A Hong Kong - born friend recently reported a good meal here, so we decided to bring out-of-town friends for a birthday dinner. We arrived at 6:05 on Friday night and were the only customers - not a good sign. But the place was clean and pleasant and the sun was still up. I ordered in Cantonese. Service was very good as our waitress has been at Ly Luck through several changes of ownership, so she knows us well. Food came quickly. The won ton with beef stew soup arrived and the meat was grossly undercooked tendon. We could not bite into a single piece of beef. Everyone fished the stew out of their bowls. The flavors were right, but the meat was no where close to edible - it needed at least another 3-1/2 hours on the stove. This specialty normally braises 4-1/2 hours before serving. I asked the waitress to pack it up so I could take it home to finish cooking. The chef - owner's wife came over to ask why we weren't eating it there and was not pleased with my request, raising an eyebrow. Our waitress was embarrassed. The won tons and potstickers were not fresh, but frozen. The skins were mushy and the meat filling flavorless. Such a waste of ingredients and effort. The beef fried rice arrived. Unfortunately, the chef skimped on the ingredients. Definitely no wok hei (鍋氣) / umami. Fried rice should not be just reheated old rice with soy sauce. So sad. The broccoli beef was a bit better - flank steak was properly velveted. The broccoli was plentiful and blanched before stir-frying, and it still had some crunch to it. The corn starch slurry texture was ok but I could not detect any oyster sauce in this dish; despite the proper cooking technique, it was also under-seasoned and bland. The walnut prawns were excellent, although a few more honeyed walnuts would have been nice. Prawn were decent - sized and plentiful, but we had to share 8 pieces of walnuts among the 4 of us. The freshness, flavors and textures of this dish were spot-on. This was the only one that we actually finished. When the sizzling beef arrived the waitress placed the ingredients into the iron platter; it looked and sounded great. Onions, bell peppers and scallions were plentiful - it was like Chinese fajitas. Sadly the beef was tough and under-seasoned as well. They should have velveted this beef, but didn't. It wasn't flank steak. We barely touched this dish. We ordered tofu and braised fish claypot because there was no fresh fish. All the ingredients were plentiful and it looked great. But this speciality was under-seasoned and bland as well. I was tempted to ask for some light soy and oyster sauce to doctor the dish, but after the dirty looks from the owner's wife when I asked to pack up the beef stew, I held my tongue. We only ate about 1/3 of this dish. The stir fried string beans were adequately cooked with enough heat under the wok, but the flavors were off. They left out the minced ginger and the crushed Szechuan peppercorns. Also the dry preserved radishes were stir - fried in strands instead of minced like they usually are. We ate 1/2 this dish as it was the only fresh vegetable available. We ended up taking much of the food home. I plan to doctor them to make them taste right. I got the impression the chef either did not have all the ingredients needed in his kitchen, or had inadequate training how to make these dishes. He did not seem know what the flavor profiles should be. It felt like somebody cooked by looking at pictures and didn't actually know what most of the food should taste like. The bill came to $230.00. We only had 2 Cokes and 3 beers, so the cost of this meal was higher than expected. We left a good tip because we like the waitress. As we were leaving, she thanked us for coming, apologized and advised me not to order beef stew or the sizzling beef platter the next time. I thanked her for her suggestion. But I wish I knew this before ordering, The owner needs to learn something about hospitality, too. If a customer asks to take food home because the meat is too tough to bite into, an apology is warranted and not dirty looks. We were there 1-1/2 hours. Only one other family came in to eat. Two take-out orders came in. Other than me, no Chinese people were there. For decades, this restaurant was bustling with multi-generational Chinese families. No more. I know what Ly Luck still does well - walnut prawns & salt & pepper chicken wings. Sometimes their beef chow fun is good, but not every time - the flavor profile is off on that, too. No oyster sauce & not enough wok hei (鍋氣). I want to support local businesses. But Ly Luck is no longer my go - to. In the future we will take out the 2 -3 dishes they get right, but stay away from the rest.

I prefer to phone in my order or order online to reduce the amount of wait time when picking up. The cost is pretty fair for the amount of food you get. They also have lunch special pricing for certain dishes. The lunch specials are an entree accompanied by a heaping portion of white rice, enough to soak up all the sauce and still have some left over. Personally, one lunch order can be enough for two people or two meals. Things I've ordered and enjoyed from Lucky Dragon include their: wor won ton soup, egg foo young, kung pao chicken lunch special, tomato egg with shrimp over rice, eggplant and tofu, combination fried rice, Mongolian beef chow fun, and mongolian beef. Lastly, I appreciate their attention to detail. On one occasion, there was an incident where the police came in to check on an individual who was sitting unresponsive under the table in the waiting area. I did not notice the person until the police came in to check on them. Hoping to avoid an interaction with the police (I was parked in the red as I picked up my food), I left in a hurry. The young man behind the counter called me as I made it back to work and asked if I forgot part of my order in the counter. I double checked to see, and I realized I had indeed left the restaurant without one of my items. The young man offered to drop it off free of charge since I was running up on time for my lunch break. As I was in my 2nd trimester of pregnancy at the time, I very much appreciated him making sure I got all my food and bringing it to me at my job!

However, I admit that street parking is problematic in Chinatown. The only public garage is in the lower levels of the Pacific Renaissance Center. Tasty Szechuan is on Havenscourt Blvd., between Foothill and Bancroft. Street parking is problematic in this area, too. My male companion is a regular customer, usually ordering the dried fried ribs and chicken chow mein to go. Since I like hot 'n sour soup, he surprised me with a container thereof. I have not had dried fried ribs in a while. Too many years have gone by without eating them. The best ones I had were from a Chinese restaurant in NSO on San Pablo Avenue. Unfortunately, that restaurant has been long gone. These ribs were good, doctored up with some sweet 'n sour sauce. The chicken chow mein was okay. However, the hot 'n sour soup was on point. Thick and not too spicy - just the way I like it. Even though the food is more than a three star rating (3.25), it is at this time I can only give it a three star. A visit to the restaurant to peruse their menu would probably give me a better perspective as to what they have to offer.
