Unfortunately the items I usually get were different and just not what they were with previous owners. Crab/Cheese fried wontons are just Cheese wontons and different shell and just not great. Sad day. I have been eating at Rice Express since 1998. My family eats there at least once a week. We have been so spoiled by Jennifer and her family. When she told us it was being sold I was afraid of the future. My fears were realized today when we went in for lunch. EVERYTHING is different. And not in a good way. Crab meat and cheese won tons, egg rolls, sweet and sour sauce, chow menu, fried rice, soup... I could go on but I think you get the point. It's all changed. I want to thank Jennifer and her family for feeding us for the past 20 years! Stopped in for the first time. Everything was great. Ordered Kung Pao, Orange chicken, Pork Fried Rice, and Salmon Fried Rice. This place is the absolute go to for Chinese in Folsom and the empire ranch area. Tucked in the tiny little strip mall next to 99 ranch market . Fresh wonderful food all the time . I am perplexed by the negative reviews since the new owners took over. Will I miss the original Rice Express/Jennifer? Yes!! But I went today and it was good. My usual Sesame Chicken was a little different than before, but it was still good. The place was clean and the service was friendly. I want to say sorry for the crummy photos but the family was so hungry that they ripped into the food before I could get a good shot. This place is always good and decent. Very reliable. The service is always friendly and that is why when the Chinese food pangs hit , we hit Rice Express. Our order this time through was Egg Rolls, Pork Chow Mein, Vegetable Fried Rice and Kung Pao Chicken. After reading the reviews, I was really looking forward to getting take out here. "Hidden treasure" is one of my favorite quotes. What a dissapointment that one of the dishes, the beef wth snowpeas, was terrible! Tasteless!. It wasn't just not delicious, it was blah. You couldn't tell what the dish was. I ate few bites because I was hungry, but didn't go beyond that. I will note that the my Shu shrimp was good. Still, that didn't make up for the fact that one of our two dishes was very bad. When I ordered I said, it's my first time here, please impress me. Anything but that. I ordered to go... The bag fell apart on the way home and the "sauce" spilled in my car. So that was disappointing because after I got done eating I had to clean my car. Also really pissed that it ruined my sun hat that was on the floor board. The quality of meat was horrible. Beef broccoli tasted funny n smelled gross. Chicken pieces were small n chewy. Food was lukewarm by the time I got home and I live 1.4miles away. The salad was soaked in dressing and the lettuce was not fresh, way too soggy as if it had been made and sitting in sauce for a while... The right amount of oil, the right amount of spicy heat in dishes, the right amount of mix-ins in the fried rice, the right amount of veggies in the dishes, etc. The sesame chicken and the sizzling chicken here are down right awesome. The crab meat cheese wonton appetizer? down right awesome. their take on Hunan chicken? down right awesome. The lunch specials are a STEAL for the price, with HEAPING mounds of food. This is also a good choice if you have a fairly large party, as they have large circular tables with rotating centerpieces to share your family style orders. We've ordered 6 different dishes, all of them were overly sweet. Don't get me wrong, my family have a 'sweet tooth'. This place was phenomenal! They were sacrificially open on Christmas and welcomed us in as family. The service was quick and attentive. They even recommended a few new dishes (specifically the Jalapeño Chicken, which was !). I decided to go to Rice Express based on the other reviews in Yelp. Although 8 reviews was not a lot, I didn't have a lot of time to choose. Some things to remember when you navigate over there. First of all, the restaurant is facing Natoma St even though the address is Blue Ravine so if you pull into the shopping center from Blue Ravine you will think that the restaurant doesn't exist since most of the shopping center is empty. Fortunately, I explored the Natoma facing side and breathed a sigh of relief when I saw the lights and sign. This turned out to be a good decision. The place is small and cozy. I could tell it was family owned. The waitress and service was really excellent. The cook brought out the food himself. What more can one ask for? So here is what we had: Yu Xiang Xia Qiu or spicy shrimp with vegetables, Guo Ba Tang or sizzling rice soup, Shi Cai He Fen or vegetable wide noodle Chao Bai Cai or stir fried Chinese Bok Choy Vegetable Chun Juan or vegetable egg roll The spicy shrimp with vegetables was really good. A little heavy on the sugar but still a good mix with shredded carrots, tree ear (kind of mushroom) and green onion. Sizzling rice soup was excellent. The rice sizzled as it was dropped into the soup and a small cloud of steam rose from the bowl. The broth was just right, not too salty with enough flavor to support the generous portion of vegetables and chicken thrown in. My wife and daughter always prefer the wide style noodle. I usually shy away from that style because it tends to be oilier than the thin noodle but this place has figured out how to make it light. Although stir fried bok choy is just a simple dish,this was one of my favorite dishes of the evening. The cook laid out a steaming plate cooked just right with tons of garlic. That is the traditional Chinese way and I was in garlic heaven as I wolfed it down with rice. Egg rolls can be an oily disaster if they are not fried in hot enough oil and served immediately. We had to wait a few minutes before biting into our rolls and they were steaming hot and crunchy. So all that food plus white rice came to around $40. Great service and great food. read more

I've been eating here with my family for as long as I can remember - easily the best Chinese food place in Folsom (I had a family friend tell me this was the best Chinese food he's ever had, even after living in China for 7+ years). The food is consistently good, hot and served in large portions. Do NOT miss out on: Their potstickers, sesame beef (divine!!), egg foo young, chow fun (their chow mein is also excellent, lemon chicken, sweet and sour pork, pan fried noodles, any of their chicken and vegetable dishes, and their veggie dishes alone (steamed or fried) are always perfection. So I decided to stop by after reading some fabulous reviews. Can I just say, has Yelp finally gone mad? We ordered potstickers, Mongolian beef, and shrimp fried rice. I've never had shrimp fried rice with baby shrimp (I mean one of those tiny ones that's size of your pinkie nail). Food was bland and tasteless and Mongolian BBQ wreaked of bamboo smell I cannot handle. I would give it a 1 star but potstickers were actually decent. I really wanted to like this place. Actually came here about 4-5 times. While the pricing is decent, the food quality here is ok at best. Majority of everything we ordered was bland from the house noodle soup (which I thought was their signature dish) to the friend rice, orange chicken and their congee (which is a lot better at Ranch 99). The server is always the same guy that doesn't have much personality (never smiled once). If you are in a pinch and want chinese food I think you could pay less and just go to ranch 99's hot food counter for less $$ read more

It was a random stop for me and wife after a massage, but little did we know what we had something soo good waiting in store for us. The wonton soup is soo great with soo much flavor! I ordered the jalapeno chicken because I do love spicy and it was amazing! Not too much jalapenos, but had that perfect amount of spice and just the right amount of vegetables and the chicken was perfectly cooked.. nice little crunch on the outside and perfectly cooked and tender inside .... since I moved to the Sacramento area about 1 year ago..I must say this is definitely the best Chinese spot yet by far!! I have lived in Folsom for over 15 years and prior to going today I had only been to Rice Express one time. I was not impressed with the dishes and never went back. I had heard that they make great potstickers, so I thought I'd try them out. Great is an understatement. I think this may be one of the best potstickers I have had. Not only are they great, they are huge. They had crisp bottoms that are not greasy, steamed filling that's flavorful and not soggy. The dumpling skin has the perfect bite to it, not gummy or too thick. You get 6 large dumplings in an order. I'm soo glad I went back to try these. It's unassuming exterior doesn't do the food any favors because it looks like any other generic storefront that you would find at any generic shopping center, especially since it's in a deserted shopping center. But walk in and you will find a really good menu and fantastic prices. To be honest, the only reason I found it is because it popped up here on Yelp when I was looking for good Chinese near my home. After reading the whole 4 reviews here before mine, I decided I wanted to try it. The food here is absolutely delicious! plenty of tables so you do not have a long wait...Service was okay. Our server didn't really clear our plates that had stacked up. Whatever.. The restaurant itself is pretty dingy and dirty so I wouldn't recommend for a first date.
