Short story is they claimed they had to have one made and shipped up along with all new hubs and brake lines and the surge brake needed replacing, etc,. etc. They wanted to charge $4,500 labor, $2,750 shipping and the rest in parts, to the total tune of $14,500. I found the axles are readily available for $600 with $300 shipping out of Texas and all the other parts, (most of which are good) are available locally.
