, and dog-friendly outdoor seating.
We visited before the Saturday lunch rush so it was fairly empty. I heard it gets very busy during the evenings but you can virtually add yourself to the Yelp waitlist.

Viet - Apps (egg rolls, spring rolls, wings), Phở, Hủ Tiếu (Cambodian style noodles), Cơm (rice plates but no broken rice), Các Món Xào (fried dishes), and Đồ Chay (vegetarian) sections. No Bún (cold vermicelli noodles). Catering trays available.
For drinks, they have boba, smoothies, teas, coffee, beer, etc.
Ordering is via QR code but if you have special requests you have to order through the server. When you're done eating, go up to the counter to pay (give cashier your table #).

Generous portion but the poor chicken went to hell and back...several times. It was re-fried and hella dry...verging on chicken jerky. The egg noodles and crack sauce together were bomb tho...nice, springy chew with an additive savory sweet umami bomb. Reminds me of the sauce for hủ tiếu khô (dry noodles).

This was mentioned as the "best" bò lúc lắc on socials. Decent savory sweet flavor but arrived extra well done and dry. Tomato rice didn't seem fresh, it was dry like it was reheated.

We only wanted to taste the meat and the broth since many say, Phở 21 has the "best" phở so we ordered this side. The beef rib was very meaty and tender but needed a knife to cut through and priced ~$4-$5 higher than other E SJ phở restos like Phở Hà Nôi. Their southern style broth wasn't my jam, it was too sweet.

Sloppy plating aside (doesn't look like business/menu pics), this was our FAV dish! The stacked flat rice noodles (think wide chow fun/pad see ew noodles) are cut into squares and fried, crispy on the outside with a nice chewy-soft texture. It's soaks up the savory gravy with squid, scallops, shrimp, broccoli, bok choy, and carrots. The seafood wasn't the freshest but with some chili sauce to mask it, it was delicious!

5+ star service from Thien. Super nice, thoughtful, and accommodating guy. Asked if we wanted the heater turned on and made sure we were seated at a table without the sun shining in our faces.
Food took longer than usual, 15 minutes for the first dish and 30+ minutes for the last dish but we weren't in a rush. If dining indoors, food arrives by a robot.

We easily found parking at 10:50 am on Saturday but people were circling for a space by noon.
Overall, it's great that Phở 21 is getting so much business from socials with people trekking from as far as SoCal but other than opening until 2 am, I don't get the hype. IMHO, you can find better renditions in E Man Jose but everyone has different tastes. Rounding up for Thien and the dog-friendly patio. read more
