Rice Express has new people and they are doing a great job. It's not that I'm picky about Chinese food, it's that I really enjoy it and this is the place to go for very good Chinese food. I'm tired of Chinese restaurants that serve the same fried chicken and just pour a different flavor sauce on it and serve it up (basically the same as McNuggets [and Panda Express] with Asian sauce). NOT AT RICE EXPRESS!!! I've had five different dishes of different types and each was cooked completely different from the other and savory dishes, sweet dishes and all the meat of good quality (not full of fat and not chewy because of over cooking or pre-prepped). Another thing that I have to say about the food is the texture is very very good! I had the general chicken today and the breading was delicate and crispy and inside the white chicken was very tender and juicy and the flavor was all the way through the meat. Every dish has its own original flavor and I really enjoy that type of diversity in Chinese food. The drinks are cold, the food is hot and the restaurant is clean (including the restrooms) and comfortable (their air conditioning works fantastic). The servers are polite and check on you regularly. Okay, so I have been coming here since before yelp was a 'thing.' I use to work for a bank that is no longer in the shopping center decades ago... Now that I've shown my age. I'd normally give you 5 stars BUT 1. Jennifer retired and she is what made this place 5 stars. 2. You charged us 2 bucks for extra pancakes for our moo shu pork. Kind of pricey when you factor in the price of the entire dish. The wonton soup is extremely delicious. The broth is not salty whatsoever and the wonton wrappers are the perfect delicate texture, not the thick garbage that you find at other places. We always add vegetables and they put premium veggies not cheap stuff. This is extremely important to me and will make or break a place for me. The veggie fried rice is very good. We order it without soy sauce. It's very flavorful without it. The veggies are always fresh and good quality! Sweet and sour pork is delicious! I typically do not like this in most restaurants. However, we order this without fail, every time! This time we ordered the honey walnut shrimp. It was VERY GOOD! Place is always clean. My husband tried the Taiwanese beef noodles which he didn't like very much because he said it was too peppery and not enough meat. The walnut shrimp was decent but too much breading. We usually get a combo dinner meal. Sesame Chicken and General Tso's Chicken is our usual go to, but my husband has also had Kung Pao Chicken here and ate it all, but did not like it as much. The food is pretty good, better than most in Folsom. They do need to watch out with cutting things consistently. I requested the chow mien side with my combo meal and some of the broccoli was huge and barely cooked. There are inconsistencies which if addressed, would give this place a 5 star rating. Sometimes there's sauce in the bottom of the to go container that would make topping it on rice ideal. Other times, it's very dry and when I have gotten rice with it, it's not moist enough to eat the main dish with the rice. Tonight, I had oodles of sauce, but opted for the chow mien because of a less than ideal experience last time with the General's chicken too dry. It would have been perfect with fried rice tonight. A little bummed about that, because topping the fried rice with the General's chicken is my favorite. And they do put a bit too much of salt in their dishes, I feel a little bloaty and very thirsty after a meal. But all in all, they are one of the few Chinese restaurants that have combo dinners, and their food is in general good. If they could nail down the consistency and get their veggies to an appropriate size consistently to all cook at the same time, they would get 10 stars. Let's hope they read their reviews! read more

Love the sizzling, rice soup, the sautéed, baby, bok choy, great, wonton, soup, delicious, fresh chicken with cashews. very consistently thoughtfully prepared, carefully served or packaged for takeout. I called today to place a take out order and it was quite an ordeal. Let's just say there was a communication issue. I was a bit concerned about my order being understood but I also felt uneasy because it sounded like some of our regular items were no longer available. My questions were answered when I showed up and saw a large sign indicating that they are under new ownership. Regardless, my order was not as I had requested. Also, with the new ownership, the frequent customer perk is no longer available. The pot stickers still seem the same good quality but nothing else was up to the standard of the previous ownership. The sesame chicken had very little sauce and the meat seemed fatty. We also ordered won ton soup, pork fried rice, vegetable chow main and other items but nothing was as we were accustomed. It seems to me that the new ownership is reaping the benefits of the prior owners by keeping the business name and phone number. As time passes, they will surely lose business as people look elsewhere, as we will be doing soon. read more

I need zero stars. this was THE place to go. we called in our order as usual, ordered the szechuan beef...as always. thought was odd when an unfamiliar voice answered the phone. didn't know of new management til i walked in and saw a new menu color. last time we were there was right before Thanksgiving & during small talk...they never mentioned anything. when I glanced at the menu, saw that the szechuan beef was NOT on there so I asked the guy running my bill. he said it's still on there. just opened the boxes, definitely NOT what we ordered. other review is dead on... We're so lucky to have this neighborhood Gem nearby! The previous owners ran a great restaurant, and the newer people haven't missed a beat. The food is flavorful & delicious, the portions generous, and it's always ready on time. Today we had the Fried Prawn appetizer: tender but crispy outside with the panko-crust and just plain yummy when dipped in sweet 'N sour sauce; Singapore Rice Noodles, full of pork and shrimp in a wonderful but light curry sauce; and Kung Pao Shrimp, nice and spicy with the right amount of heat, big plump shrimps and lots of veggies too. The lady who is the owner is always pleasant & friendly, and it's a pleasure to order from & enjoy a great Chinese meal during this trying pandemic. Boss ordered Chicken Noodle Soup, the bowl was the size of his head. I ordered General Chicken, 1/2 rice 1/2 chow mien. Absolutely delicious!! Iced tea tasted fresh. This is my go to place for Chinese food. I usually feel drowsy and all when eating Chinese food, but I never feel that here. I think it's due to them not using MSG and the food not being greasy. The portions are good and and they are reasonably priced. They use a good amount of meat with their chow fun, chow mein, and fried rice. Their seafood noodle soup is my favorite. My hubby was craving with beef noodles soup. We went shopping to the Asian store next door so thought to give a shot this place. Very disappointed, beef noodles soup comes up with a big thick noodles to me looks like udon and tasteless. Had carrots, napa cabbage and don't remember what else. First time ever in my life eat beef noodles with napa cabbage and carrots!! Does it supposed to be baby bok coy? On top of it the soup, we couldn't taste any beef broth at all. I've been here twice and order the dinner combo first time was the jalapeno chicken and the second was the volcano shrimp? Sauce of the braised pork goes nicely with the rice, even my kids who usually doesn't like to eat rice that much loved it. So definitely coming back for that one. Such kind folks work here and the food is always so delish! The food tastes fresh, they use quality ingredients (never gross chicken and I love the fresh vegetables!) My go-tos here are Singapore Rice noodles, house fried rice, orange chicken, sweet and sour pork, and sesame beef. They provide very large portions and always end up having to take half home not complaining. Even during the Covid-19 situation there quality has not dropped with takeout orders. This used to be our favorite chinese food. We would drive all the way from Elk Grove to eat the best. My mom and I planned a mother/daughter date and this was definitely our first stop. We came and there was a pleasant guy seating us but he was no Jen!! We sat down and ordered the same thing we always do mine chicken chow main and sweet & sour pork, my moms was fried rice & Mongolian beef. Nothing seemed fresh. I used to love their chow main but this was nothing like what I have had. It wasn't horrible but definitely was not the best! My used to love the fried rice but it taste burnt. My sweet and sour pork were little baby bite sizes. I told my mom they have to be under new ownership or a new chief. I asked the pleasant guy after our meal if they had a new cheif and he said yes new ownership and new chief. Super sad and disappointed. This is not my favorite chinese place anymore. Good luck to this business it will be hard to fill the shoes of the previous owners & chief. Giving it 3 stars for the service but the food would have gotten 2 stars. read more

Sooooo.... I have other Chinese food restaurants closer to me but I would go out of my to get Rice Express. Unfortunately the items I usually get were different and just not what they were with previous owners. Crab/Cheese fried wontons are just Cheese wontons and different shell and just not great. Fried prawns were panko and just not what I remember . Wor Wonton was decent but just ok. Overall judge for yourself, but I was bummed. Staff was very helpful and inviting. Great service. This place is the absolute go to for Chinese in Folsom and the empire ranch area. Tucked in the tiny little strip mall next to 99 ranch market . Fresh wonderful food all the time . Potstickers five stars. Family operated and ran and the owners always make a point to come out and say hi. I ordered party trays for a Christmas engagement and the entire crowd was impressed. Sad day. I have been eating at Rice Express since 1998. My family eats there at least once a week. We have been so spoiled by Jennifer and her family. When she told us it was being sold I was afraid of the future. My fears were realized today when we went in for lunch. EVERYTHING is different. And not in a good way. Crab meat and cheese won tons, egg rolls, sweet and sour sauce, chow menu, fried rice, soup... I could go on but I think you get the point. It's all changed. I want to thank Jennifer and her family for feeding us for the past 20 years! Stopped in for the first time. Everything was great. Ordered Kung Pao, Orange chicken, Pork Fried Rice, and Salmon Fried Rice. I am perplexed by the negative reviews since the new owners took over. Will I miss the original Rice Express/Jennifer? Yes!! But I went today and it was good. My usual Sesame Chicken was a little different than before, but it was still good. The place was clean and the service was friendly.
