I heard a lot about this place from my friends, so I decided to give it a try. I came during the morning rush hour on a weekday and waited about 10 minutes. The two of us ordered from the breakfast menu. We got the steamed satay beef rice noodle and the steamed shrimp rice noodle roll. Both meals came with a drink. I chose the hot milk tea, and my friend got the black soybean drink. The steamed shrimp rice noodle roll was very thin and silky. It's not thick like the ones at some other places. Their sweet soy sauce has a nice balance of sweetness, which I really liked. As for the steamed satay beef rice noodle, it didn't have a very strong satay flavor. If you're a fan of bold satay, you might find it a bit mild. However, since I don't like satay that much, I thought the flavor was just right. There were several other breakfast items on the menu that caught my eye, and I'd like to come back to try them. The restaurant is clean and has both tables and booths. Food: The portions were generous, but the food quality was average. What was more concerning was the long wait time. We placed our order at 12:02 PM and only 3 of the 5 dishes arrived within a reasonable time. One dish took about 35 minutes to come out, and unfortunately it wasn't worth the wait. The fifth dish never arrived, and we eventually had to ask the waitress to cancel it because we had already finished eating. The fried rice was probably the only item we would return for. Noriega is one of those restaurant that is very hit or miss for me. It's convenient and close by for me to grab a quick bite of dim sum or get some Hong Kong style milk tea for a party of 3-4 people. Classic such steam rice roll with your choice of fillings and veggie are really well done with thin skin and good flavors. My wife really enjoys her Hong Kong milk tea whenever we go here. Service was horrendous when this place first opened but it has gotten better since. Some wait staff really go out of their way and some couldn't be bothered. read more

Before you come pay a visit here, know this is an authentic HK Cafe spot, so it isn't going to have aesthetics or crazy good service. It meets the minimum and you will leave here full and satisfied. If you're looking for fancy, gold teapots and things, this isn't the place for you. Okay, with that said, Noriega Star Restaurant is a pretty good spot for full meals without the full prices. The quality is mostly good, with some dishes that stand out more than most. It's a very busy place and expect to wait up to 30 minutes for a table, especially during the weekends. There's only 2 servers working here, and 1 busser girl. They each work very hard, yet they're able to deliver at the tables. Their kitchen staff are also great as dishes come out within 10-12 minutes, whether they're soups or noodles. Our favorites were the Beef Cherng Fun, the Gnau Nam Hor Fun, and the Dau See Lap Cherng Bou Jui Faan. Their rice porridge was also very good, and can be one full meal if you want the bowl to yourself. Tables and utensils are clean and you get a cup of tea. If you are in the mood for chinese porridge, Noriega Star is a good option. Don't expect fancy decor or amazing service but the food is fairly decent. The place is often packed during lunch which you have to put your name on a waitlist. I recommend the sliced fish with pork porridge. At other porridge spots, the fish is often a cod which is a somewhat soft texture. They use a different fish here which provides a crunchy bite and texture. I also suggest ordering the chinese donut rice noodle roll or just a chinese donut which goes well with the porridge. Other dishes to try include noodle rolls and clay pot rice. Not a lot of places offer clay pot rice so definitely worth trying here. The rice is cooked in a clay pot which makes the rice a little crispy and smoky. read more

I've ordered the rice rolls here several times. The food is good, but the service is disappointing. Every time I place a phone order for pickup around 8 a.m., I have to wait 20-30 minutes for just one rice roll. This time, they gave me the wrong order. I ordered beef, but they gave me pork. They also forgot to add the egg that I paid extra for. When I called back, the owner denied giving me the wrong order and insisted on charging me again for the egg. Fortunately, I kept my receipt, which clearly shows the extra charge for the egg. Mistakes can happen, but refusing to acknowledge them and charging customers again is unacceptable. Recommend coming at least by 10:30am as there can be a wait and you'll miss the 11am cutoff if you're here for the breakfast special. Food thoughts: 1) steam rice noodle with beef - I liked this a lot. Good value and plenty of food for $10. The meat had an herby element to it (chive? Cilantro? Not sure) so thought this was unique. Would order again. 2) pan fried chive dumpling - so tasty! Fortunately, it wouldn't take too long for our table to be ready, as the turnaround is fast, in the meantime, I had time to walk around this unheralded area of the city. By the time we were seated, our lunchtime dining party had four hot teas in plastic cups awaiting us. The menu at Noriega Star Restaurant is separated into categories including Dim Sum, Shandong Dumplings, Deep Fried & Pan Fried, Fried Noodles, Chef Recommendation, Traditional Rice Noodles Roll, Steamed Rice, Fresh Seasonal Vegetables, Noodle Soup, Porridge, and this being a Hong Kong style cafe, drinks are prominently featured on their menu. Whenever we dine on Hong Kong style Cantonese cuisine, we always order Beef Chow Fun and today's visit to Noriega Star Restaurant was no exception. To supplement our meal, we ordered their Singapore Fried Rice Noodle and a dish that could be considered their signature dish, their Stuffed Mushroom and Pork Rice Roll which was served with or without their secret sauces, and featured under the Chef Recommendation section of their menu. We were wondering if three dishes would be enough for our party of four and as it turned out, there would be so much food leftover that I was the lucky one who got to take it all home with me. I loved all three entrées that we ordered. The Rice Rolls were my favorite, as it was a fun spin on your traditional long steamed rice noodle, as they stood up and were chopped into pieces. We all loved that sweet plum and savory peanut sauce that accompanied our steamed dish and it only made me want to order their Stuffed Rice Roll with beef or their Rice Noodle Rolls that were not stuffed with anything but topped with chicken feet and pork ribs. I liked their Beef Chow Fun as it was not overly greasy and their Singapore Rice Noodles were a nice spicy way to enjoy these clear skinny noodles which were mixed with egg pieces and miniature shrimp. Our total bill was $40.03 which was actually quite reasonable considering how much food we ordered and were able to take home this visit to Noriega Star Restaurant. Kiddos have an allergy so they didn't try this. 3) Dumplings - Xiao Long Bao and pork and cabbage - they were ok. Nothing in particular stood out about them. 4) Chicken feet and blackbean sparerib rice noodle roll - It was ok 5) Soy sauce noodles - They use ramen noodles rather than the think egg noodles. It was ok. 6) Sesame balls - Hot and crispy! Yum! 7) Hom Sui Gok - Hot and crispy! Also Yum! 8) Fried taro cake - SILs liked this dish. I prefer the turnip cakes instead. 9) Milk teas - Served in large cups/mini bowls. Perfect amount of sweetness. Other than bringing us our dishes, they don't check on you. The people were really nice. We had to leave to wait for our friends because they got lost and the host still sat us down while there were multiple groups of people waiting. The restaurant was clean and very reminiscent of an asian diner, it was amazing. The food was good, but there were different versions of what i grew up with. The weirdest dishes were: steamed bbq pork buns (it was sweeter than i normally had in the past, there was not much other flavors than that), the fried taro cake( highkey my fault because i was hoping it would taste like the turnip cake but was sweeter. If you like taro, this is for you), The xlb was mid (one of my friends said it tastes like soap and i lwk agreed) The chicken feet was pretty good but it was more oily than flavorful The har gow and the shrimp rice noodles was pretty yummy, the taste of shrimp was stronger and the wrapper was thin so it was a nice combo The glutinous rice with meat filling and the siu mai were the best. My parents wanted to try this place, and I'm so glad we did! It's officially going to be a staple for us whenever we're craving HK café food. The standout for me was their rice noodles--they're incredibly unique and reminded me of the ones I've had in New York. We also ordered a porridge, beef chow fun, and two types of rice noodles. Everything was flavorful and fresh. I was so excited to dig in that I completely forgot to take pictures--definitely a rookie mistake, but a testament to how good the food is! Tried this place for an early brunch recently when my brother and I took mom to her doctor's appointment only to find out the doctor was on vacation and didn't bother to call us to reschedule the appointment we booked way back in July. My brother and SIL often dine here since they have such amazing deals. One can get a jook, side chow mein and HK milk tea for $11.99. The milk tea is only offered with the food from 8-11 a.m. so if you don't care about that, come after 11 a.m. to avoid the crowds. Four of us ordered a preserved egg jook with side of chow mein, beef rice roll, chicken feet and spareribs rice and a som see chow mi fun to share. There was plenty of food, enough to bring home leftovers to my hubby. Total cost was around $40. I enjoyed all the dishes. The place is clean and new. The only minus one star is many of the servers are rude and impolite. Sometimes expected for a Chinese, no frills restaurant but I still don't like it. Def a return for me. read more

open on July 4th, yay! my partner and i arrived at 3pm right after the lunch rush, and we were seated in a booth immediately. you might have to wave down the server to get your check or more tea, but overall pretty fast service for only having 1 server on shift! everything was good, and we especially liked the pork ribs/chicken feet rice noodle combo, the fried rice noodles, and the water chestnut cake. HIGHLY RECOMMEND the water chestnut cake. it's deliciously sweet and slightly savory, and has a very thin crispy layer in addition to the melt-in-your-mouth main layer. the water chestnuts and jujube(?) seeds add fun lil crunchy surprise bites throughout. Got 2 orders of that because it's so good. We also had the mushroom stuffed rice noodles with peanut sauce, but coulda skipped that and just gotten the combo pork rib+chicken feet combo and added something without the flat white rice noodles, like beef stew. Our friend recommended this spot for rice rolls. So we decided to check it out! Parking can be difficult during lunchtime and most spots are metered. You can find some spaces around the residential streets, but you may have to walk a few blocks. In a nutshell, this place serves dim sum dishes, steamed rice bowls and rice noodle rolls. Service was typical for a Chinese restaurant. You get tea when you sit down. No choice of tea since it's free. I believe they served us Jasmine tea. ***OUR PICKS*** SHRIMP RICE NOODLE ROLLS (ADDED CORN AND GREEN ONIONS) ~ these were thin noodles with a soft, silky texture. I've never had corn with this and it added a little sweetness. The picture showed vegetables, but there wasn't any in the actual dish. 4/5 BEEF STEW WITH STEAMED RICE ~ tender beef stew with 2-3 stalks of Chinese green vegetables. Tasty dish and beef was soft and cooked well. You could taste each grain of jasmine rice. 4/5 CHICKEN FEET AND PORK RIBS WITH STEAMED RICE ~ 2 dim sum dishes put together on top of jasmine rice.
