    Keith did a great job finding the leak in our under ground main water line. We had a fairly busy day with traffic and airplane noise, but regardless within about an hour he had marked a spot on the grass. We dug down to find the leak exactly where he said it was. He had very competitive rates, was very personable, and guaranteed his work. I know who to recommend next time something like this comes up.

    This is another Portland utility, like Pacific Power and Waste Managment who after the pandemic…read moredecided that closing people's accounts was just too dang hard. The grift is this: you call to close your account. They say "sure pal". Then maybe next month, maybe even years down the line you get billed again. Maybe you call in and explain "I closed this account" and usually there's "nothing they can do but close you out and send you a last bill". But, obviously you didn't receive those services. The next tenant/owner did. Your account was just charged out of the blue. Maybe some people are fooled into paying. I think that's the point, or it wouldn't keep happening with multiple different utilities. Eventually they sell your account to collections and make a few nickels there. It's the utility equivalent of searching for spare change in your buddy's sofa cushions and it's just as classy. I feel for the customer service agents who get reamed out and the people who hoped they had left the craziness of post-pandemic Portland behind but NO! It's back to pester us more! Boo.

I do want to say that back when I was a new, young mother…read morewith very little money, I once had a technician knock very loudly on my door early one morning to shut off our power. We had made payment arrangements to give us a few extra days to pay the day previous. We were not deadbeats, just a little caught short at the time. However, this tech didn't get the memo. I will never, ever forget what he said to me when I tearfully asked him, "But we had an arrangement! What can I do?" He looked at the newborn in my arms, raised an eyebrow, looked me dead in the eye and said, "Pay your bill." Then he shoved a pink piece of paper in my hand, cut off our power and that was it. When I was finally able to call Clark, they didn't care that we had an arrangement. I was going to have to suffer in the dark for the next few days until my husband got paid. This was WAY before the welfare program they have now, which I understand is absolutely lovely for the work shy. Years later, we were shocked when our monthly bill went from $150/month to almost $400/month. I was told that for the size of our house, a very small three bedroom, one level cottage, $400 was average. Yet our neighbors paid much less with similar homes. Funny, that. Never an explanation. Never an offer to come look at the meter. It would be fantastic for all of Clark County if we had a choice as to which company took our money for what should be the basic right of electricity.

We had to shut off our water until the pipe was fixed. Clark OUD was great in reducing our water bill due to the damage. We appreciate their hard work.
