You could either make it the right way, like your grandmother used to make. By hand, with love. Or, you could do it the modern way and just buy frozen. Dump it into boiling water until the dough surfaces to the top. Previous owner, used the old methods. Every Pelmeni was made by hand, in house. It wasn't frozen and the taste reminded you of your grandmother's cooking. Now, they buy frozen Pelmeni and go the easy route of boiling them for five to ten minutes. The taste was ok, but you could tell that they were not made in house. We asked our waitress and she confirmed that they're store bought, frozen. The presentation was mediocre at best. The bowl had too much water in it. The water and Pelmeni had blend flavor. Hardly any seasoning was on it. I dumped all the water from my Pelmeni bowl into another bowl.
