The reason this feels unfair isn't the tax itself--it is how the kiosk communicated the price. Legally, California permits businesses to sell items on a "tax-included" basis, which is what most people expect from a token machine or kiosk. If a sign says "$10 for 5 coins," a user naturally expects to tap their card and see exactly $10.00 deducted, with the business calculating the tax backward out of that ten-dollar bill. By tacking the $0.99 on at the very end, the store owner chose a "tax-added" model. While technically legal, it is very poor user-experience design that leads to sticker shock. If they wanted to keep transaction friction low, they should have priced the package at "$10 tax-included" or clearly posted a sign stating "$10.00 + local sales tax." Unlike the popular Gashapon in Japan which requires you to spin the dial to mechanically dispense the mystery toy, these machines here uses a dummy dial which makes a clicking noise (no resistance) while an automatic motor does all the work and dispenses the mystery toy. It also has an audible signal telling you how many more coins you need to insert. The mystery ball toys cost between 2 coins to 3 coins or roughly $4.40 for a 2 coin mystery ball and $6.60 for a 3 coin mystery ball. Owner should really think twice about charging taxes for redeeming the coins. $10 for 5 coins should cost $10

I also ordered an iced matcha, and it was a pleasant surprise. I assumed the drinks might be more of an afterthought since it's primarily a bakery, but Bloom makes an excellent matcha. It was smooth, creamy, and well balanced. Honestly, I could see myself going out of my way just for one of their drinks. The only downside is the seating. The shop itself is pretty small, so don't expect to find a place to sit. I've always ended up taking my food back to the car to eat it. Bloom is definitely a spot I'll be coming back to.
