Came here for dinner on a Friday evening to celebrate my brother's upcoming wedding. Not sure why my mom picked this place, probably because its really close to her house, but our dining experience was a let down. They only had two people working and there were about 5 tables of diners. These two servers were running around non-stop and you had to flag them down every time. They didn't have time to refill our tea pot so they just left a big jug of hot water at our table to refill it ourselves. The restaurant is large, but feels very old and dated. Some chairs were taller than others, carpet needs to be replaced, its in desperate need of a deep cleaning, refresh and remodel. The food was just OK. Some stuff was overcooked and our fish dish and some of the crab was a little under cooked, while some dishes were swimming in oil. Between 8 adults and 2 kids, we had about 9-10 dishes with lots of leftovers (noodles) to take home. This is a traditional dim sum location right out of the 90s or early 2000s. They haven't upgraded the interior since the 99s. Although the look and feel may be classic, the management has changed fairly recently and the food and service is greatly improved. The selection is slightly different than the last owner and is a little smaller. Dim sum, fine Chinese dining, banquets, you name it - Harbor Bay is your one stop for high quality authentic Chinese cuisine with moderate prices. Although this place has changed names a few times, one this is consistent, it's always busy during dim sum! We rarely come due to the crowds nowadays and instead we dine during the not so busy dinner hours during the weekdays. The food is delicious and the service is pretty good during the non-peak time. The parking lot can get tremendously busy during lunch hours but if you're willing to walk a little, you'll find a spot. Getting a table in the crowded restaurant is a whole different thing. Be prepared to wait during the peak times or come early before the rush or later for the evening meals. It gets loud in here when it's packed so be prepared to not be able to have any intimate conversations (or really any conversations). If you're here for dim sum, they'll have your favorites and a few perhaps that may be new to you. The food is hot and lip smacking good when it comes out of the carts or the kitchen. Do share so you can try a few different things. As with prices for dining out rising to such high levels nowadays, dim sum is also affected and well, you don't quite get as full anymore. However, do consider ordering a noodle or rice dish out of the kitchen as they're delicious, easily shareable and a bit more economical. Now if you're here for some prix fixe dinner, you're in for a treat. They have many levels depending on the quality of dishes and number of people you're looking to feed. Any of the sets are good but if there are certain seafood items like lobster or crab that you're looking to eat or perhaps looking to cut the price down a bit, see if they can substitute or make some accommodations to fit your request. They do a great job with their vegetables so if you're looking for some greens or fungi, you'll have many options! Their meats and seafood are exceptional as well, but it can get filling so consider pacing yourself. Overall, Harbor Bay has been a staple for us when it comes to better quality Chinese food and if we're looking to feed a big party. We are definitely regulars and have had great experiences each time we come out. Just be mindful that when it gets busy, it gets chaotic as with most other places. read more

Ok. So we have come now 3 times under the new management. It looks like the best experience is to come early. This time we came for dinner at 5:45pm and service was great! Everything was clean and the bathrooms were pretty good. The floors were clean. And the food was excellent. The crab and fish maw soup was lovely. And the Peking duck was just lovely. The first time we came it was about like this time, so I am modifying my rating as this is back to quite a good place. No dim sum in the evenings though. You can also order on a printed list what you would like. Every time when my daughter came home from school, she must go to this restaurant for dimsum, to her it's much better than any restaurant in NY. The food here has been always excellent, and the prices are quite reasonable. Our favorite dishes are chicken feet, beef tripes, meatballs, xiu mai, beef rice crepes, taro crispy cake, tofu wraps. Food came out one by one as dishes were prepared fresh. Being Filipino we were looking for the rice first to eat with our meals. Cons from the moment we (party of three) walked in at 11am: -No one was able to communicate with us in English or Cantonese. It was hard to request the tea that we wanted. We wanted Chrysanthemum, but got served Jasmine. -After the waiter took our order sheet, we still had not received confirmation by 11:30. Noticing that other tables got theirs, we asked more than one staff member and they entered the order in at 11:32, as we asked about it. While we ordered eight items, they only entered six. I got up and spoke with the manager and expressed my displeasure with the service. The rest of the meal was unremarkable. -By the time the bill came, two of us had to leave suddenly. The last person attempted to pay with a credit card. She got the card thrown back at her with the comments "No card, cash only!". Never did we see any such notice or we would have left upon the first couple issues. I had to return with cash for my friend. Only then did l see a handwritten sign Cash Only or Venmo (which wasn't there when we first walked in). We will never return to this restaurant or make any recommendations for it. This used to be one of our favorite dim sum restaurants for Cantonese dim sum . I was sad when I heard that was closed down one month ago . Now I heard it is re opened with new management. I went there for dim sum lunch twice already this week . The lunch menu looks the same and we have tried some popular dim sum . I like to recommend the steam beef balls . It is tasty and giant size beef balls . The rice noodle roll ( cheung fun ) with chicken and bitter melon is special. You cannot get that in many places. They have changed the color of their tables and chair to a Royal golden color . They have fixed the wires by the entrance of the restroom. Inside the restroom floor is very clean and dry, a big improvement compared to before . They don't make you pay 18 % tips anymore like before . And you have a choice to bring your own tea ... they would provide free boiling water in a tea pot . Those are good gestures. Most of the mandarin speaking host and waiters are very polite and friendly . Today we have encountered a Cantonese speaking man ( older and short ) at lunch . TLDR: Pretty good dim sum! It's better than most dim sum in the Bay Area. It's just too bad it's a bit far for me. Went on a Friday around 1:30... not crowded at all. The place is old. I've been here at least twice before, once for dinner even. I remember liking this place, but always the same downside... "it's too far". But now that I think about it, it's probably a good thing it's so far from me, otherwise I'd be fat from eating here so often. It's pretty much a typical seafood restaurant, if you know what that means. Again, it's old and a bit dingy, if I'm being honest. It's not like those new-ish places like New Dynasty or Pearl. It's got the same vibe as Saigon Restaurant in Santa Clara. But with tastier dim sum. Everything here tastes good, and yet, everything is slllightly off from a "normal dim sum". Take for example, their donut wrapped in Rice Dough... (Ja Leung). Most places it's white wrapped around a brown donut. Here the skin is pink. Why? I don't know! Does it change the taste? Not really. The dough is a bit thicker maybe? But the inside was super crunchy, which I really like. So maybe the pink wrapper does a better job protecting the donut.... Hrm... Well, we also ordered my favorites... Lotus wrapped sticky rice... again a bit strange taste, but still good. Maybe a little too much mushroom? But I do like how when I unwrap it, it slides off the leaves very easily. I hate when the rice sticks to the leaf... I feel like it's a waste of rice. Overall, and my wife, who is from HK, agrees... most of the dim sum was pretty good. The price is a bit on the high side unfortunately... With tax and tip, it came out to be around $9 per dish. Had dinner here with friends in this spacious ornate restaurant. All the chairs in the restaurant had fancy covers that are usually reserved for banquets. I personally don't like the look, as it makes the place look dated and stuffy. My friend ordered dishes that were recommended by her sister who had dined here a few times. I really liked the Empress chicken, the oong choy, the braised pork belly, and the Salted pork knuckles (a new dish for me!). We had a beef/asparagus fried rice that was kinda meh. There were 3 men "overseers" who seemed intent on supervising the waitresses. But they also helped get our pot of tea and helped clear some dishes. Christmas dinner at 港灣渔邨 review. Good service and quality doesn't replace reputation. We ordered the $168 set dinner for six but received a bait and switch. The owner lacks experience and etiquette or lacks honesty. They took off one dish and changed the other but kept the price the same. In my experience, it would never be done without the notifying or approval from the customer. Doing so breaks the trust and disrespects the customer. If you cannot offer something, then let the customer know why and offer another option. If it is due to cost, then let the customer know and give the customer the opportunity to choose: a. Forego the dish b. Pay the difference c. Choose another dish option Regarding the meal: Most dishes were not hot but seemed acceptable. However the Peking duck was not cooked or served as expected. Skin was not as crisp. Meat was not sliced thinly on a bias to fit the bun. Soup had a lot of flavor. Sea Cucumbers were not as tender as expected. Dish was missing Fish maw (the other expensive ingredient). But pea shoots were really tender and dish would have been great, if not missing the maw. The pork with shoots was a bit of a miss. Shoots and pork had no flavor. Maybe braise it a bit longer and use smoked or twice cooked pork? Although it looked spicy, there was no heat. Seafood tofu was one of the better dishes, along with pea shoot stir fry and duck soup but lacking temperature wise. Missing walnut prawns . We added fried rice, but the rice was a bit more dry than expected and also was not hot. (This cost as much as the prawns) Dessert was a green bean soup, which tasted watery and seems to be missing ingredients that can cause what some Chinese to say it is a bit too cool. Hence unbalanced. $168 seems to be too good to be true since we were around $185, if ordering a la cart. Subtracting the prawns put us at around $157 (not excluding soup and fish maw). Is $30 worth the integrity and two stars? Due to quality of food I can only give a low 4 stars but for integrity I need to subtract at least 2 stars. We avoided 7 and got to 8 dishes because the waiter added a bowl of steam rice. But I would rather have prawns. If price changes or cannot offer, please change or remove from menu before giving menu to customers. read more

Came here to celebrate Chinese New Year with the fam today! I think it was called Saigon Seafood Harbor before, so not sure if they changed owners. We got here at 10:30am and didn't have to wait, which I was pleasantly surprised! The restaurant itself is very spacious with lots of tables. We didn't need to choose what we wanted on the menu since the food carts were out today. We got a number of favorite dim sum items: shrimp and pork siu mai, steamed chicken feet, har gow, pan fried shrimp and chives dumpling, pig blood curd. I learned about the change from my mom who saw an advertisement in a Chinese language newspaper (Sing Tao Daily). I decided to try it out. Since it was a Monday, I was able to get a table without any waiting. I was given a menu to select my items. I chose a half dozen items and gave my selections to a staff member. While waiting, I looked around the room -- the interior looked similar to its previous incarnation. Soon my Dim Sum came out a little at a time. The Dim Sum was good -- probably better than before. After we were sat, it took a while for someone to take our order. It seemed that one particular service lady would rather gossip with customers instead of take our order. We ordered 6 dishes and 5 of them came out. As the lady was placing the food on our table, we asked for a few bowls. Instead of acknowledging us, she looked very disgruntled as if we were disturbing her and yelled at another worker for bowls. The other worker said "bowls" which she then proceeded to say, "I didn't ask, they asked for bowls". Then I attempted to ask for a glass of water, and again, she was huffing and puffing to get another worker to do it for her. But seconds later, she was at the table next to us, smiling and laughing with all the gossip from other guests. Our 1/2 order of chicken still didn't come out as we were eating, and we figured it was just a little late. We finished eating, trying not to ask for any other service because the lady was very rude, and we asked for the check. The rude service lady then brought out our 1/2 chicken. It was 35 minutes after all the other 5 plates of food came out. We told the lady we were done eating and she began to argue with my elderly parents saying "we already cut the chicken", followed by "you haven't paid yet" even though we asked for the check and the credit card was already in our hands. She wouldn't stop arguing so I had to interject and tell her that, what are we going to eat the chicken with, all the rice is gone and you came over 30 minutes late with the food. She had nothing to say back to me. The servers got together and realized that the lady that was gossiping, and angry, placed the chicken dish at a different table where those guests ate the chicken. They said that the other table had "already paid and ate all the meat off the bones of the chicken". So that means the other table got a free plate of chicken, and they were debating on what they would do with us. The rude server lady then yelled "they don't want it", and my dad had to say, "no if we didn't want it we wouldn't have ordered it. We don't want it 35 mins after we have started our meal and finished it." Ultimately they took off the chicken plate from our check and we paid in cash. As we were waiting for our change, it never came! We had to ask if there was change coming, and one of the servers went to ask the cashier "where is the change" and you can hear the cashier say "what change, there isn't even enough for a tip" Absolutely ridiculous! Now, I'm always for tipping at restaurants, but after having rude customer service for bowls and a water, having the same lady argue and yell at my elderly parents, and the cashier not giving back change; I did not leave a tip at all. Especially after the cashier rudely came to the table to say "hey it was 9 dollars change right? it's not even enough for a tip" where my father proceeded to say "it's my right to leave whatever tip I want to leave and that's not your decision" Needless to say, we won't be back for dinner or dimsum. We used to go there often for dimsum, but we won't return. 1 star for the food, most of it came our warm or cold. 1 star for the service, because the service lady and cashier were rude. 2 star for atmosphere because it was quiet (probably because others have been chased away from the terrible service) and also because they had a high chair for my 9 month old. 7/4/23 Trying a new Dim Sum place is always a nice adventure for me. I guess it's because inevitably you always order your "regulars," and if it's a special place they'll have a couple dishes you've never seen before (a rarity though.) For a guy like me that makes it my mission to try not to repeat anything, not ever ordering "my favorite" at a restaurant I've been to, etc, this is kinda refreshing. Anyway, I had a great time with our friends, and I certainly would say this place is "solid." Maybe not all that special for #DimSum though (but perhaps their dinner would be good.) They did have one item I've never seen, though not actually Dim Sum but on their menu for Dim Sum hour--a roasted intestine that looked beautiful in their pictures. So darkly golden, like perfectly formed tubes of interesting pulled out from a pristinely beautiful pig that suntanned itself so evenly both outside and inside. Crisp, and sumptuously complex in flavor, and of course, fatty. Some of the regulars, like the rice noodle wraps of beef and shrimp were well made and stiff enough not to fall apart, with the perfect noodle texture. A lady did come by with a cart with one of my must-gets, the "golden eggs" as I called them, some kind of fried mochi ball with meat inside. We asked in Chinese if they were fresh,.... My friend and I came here for lunch the other day. We ordered, baked salted egg yolk bun, shrimp dumpling, shrimp rice roll, steamed bbq pork buns, Shanghai pork dumplings, steamed clam over bean thread noodles, and shumai. Everything was good except the Shanghai pork dumplings (dumpling skin was too thick) and the steamed bbq pork bun (filling had a weird taste to it).
