Slow Customer Service. Unsatisfactory. The staff was awfully slow, and the food carts were not passing by our table as fast as they were serving the tables closer to the kitchen. We were waiting 10-15 minutes in between each cart, which is not good. Even our waters were not served to us until 15-20 min after we arrived. We had to ask twice for water. I think that Ocean Harbour is a pretty average dim sum place. It's not the best but it makes do. It's really cheap and it's a great place for a group setting; I've come here a few times and I don't think the bill has ever exceeded $15/person. The dishes itself aren't stunning. I've definitely had better, but it is authentic and aren't bad. They stick true to what dim sum is like in Asia; they come around in carts, you flag them down to get a dish, and then they mark the bill on your table. We come from the SGV and was here we on vacation and needed a quick late late lunch. Every item we ordered was "large" and I think they circled extra dishes. A solid dim sum spot! Ocean Harbor did not disappoint. This was my first time having dim sum since COVID and so I might've been a little overexcited because the food I got was more than enough to last 3 meals for the two of us. I called ahead of time and was able to get everything I wanted (even if it wasn't on the menu), which included shrimp dumplings, shumai, bean curd rolls, sticky rice with lotus leaf, turnip cakes, chives dumplings, stuffed eggplant, shrimp rice noodle roll, and a big serving of flat noodles. I really appreciated how this restaurant had basically all the traditional & classic dishes. The order was ready for pickup within 20-25 minutes and the staff was very courteous. My personal favorite was the shumai (just so tasty! I can't say shumai has ever stood out to me before as a dim sum dish but theirs was great) and the flat rice shrimp rolls (can't ever go wrong with these); some of the let downs were the chives dumplings (didn't have as much flavor/freshness as some others I'd had) and the stuffed eggplant (also lacking a little in the flavor and texture departments). I also wish the beef flat noodles had a bit more greens to them to give it a bit more visual appeal. Came here on a weekend day with a giant group, no notice, and I think for that, if worked really well. Since it was a holiday, less people were around, but I've been in the past and there is sometimes a waitlist for a bit. Inside is a bit dull, but definitely a chinese place. I was in charge of telling the waitress which things we wanted, and honestly, everything I ordered left us content and with nothing left on the plates! For just about 28 bucks per person, we were able to try soups, dumplings, fish, chicken, beef dishes, noodles, and even some weird things, as well as a few drinks! The speed was perfect for the hungry group, though I think they could've told us which was which when stuff came out. Instead, they didn't really know so we had to guess. Minimal talking with the wait staff, but we were able to continue ordering more as things ran out and roll ourselves out the door. I never thought I'll be so glad to find this restaurant when I realize that it will be a struggle to find standard Cantonese style dim-sum in Chinatown of Philadelphia. I think everyone else is gravitating toward the northern style or soup dumplings. I always see a line across the street from this. I found out about this restaurant from a friend, who said that all Chinese locals would specifically visit this restaurant if you're in Center city and want dim sum. Walking into this restaurant you would have to walk up stairs, and when you get to the banquet hall, which is on the top of the stairs. You would have to flag a waiter to say how many people are in your party. Then you would have to let the waiter staff know what tea you want to have, as they then leave you with an order card. You then wait for pushcarts of dim sum being brought around by female staff, or in my experience, since I have sat at tables on the event stage - flag the dim sum lady to get a various dim sum that I love. The lady will then punch on your card for it being a small, medium, large of extra special dish. Then you start to eat and all is good. read more

It was super weird when we stopped by on a Saturday evening and were the only customers the entire time. The place looks like it could hold quite a crowd, and the food was great! However, it was a little hard to get to due to some nearby roads being closed for events downtown, so perhaps that was the cause for the slow evening. I love coming to Ocean Harbor! This is the place to go to for the most authentic dim sum experience in Philly. They have ladies pushing carts and a nice, chatty atmosphere. Wait times are usually between 15-20min but could be longer so make sure you walk in and ask the host how long it'll take. The menu has a variety of classic dim sum dishes like steamed shrimp dumplings and siu mai but also have heavier dishes like stir fry beef and Peking duck. The service is very fast and no nonsense; typical of what you'd expect from a dim sum place. Their prices are also very affordable; less than half the price of Dim Sum Garden so I definitely recommend trying here at least once! read more

Logistics tips: When you come in, do what it takes to get to the top of the stairs to retrieve a waitlist number. Everyone else is waiting to be seated. Once your number is called you'll be ushered to one of the tables, which are tightly packed and sometimes shared. Waitresses will approach you with carts, you pick the dish(es) you want, and they mark your card for the bill to be calculated after your meal. When you're done partaking in the deliciousness, head to the counter by the stairs to pay. We spent $15 per person on a very filling lunch, having not eaten breakfast. This place was so cool! Got there at 11:00 am on a Sunday and it was already a wait! Had a party of 7. One of us was able to speak Chinese which I think was crucial. They seat you then come around with carts with food on them. I was glad the person at the table could tell us what things were. Everything we had was great! I liked everything we got. Unfortunately, the area is hard to find parking. Get there early to find a spot and pay. It's a big spacious venue with plenty of seating for large and small groups. The carts come around often. I come here about once every three months. My family and I love DUM SUM. Sometimes there is a long waiting line but it usually goes fast. The food comes out of the kitchen on a cart or serves holding them on a serving plate. Everything comes out hot and if it does not come out hot you can always as the servers to heat it up or receive a new one. The owner is super busy trying to make sure everyone is being seated and served fast. The servers are busy since they have a lot of tables. It might take a few minutes to get a beverage but it's okay. I love their shrimp balls- it is a deep fried ball that has shrimp inside. Another dish I love is the calamari- it is crispy and so tasty. The pork and shrimp dumplings are also really good and comes out hot. The only suggestion I have is they could have more serves since they are always busy to keep all the customers happy. However, I know coming here that this is a fast paced restaurant and they are trying to have people come sit down, eat and leave. The bathrooms also may need an update. The men's door sometimes covers the women's door and its hard to get into the bathroom. They should probably make the women's door open the other way. Overall this restaurant it good, just know that you are coming in to a different restaurant and the servers, owners and cooks are going really fast to make sure everyone has food and to make sure people waiting in line are not waiting long. read more

I have been to this place just about every time I come to visit the City of Brotherly Love. Sitting amongst a sea of Chinese restaurants, Ocean Harbor offers some of the best and most authentic dim sum I have ever had on the East Coast. I honestly wish I had more pictures, but it's hard to take pictures when you are shoving food into your mouth. Some recommendations for things to get (not ranked): 1. Steamed Pork Ribs - they have bones, but the flavors well worth the trouble 2. Pork Shu Mai - bite sized, but very large 3. Chicken Feet - this is definitely a delicacy, but if you can get through the bones you will be rewarded 4. Sticky Rice - offers sweetness and savoriness 5. Fried Sesame Balls - this is absolutely my favorite dish and we always save it for last. They are just big pillows of love covered in sesame seeds and filled with red bean paste One of the best things about dim sum is you get to try so many dishes and still spend less than $15/person. Make sure you are not shy about calling carts over, they don't always do a great job of coming to every table. Add this to your list of places to see in Philly and you can thank me later. read more

This is a old school dim sum place. It is loud--staff talks loudly, dishes thrown about, you may or may not get yelled at and the place is a little worn down. But the dim sum is pushed around in carts and most of it is good. They do pile up the food at a round table so the waitresses and reload their carts. I imagine it's a space issue. Originally we were going to go across the street to DimSum Garden, but someone stopped us and rexcomended we check out ocean harbor. The wait for 3 people at 11AM was about 20 minutes, not bad! Inside it was pretty packed, lots of people loving around. Very legitimate and very authentic with all the tea and carts moving around. We had several buns and dumplings. Overall really good, but some dumplings seemed to be too thick. We didn't receive as much attention as we would have liked, but again this place was so busy. However, it really is one of the more authentic dimsum restaurants in Philadelphia, with a cute dining room and some of the pushing carts with food on it. But when we were leaving around 12:15, the line was out the door. My advice: definitely try to arrive early. The food quality is pretty average for some of them. They have a creative selection, from shrimp dumplings and changfen to chashao bao and some zhong zi. I enjoyed the food, but found that the shrimp changfen was pretty below quality. Their hundred-year egg porridge is pretty tasty, and everything else you get isn't that bad. All in all, it's pretty good if you want a more traditional experience, especially with friends. The food is decently cheap and does taste good. But if you want some truly tasty dimsum, you might need to sacrifice some of the traditional experiences and try looking elsewhere. read more

The ambiance was bright and bustling, with very classical interior designs for a dim sum restaurant. We were seated at a round table, and off to the races. They do charge a tea fee per person, but the dim sum is actually cheap and credit cards are taken with a minimum payment. On to the dim sum though. The salt and pepper crispy squid was amazing, and was a really good deal for the table. The shu mai and cheung fun were also incredible, tasting very authentic compared to some of the better dim sum restaurants in NYC. The congee was also very delicious, and they had a hoi xin gao (seafood dumpling) that was very tasty as well. The three of us were completely full from dim sum and only spent around $14 per person.
